COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.


1. This review is for an apartment complex in the R-2 Zone (LUC Sec 2.3.5.2.A.2). The Development Designator is "K" (LUC Sec 3.2.3.1.C) and the Perimeter Yard Indicator is BB (LUC Sec 3.2.6.4). The new portion of the apartment complex consists of two duplex structures with a total of four new units with two bedrooms each. This site review is for full code compliance (DS 2-02.2.1).

2. Please provide a copy of the lot split that was approved by the City of Tucson for this site.

3. Please provide a north arrow on the site plan (DS 2-02.2.1.A.1).

4. Please provide address certificates and revise the addresses on the site plan for both parcels (DS 2-02.2.1.A.3).

5. Please provide the correct legal description for parcel 111-06-100A (DS 2-02.2.1.A.2).

6. Clearly delineate the outline of the proposed buildings. The dimensions for the north duplex (89'-1") do not total up to match the dimension of the south duplex (90'-3"). In addition, the floor plans do not match the site plan. Please identify the height of the wall around covered patios and the east side of the buildings (DS 2-02.2.1.A.6). Please revise the plans for accuracy and consistency.

7. The minimum front setback is the greater of twenty feet (20'-0") or one and one half times (1½) the height of the building's wall, measured for design grade to the highest point of that wall facing the front property line. The front setback is measured from the nearest face of the building to the property line. The front setback provided is identified as nineteen feet eleven inches (19'-11") and appears to be measured from within the building to the property line. Please revise the plan for compliance (DS 2-02.2.1.A.6, LUC Sec 3.2.6.5.A).

8. The minimum side yard setback is the greater of ten feet (10'-0") or three-quarters (¾) the height of each building's wall facing measured from design grade to the highest point of that wall (LUC Sections 3.2.3.1.C and 3.2.6.4). It appears that the height of the wall of each unit facing the east property line is sixteen feet (16'-0"), which would require a setback of twelve feet (12'-0"). Please provide fully dimensioned elevation and list the heights of all the buildings' exterior walls on the site plan. Please provide the required setbacks on the site plan and revise the site plan for compliance (DS 2-02.2.1.A.6 and .7).

9. A minimum of two (2) class 2 bicycle-parking spaces are required for the entire site (LUC Sections 3.3.3.5 and 3.3.7.8). Clearly depict, with dimensions, the location of the bicycle parking to be provided. Identify the materials for lighting, paving and security. Identify the specific type or rack and the number of bicycles it supports. Provide a fully dimensioned layout of the bicycle parking. Also provide the location and type of directional signage ((DS 2-02.2.1.A.9, DS 2-02.2.2.A.4, DS 2-09).

10. Please provide a continuous pedestrian circulation path from all structures to the public right-of-way (DS 2-08.3.1 and 4.1). A pedestrian refuge is required between the south side of the wall for the new building and the PAAL (DS 3-05.2.2.B.1). The five foot (5'-0") pedestrian refuge area that appears to be provided between the west side of the new buildings and the vehicle use area must have a four foot sidewalk that is setback one foot (1'-0") from the parking area access lane (PAAL) (DS 3-05.2.2.B.1 and .2). In addition, the floor plan has projections at each fireplace that extend into the pedestrian refuge area more that one foot (1'-0¾"). The pedestrian refuge must be a minimum of five feet (5'-0") from these portions of the buildings to the PAAL. As the plan is presented, what might be the pedestrian refuge may also be the PAAL. Clearly distinguish the sidewalk area from the PAAL. Clearly depict all pedestrian circulation on the site plan (DS 2-02.2.1.A.12).

11. The minimum width is twenty-four feet (24'-0") for a two-way PAAL (LUC Sec 3.3.7.2, DS 3-05.2.1.C.1). The entrance PAAL is dimensioned at twenty-one feet nine inches (21'-0") and the PAALs for the west area and the south area of the parking lots are not dimensioned. None of the PAALs even scale out to the minimum width. Please revise the plans for compliance (DS 2-02.2.1.A.11).

12. The minimum width of two feet (2'-0") must be maintained between all PAALs and any obstructions or property line (DS 3-05.2.2.B.3). Please provide dimensions at each location in which the PAAL is adjacent to a property line (DS 2-02.2.1.A.11).

13. The minimum depth of a back-up spur is three feet (3'-0") with radii of three feet (3'-0") and a minimum distance of three feet (3'-0") to any wall, obstruction or property line (DS 3-05.2.2.D). Please provide dimensions for all back-up spurs and demonstrate compliance (DS 2-02.2.1.A.11).

14. Please provide the location, type, size and height of all existing and proposed freestanding signage (DS 2-02.2.1.A.13). Also identify all billboards on, or adjacent to, the site.

15. All easements of record must be graphically depicted, with dimensions, on the site plan with the purpose and the recording documentation. Any additional easements shall also be required on the site plan (DS 2-02.2.1.A.20).

16. Please depict any existing and proposed freestanding lighting layout on the site plan with type and dimensions (DS2-02.2.1.A.25).

17. Please identify the zoning of the project lots and the zoning of the adjacent properties on the site plan (DS 2-02.2.1.A.28).

RESUBMITTAL REQUIRED: SITE PLAN

1. Please provide a north arrow on the site plan. DS 2-02.2.1.A.1.

2. Show the length of each sight vibility triangle. The near side length is 185' and the far side length is 110'. Revise Detail D3 to not shown the 345' length. DS 2-02.2.1.10.

3. The minimum width is 24' for a two-way PAAL The PAAL is dimensioned at approximately 22'. When scaled the PAALs do not measure 24'. Please revise the plans to show 24' PAALs. DS 2-02.2.1.A.11., DS 3-05.2.1.C.1.

4. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between existing drive and new structures. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B.

5. Label the existing public walk, existing or proposed. DS 3-01.

6. Show drainage patterns, proposed finish floor elevations and finish grades. DS 2-02.2.1.A.16.

11. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a local street 18' curb returns are required. Indicate 18' curb returns for the ingress/egresses to Monte Vistat. TMAG was adopted on March 17, 2003 by Mayor and Council.

12. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Show a detail or add a general note to the site plan indicating all public and private handicap curb access ramps will have truncated domes.

13. Provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number. DS 2-02.2.1.A.23.

14. The solid waste enclosure can not be located within the sight visibility triangle. A clear line of site must be maintained between 30" and 6'. Revise the site plan to show the solid waste enclosure outside of the sight visibility triangle. Ds 3-01.5.

15. Demonstrate vehicle maneuverability fully dimensioned. Dumpster is not accessible. Be aware refuse vehicles require 36' inside radius and 50' outside radius. Contact John Clark of Environmental Services @ 791-3175 ext. 1136 to reach a solution. A proposal not meeting the Development Standards 6-01must obtain a Development Standard Modification Request (DSMR).

16. The minimum depth of a back-up spur is 3' with radii of 3' and a minimum distance of 3' to any wall, obstruction or property line. Please provide dimensions for all back-up spurs and label accordingly. DS 2-02.2.1.A.11., DS 3-05.2.2.D.
