Park Avenue General Manufacturing Use TRANSMITTAL: 10/24/05 COMMENTS: 1. The following comments have been made based on a review of the proposed change of use from Warehouse to General Manufacturing with no expansion. 2. The Parking ratio for a General Manufacturing use is one space per 500 square feet of gross floor area. The building square footage is listed on the plan as 21,178 for manufacturing and 3,912 for the office. The required parking must be based solely on the principal use, which in this case is General manufacturing. Based on the listed building square footage (25,090), 50 vehicle-parking spaces are required. Per the plan, 16 parking spaces have been provided of which one is a handicapped parking space. The applicant will request a Board of Adjustment variance for 35 parking spaces. All associated elements such as landscaping, screening, and bicycle parking are to be included with the variance for the additional parking spaces (35) required. This variance may change based on the revisions made to the parking layout. The following items must be addressed or additional variances will be required. a. All vehicular activity or maneuverability must occur on site. (Vehicles may not back out on to the street). LUC section 3.3.7.5 b. The loading zone must be a minimum of 12 feet wide by 55 feet long. The plan depicts two loading zones one in the building and the other just outside the building, neither, of which is 55 feet long. A board of adjustment is required for the proposed length of the loading zone. LUC section 3.4.5.1 Table 1. c. The building is setback one foot from the Park Avenue property line. The required setback along the side street is ten feet. I acknowledge that the setback is probably legal nonconforming but a variance for the building setback should be requested to insure that the building setback is not an issue in the future. It is also encouraged that if a variance has been approved for the building setback in question, please submit as reference a copy of the previously approved variance documents along with the variance package. (Sight visibility issues may be of concern as well and may require a variance.) See the Engineering review comments. LUC section 3.2.6.5.A d. Ten-foot wide landscape borders along with screening are required along both street frontages. A Board of Adjustment variance will be required for landscaping requirements. See the Landscape reviewer comments for more information on landscape borders and screening requirements. LUC section 3.7.1. 3. The following comments must be addressed prior to submitting to the Board of Adjustments for variances. a. The handicapped parking space and access aisle must be relocated away from the corner. In addition the handicapped parking space is to be provided with an eight foot wide access aisle (this is not a variance item). A five-foot access aisle has been depicted on the drawing. Add truncated domes at the sidewalk area next to the access aisle, (this is not a variance item). b. Per the plan 16 parking spaces have been depicted. The parking space at the corner is very close to the right of way and will not count towards the required or provided spaces if any portion of the space is in the right-of-way. In addition, the two parking spaces behind the refuse container are not accessible due to the location of the Dumpster. These two spaces will not count towards the required or provided spaces. It is not clear as of this review that the Dumpster will be allowed in the right-of -way without a COT TRE (temporary revocable easement). Check with Engineering and the COT Real Estate Division of the placement of the refuse container as shown on the plan. A refuse enclosure, landscaping, and screening are generally required for a Dumpster. Also check with the Landscape reviewer. c. Sight visibility triangles must be drawn and labeled. d. Revise the parking calculations to list the number of parking spaces required and provided for a General Manufacturing use at a ratio of one parking space per 500 square feet of GFA. e. List the subject to sections numbers that are applicable to the general manufacturing use, LUC section 3.5.5.1.B, .F, .G, and .H. These subject to sections must be met for the proposed general manufacturing use. f. Revise the handicapped parking sign as follows. The minimum height of the sign from grade to the bottom of the sign is 7 feet. g. Any parking spaces with an SVT must be removed or a variance may be required. Depict all required SVTs. h. A resubmittal of the site plan is requested prior to submittal for Board of Adjustment requests. i. Draw on the plan the location of the front door or accessible route. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. This proposal is considered a change of use and is under review to meet full code compliance. It is clear that the proposal will require variances based on the nonconforming status of the site and the Zoning review comments. If variances are approved for this project include the approval letter with the next submittal and include the variance approval verbiage on the site plan. 2. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. The current font measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering to be at least 12 point. 3. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E. 4. Show the direction of roof drainage on the site plan. If the structure has any rain gutters show the location of the gutters on the plan. DS 2-02.2.1.A.16. 5. Show finish grades throughout the PAAL. DS 2-02.2.1.A.16. 6. Dimension on the site plan where vehicles enter and exit the site. If effort to determine maneuverability for vehicles the ingress/egress must be clearly indicated on the site plan plan. Revise as necessary. DS 2-02.2.1.A.11. 7. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a local street 18' curb returns are required. Indicate 18' curb returns for the ingress/egresses to 16th Street. TMAG was adopted on March 17, 2003 by Mayor and Council. 8. Vehicle use areas must provide onsite maneuverability for the parking spaces. The minimum PAAL width is 24' for two-way traffic and 12' for one-way traffic. It is clear the current proposal does not meet the minimum width requirement and can not provide onsite maneuverability for vehicles. Revise the site plan as necessary. DS 2-02.2.1.A.11., DS 3-05.2., LUC 3.3.7.5. 9. The current proposal shows the PAAL width within the ROW. Any site requirements located within the ROW must be approved by the Department of Transportation. Submit written approval from the City Engineer for the proposed site requirements within the ROW (solid waste enclosure and PAAL improvements). 10. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17. 11. Include the book and page for both public streets. DS 2-02.2.1.A18. 12. It appears from reviewing the Tucson Department of Transportation's Map Site the "Park Avenue" that is shown on the site plan is a "frontage" road to Park Avenue the arterial street. It is not clear if this is one-way or two-way road. If the road is one-way the direction of traffic must be indicated. Clarify in the response letter, label appropriately and/or show the full MS&R ROW dimensions for Park Avenue. DS 2-02.2.1.A.19. 13. Include existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number. DS 2-02.2.1.A.23. 14. New commercial projects will provide centralized on-site refuse storage, collection and pickup areas. Dumpster is not accessible. Demonstrate vehicle maneuverability, fully dimensioned. Be aware refuse vehicles require 36' inside radius and 50' outside radius. Proposals not meeting the requirements of Development Standard 6-01 may require a Development Standard Modification Request (DSMR). Contact John Clark of Environmental Services @ 791-3175 ext. 1136 to reach an agreement that does not meet Development Standards 6-01. 15. Indicate a refuse enclosure detail as per D.S. 6-01.4.2 16. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. The sidewalk should be located to minimize any conflict with vehicular access to the project. Revise the plan to show sidewalks to Park Avenue and 16th Street. DS 2-08.04. 17. Sidewalk is required within the ROW along a project that has street frontage. It is not clear if there is sidewalk within the ROW on 16th Street and Park Ave. Park Ave. shows a landscaping border. Revise the plan or clarify. DS 3-01. 18. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Show a detail or add a general note to the site plan indicating all public and private handicap curb access ramps will have truncated domes. |
