The Site Plan was not approved at this time. Please address the following comments. Site Plan Comments: 1. Provide bearings for each property boundary. (DS 2-02.2.1.A.5) 2. Provide estimated cut and fill quantities. (DS 2-02.2.1.A.17) 3. Dimension the adjacent right-of-way including the alley. Include the locations of existing and proposed curbs, sidewalks, and utility lines. Provide dimensions from the right-of-way to the property lines. (DS 2-02.2.1.A.19 and 21) 4. Show the solid waste container location and show how solid waste vehicle will access the container. (DS 2-02.2.1.A.32) 5. Show how delivery vehicles will access the loading zone. Show maneuverability on the site plan. (DS 2-02.2.1.A.14) 6. Show Drainage patterns, proposed finish floor elevation(s), and finish grades. (DS 2-02.2.1.A.16) 7. Show that all sidewalk areas will be kept flood free for up to a 10-year event. (DS 2-08.3.1) Revise the Site Plan to address all of these comments and resubmit two copies for review. Include a letter explaining how each comment has been addressed. | 11/18/2005 | PETER MCLAUGHLIN | ZONING | REVIEW | Denied | 1) The westernmost parking space adjacent to the 5-foot fence along the street landscape border must be a minimum of 10 feet wide to allow passengers to enter and exit the vehicle on the side where the fence exists per DS 3-05.2.1.B.2. 2) A minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen or other obstruction. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles. If a wall or fence is along the north property line show the required additional 2-foot shy space on the plans. DS 3-05.2.2.B.3 3) For clarity, include the Township and Range information in all location maps. Revise the section corners and lines to be in the correct location as the east and west section lines do not fall on Park Avenue or on 6th Avenue. 4) The loading zone does not appear to be maneuverable in its proposed location. Also, it is not clear how the loading zone is accessed because there is a fence shown behind it. Is there a gate? Revise. 5) Add a note detailing the restrictions which the proposed commercial storage use is subject to as follows: LUC 3.5.10.1 Commercial Storage. A. Adjacent to a residential use or zone, outdoor storage shall comply with the following. 1. Storage material shall not be visible from outside the screen. 2. Outdoor lighting shall be directed away from adjacent residential uses and zones. B. Outdoor storage, when permitted, shall not be located in the street perimeter yard. 6) Dimension right-of-way widths for Tyndall Avenue and for the alley. DS 2-02.2.1.A.19 7) Provide a pedestrian connection between the building and the adjacent right-of-way along Tyndall Avenue. DS 2-01.2.2.A.12, DS 2-08.4.1.A 8) Per LUC 3.3.5, if by the calculation the required number of bicycle parking spaces calculates to less than two, the minimum number of required spaces is two. Revise bicycle parking calculation and drawing. DS 2-02.2.2.A.4 9) If the proposed business office is there for the principal use of commercial storage, and not part of some separate business, the parking is based on the principal use only. So, based on the commercial storage use proposed, the parking calculation should be revised to be one (1) space per five thousand square feet required. Revise plans to be consistent. 2) Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. An unpaved planting area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree per LUC 3.7.2.3.A.1.c. and DS 2-06.3.3.C Revise the planting area at the north end of the parking row to be at least 4 feet wide, or provide an alternate location for this canopy tree which meets the above requirements. 3) It is not clear on the plan that curbing is provided between the parking lot and the landscape areas. Landscape borders along parking lots where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B. 4) All lettering and dimensions must be a minimum of 12 point (0.12") in size for microfilming purposes. Revise all text within the aerial photo on the NPP Plan to meet this minimum archiving standard. DS2-03.2.1.C 5) All disturbed areas including adjacent right-of-ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. 6) For clarity, include the Township and Range information in all location maps.
