SUMMARY: Engineering Division has reviewed the drainage report and site plan. Approval is not recommended at this time. Approval of the Site Plan may not occur prior to drainage report approval. Please complete and submit a grading permit application and submit three (3) sets of grading and Stormwater Pollution Prevention Plans (SWPPP's). The grading/SWPPP submittal package may accompany the Site/Drainage resubmittal package. Please address the following comments on revised documents and in a response letter:
DRAINAGE REPORT:
1. The bleed pipes may not be approved as proposed - technical or engineering justification for proposed exemption from threshold retention requirements must be provided in the report. Shallower basins and the use of engineering methods (such as engineered basin bottoms) must first be investigated prior to requesting the use of a bleed-off. Please provide retention basin percolation test results and discussion/analysis in the drainage report addressing infiltration rates.
2. Provide a soils report with the resubmittal package. A soils report is required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, whether or not hydro-collapsing soils are present, and contain the results of a minimum 30 foot deep soil boring (Development Standard -DS- 10-01.0, Section 3.5.1.5 and DS 10-02.0, Section 14.2.6.

SITE PLAN:
1. Please provide estimated cut and fill quantities (DS 2-02.2.1.17);
2. Dimension and label from street monument lines to existing and future (Major Streets and Routes - MS&R) right of way, edge of pavement, and utility lines (DS 2-02.2.1.21);
3. Provide individual basin outlet details, fully labeled and dimensioned.
4. Provide cross-sections at the property line locations for each basin. Please include dimensioning for top of basin berms and minimum setbacks from property line. Visit DS 11-01.9.0 at http://www.ci.tucson.az.us/dsd/DevStd1101.pdf for setback details.
5. Clarify the stated 10' deep riprap indicated in Construction Note 204, Sheet C2.0.
6. Provide written verification/approval from EPNG (with any conditions stated) for all proposed work within the El Paso Natural Gas (EPNG) easement, as depicted on the documents submitted.
7. Provide any soils and geotechnical report recommendations associated with the proposed work in this easement.
8. Provide recording information on the site plan for the EPNG easement.
9. Provide appropriate labeling for this easement on sheet C1.0.
10. Provide vertical dimensions from top of concrete to pavement, and bottom of concrete to the pipeline in section2, Sheet C4.0.
11. A grading permit will be required for this development. Grading permit submittal will need a completed grading permit application with three sets of Grading and SWPPP plans with a soils report.
Please address all of the above comments. Resubmittal shall include a revised site plan drainage report, and should also include a completed grading permit application, SWPPP's and required accompanying documents.

06/24/2005 ANDREW CONNOR NPPO REVIEW Denied Plans shall be of sufficient clarity to indicate the nature and extent of the work proposed and show in detail that they will conform to the provisions of this code and all relevant laws, ordinances, rules and regulations per DS 11-01.4.1.C. Clearly indicate on landscape and NPP plans the limits of disturbance.
06/24/2005 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. The Vehicular use area must include post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond unpaved areas on or off site and to prevent vehicles from driving onto unimproved portions of the site. Indicate on landscape plan barricades for access to other portions of the site per DS 3-05.2.3.C.1

2. Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. Revise landscape plan to include basin(s) treatment

3. Fence detail on Sheet AS1.1within site plan package indicates a 6' chain link fence with aluminum slats include the same description on landscape plan.

4. Plans shall be of sufficient clarity to indicate the nature and extent of the work proposed and show in detail that they will conform to the provisions of this code and all relevant laws, ordinances, rules and regulations per DS 11-01.4.1.C. Clearly indicate on landscape and NPP plans the limits of disturbance.

5. Include hydro-seed treatment on landscape plan for Phase-3 indicated on Sheet C2.0 of the site plan package.

6. Include general note on landscape plan: All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, re-seeded, or treated with an inorganic or organic ground cover to help reduce dust pollution per LUC 3.7.2.7
