COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Provide min. scale on location map. 3"=1 mile. Ds 2-0.2.1.4

2. As per DS 2-02.2.1.6 Provide location of all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use. Zoning does not recognize portable structures. Clearly indicate the permanent locations, (with dimensions from property lines, other structures, PAAL's, etc.) of the proposed canopies. For clarification purposes only, it appears there is no roofed structure over the car washing equipment, is this correct?

3. The required parking spaces, as per LUC sec. 3.3.4., for this site is nine(9). The plan as submitted is indicating eight(8) parking spaces. The required parking spaces are separate from vacuum bays, wash bays, drying spaces, and stacking spaces which are used only for calculating the number of required parking spaces.
Motor Vehicle: SB. Four (4) spaces plus one (1) space for each vacuum bay, wash bay, and drying space and one (1) stacking space for each vacuum bay.
Indicate clearly the location of required parking, wash bay, and drying space or spaces. It appears that there will be more than one drying space based on the size of the canopy. The required nine(9) parking spaces is based on one(1) drying space, if there are addition drying spaces the parking requirements will increase at the rate of one parking space for each additional drying space.

4. Parking spaces are required to comply with DS 3-05.2.3.C.1 A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings; or overhanging adjacent sidewalk areas. The parked vehicles located at the north side of the property cannot overhang into the required landscaping area. The parked vehicles located at the south side of the property must be prevented from damaging the wall on the south side of the property. The use of wheel stops or post barricades are required in both of the areas mentioned and must be located as per DS 3-05.2.3.C.2. When wheel stop curbing is used, it is to be located two and one-half (2½) feet from the front of the parking space. (See Figure 5.) and DS 3-05.2.3.C.3. Barriers must be designed and located so as not to impede pedestrian circulation.

5. Provide on the plan the dimension from the future right of way line to the face of the future curb. For a 120' right of way this dimension is nine(9)feet.

6. Indicate compliance with DS 2-02.2.1.11 Points of egress and ingress including locations and width of driveways and parking area access lanes (PAALs). Clearly indicate PAAL widths at the south side of the building, along the west side of the car wash equipment, around the drying area canopy and required loading zone for billboard (see later comment regarding billboard). See red line plans.

7. As per DS 3-05.2.2.B.1 thru .3 Setbacks from PAALs.
1. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL.
2. A minimum distance of one (1) foot must be maintained between any open structure, such as a carport, and a PAAL. The one (1) foot setback is conditioned upon the pedestrian way(s) being designed at a location other than between the open structure and the PAAL. The distance is measured to the closest part of the structure, i.e., a roof overhang.
3. A minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen, or other obstruction, provided pedestrian activity is directed to another location. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles.

The above referenced codes will apply to the west side of the "open air" car wash area. Please provide elevation drawings of the "open air" car wash area in order to determine which of the above codes will apply. See red line plan.

A two(2)foot shy area may be required as per above item #3 along the west property line. Clearly indicate any existing walls, fences or obstructions along the west property line.

8. As per DS 2-02.2.1.13 Indicate the location, type, size, and height of existing and proposed signage. Clearly indicate the height and size of the existing billboard.

9. As per DS 2-02.2.1.14 Fully-dimensioned loading space(s) and maneuvering area(s). The loading zone located at the south property must have the maneuvering area clearly indicated. It appears that this location for the loading zone may have to be relocated to another location on the site.

10. DS 2-02.2.1A.25. If applicable, indicate location of existing and proposed lighting layout and type

11. DS 2-02.2.2.A.2 The floor area of the office / retail area are indicated as 460 sq. ft. each on the site plan. This does not appear to be correct, please clarify. The dimensions indicated for the larger canopy indicated as 46x31 with 2700 sq. ft. does not appear to be correct, please clarify.

12. DS 2-02.2.2.A.3. The canopies and "open air" car wash areas must be included in the use area calculation for the floor area ratio.

13. The billboard indicated on the site plan is considered a second primary use and must meet all the criteria of the Land Use Code and Development Standards or clearly indicate that the billboard will be removed.
If the billboard is to remain, clearly indicate the area of use incorporated in the lease agreement and easement agreement for access to the billboard.
An additional loading zone is required for the billboard as per LUC Sec. 3.4.5. See red line plan. The billboard loading zone must meet LUC Sec. 3.7.2.4 and 3.7.3 for landscape border and screening requirements. See landscape reviewers comments.

Development Area Criteria must be provided for the second primary use separate from the car wash criteria.

14. Clearly indicate whether the electrical easement along the north side of the property is an overhead easement or and underground easement. If it is an underground easement, provide documentation from T.E.P. allowing building over the easement.

15. The pedestrian circulation path from Speedway must meet DS 2-08.4.1,.A, .B, and .C as well as DS 2-08.5.1,.A,.B,.C.D.

DS 2-08.4.1 Sidewalks. Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means, except at crosswalks, and must meet the following locational requirements.
A. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project.
B. A sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. (See Figure 1.)
C. A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. (See Figure 2.)

DS 2-08.5.1 Sidewalk Specifications.
A. Width. All sidewalks will be a minimum four (4) feet wide and will be installed to avoid any obstruction which decreases the minimum width to less than four (4) feet. (See Figure 3.)
B. Vertical Clearance. All sidewalks must have an unobstructed vertical clearance ofeighty-four (84) inches. (See Figure 4.)
C. Composition. Sidewalks will be constructed of:
1. Portland cement concrete, four (4) inches thick, with a smooth or broomfinish; or
2. Brick pavers set in a bed of cement; or
3. Any surface equivalent in smoothness, hardness, and durability. Asphalt or asphaltic concrete may be used only for jogging paths, nature trails which are part of an accessible route, and pedestrian refuge areas which are not required to be connected to the pedestrian circulation path, as listed in Sec. 2-08.3.1.
D. Slope. The cross slope on all sidewalks will not exceed two (2) percent.

· Revise landscapes plan(s) to include plants not listed on the Drought Tolerant Plant List in an oasis area and provide oasis calculations or choose appropriate plant materials.

· Plants indicted on planting plan not listed are Natal plum (Carissa gradiflora) and Jacaranda mimosifolia.

3. Any vegetation higher than thirty (30) inches must be located outside of the sight visibility triangle per LUC 3.7.3.4. Pineapple Guava (Feijoa Sellowiana) and Agave weberi will typically grow in excess of 4'. Replace plants or revise planting plan as necessary.

4. Note: Vegetative screens may encroach 3' into the street landscape border. If the growing characteristics of selected plant material, at maturity, are greater than three 3', then the plant location will be moved farther away from the street property line to allow for the growth per DS 2-06.3.7.B.5.b.

5. Provide a 6' wall to screen loading zone from residential zoned properties per LUC 3.7.2-I
