SUMMARY:
Engineering Division has reviewed the Site Plan and approval is not recommended at this time. Please provide a revised site plan addressing the comments provided below, at a minimum:

1. Depict and label sight visibility triangles at the ingress/egress and 20th Street intersection (Development Standard - DS - 2-02.2.1 A 10 & DS 3-01.5.0).
2. Depict and label 18' minimum radii concrete headers (PC/COT SD 213) at the ingress/egress intersection with 20th St. - see redlines for clarity (DS 3-01.3.2 C) .
3. Depict drainage patterns, proposed finish floor elevations, and finish grades (DS 2-02.2.1 A 16).
4. Depict roof drainage downspouts with corresponding sidewalk scuppers, for conveyance of flows under sidewalk areas (DS 2-08.5.1 E).
5. Dimension and label the parking area access lane (PAAL)/Driveway width (DS 2-02.2.1 A 11).
6. Depict existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent, with Bench Mark based on City of Tucson Datum, including City Field Book and page number.
7. The proposed dumpster location does not appear accessible, per Development Standard 6-01.0. Please depict maneuverability/accessibility in accordance with this standard (DS 2-02.2.1 A 32).
8. Provide an enclosure detail fully labeled and dimensioned, assuring a minimum clear inside dimension of 10 (between sidewall bollards) is provided (DS 2-02.2.1 A 32).

9. Revise site keynote 6 - no required landscaping is permitted within the public right of way.

The site calculations indicate that the use is construction services but the parking calculations indicate an educational use is proposed. Clarify and revise for consistency. Further comments may be necessary once the correct use (both existing and proposed) is determined. If there is a parking deficit based on a construction service use, parked at one vehicle space per 250 square feet of gross floor area, then approval of a Board of Adjustment variance will be required. If a variance is sought and approved, place the case number the date of approval and any conditions approved as a general note on the plan and add the case number to the lower right hand corner near the title block.

05/18/2005 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. This project was reviewed as a greater than 50 percent expansion with full code compliance required per LUC 3.7.1.2.B.2.b.

2. Screens along a street frontage must be located on the development side of the street landscape border so that they do not obstruct the view of the street landscaped border from the street. Screens may only be located within in the landscape border if the criteria listed in LUC 3.7.3.2 are met.

3. A 6' screen for the refuse storage and a 6' wall for the loading area is required for screening from adjacent streets per LUC Table 3.7.2-I. Identify the wall location on the landscape plan and provide a detail for refuse enclosure and wall. It is not clear that the wall (keynote 5) is high enough to serve as a screen for the loading space and refuse storage. Specify the height of the wall and indicate which portions consist of wrought iron fencing. See LUC 3.7.3.3 for information on how to measure the height of the wall.

4. It is not clear on the plan that curbing is provided between the parking lot and the street landscape border. Landscape borders located along parking lot where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B and DS 3-05.2.3.C.1. Label the location of curb provided along the north side of the PAAL for protection of the street landscape border.

5. Indicate the location of sight visibility triangles on the site plan. Any screen higher than 30 inches must be located outside of the SVTs per LUC 3.7.3.4.

6. Street landscape borders shall be a minimum of ten (10) feet wide as measured from the street property line, and located entirely on site. Written approval from the City Engineer must be provided to the Landscape Review section to allow landscaping in the right-of-way per LUC 3.7.2.4.A.3.

7. A portion of the landscape border along 20th Street, adjacent to Bldg 1B, is shown to be only 6-½ feet wide, with only 1-½ feet of the landscape border located on site. A Board of Adjustment variance application must be submitted and approved.

8. The areas between the right-of-way line and sidewalk and the area between the sidewalk and the curb (or in this case, the edge of pavement), if not covered with vegetation, shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.4.A.4. Revise the note regarding decomposed granite at the bottom of the landscape schedule to specify that it will also be used in the right-of-way.

9. The symbols used in the landscape schedule are not consistent with those used on the drawing, making it difficult to determine the location of specific plants.

10. Using the legend symbols on the drawing, include irrigation system specifications, design, and layout using the legend symbols on the drawing per DS 2-06.5.4.A and 2-06.5.4.B, including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

11. Revise the landscape and screening calculation Note "E" to state that the calculation is base on 1 tree per 10 parking spaces or fraction thereof, and that with 11 spaces provided, 2 trees are required, per LUC 3.7.2.3.A.1.

12. An application for NPPO exception must be submitted per DS 2-15.0.
