Cherry Avenue New Liquor Sales Establishment Site plan 2nd Review Transmittal date: April 18, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This plan was reviewed in accordance with requirements of the Land Use Code (LUC), Development Standards (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). In particular, this plan was reviewed for content outlined in DS 2-02. 2. (Per current/last review) Response to last review: to define vehicular access on site. The plan shows potential vehicular access through the site to Neff Street, despite a ceased edge of pavement note prior to reaching Neff Street. As advised at the last review, access to Neff Street cannot continue until the access area is brought up to code. Staff acknowledges the vertical curb at Neff, and the removal of the ramped curb at Neff that allowed smooth vehicle access. The concern is that access will occur through an unpermitted point, and given this, staff requests bollards or fencing at both where the pavement ends on the site, and at the Neff access point. 3. (Per current/last review) Staff acknowledges the typical detail drawing provided for the handicapped accessible parking space sign, with correct fine amount. Staff's copy of the plan shows the handicapped symbol on the sign is illegible. Please revise the detail to show the handicapped accessible symbol on the sign. In addition, provide notation that the post height (from ground to where the post will meet the bottom of the handicapped sign) is 7 feet. 4. (Per current/last reivew) Staff acknowledges the truncated domes detail meets code. The remaining issue is to provide truncated domes at the sidewalk area that transitions both across the drive-thru drive up lane and where it leads back to the handicapped parking accessibility aisle. (Please see the redlined plans from last review, this time highlighted in yellow for remaining issues.) 5. Per DS 2-02., dimension the right of way for both Cherrybell Stravenue and 22nd Street. Please show the centerline, the edge of pavement, the back of future curb and any sidewalks. 6. Depending upon the responses provided, further review comments may be forthcoming. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. The site plan shows indicates within Cherrybell Stravenue, 2 dimensions, 40'-6" Max and 38' Min. It is not clear if the dimensions are indicating the edge of pavement for Cherrybell Stravenue. If the dimensions are demonstrating the edge of pavement, label the dimensions accordingly so it is clear on the plan view what the dimensions are representing. 2. Show the centerline of Cherrybell Stravenue. DS 2-02.2.1.A.21. 3. It is acknowledged the future ROW width of Cherrybell Stravenue is less than what is existing. However per DS 2-02.2.1.A.19., the MS&R ROW widths must be shown on the plan view. From the street centerline show, dimension and label the ½ ROW width, future curb and future sidewalk location. Face of future curb shall be located nine (9) feet from the future property line for a full MS&R ROW width of 64'. Label appropriately. 4. Provide (label and dimension) future sight visibility triangles for both ingress/egresses to Cherrybell Stravenue. D.S. 2-02.2.1.A.10. 5. Dimension from the street centerline of 22nd street to the future MS&R ROW line, future curb and future sidewalk locations. Label the centerline. Revise and label appropriately. DS 2-02.2.1.A. 19. 6. The request was made during the first review to block access to the development from Neff Street with an appropriate barrier. It is acknowledged that the wedge curb will be removed. The concern is that access will occur through an unpermitted point, and removal of the wedged curb does not completely limit access. Staff requests bollards or fencing at appropriate locations to prevent unpermitted access to the development. (Please see zoning comment number 2) Revise accordingly. |
