COMMENTS:

1. The review is based on a proposed change of use from Warehouse to General Manufacturing with no expansion.

2. The Parking ratio for a General Manufacturing use is one space per 500 square feet of gross floor area. The building square footage is listed on the plan as 21,178 for manufacturing and 3,912 for the office. The required parking must be based solely on the principal use, which in this case is General Manufacturing. Based on the listed building square footage (25,090), 50 vehicle-parking spaces are required. Per the plan, 16 parking spaces have been provided of which one is a handicapped parking space. As acknowledged in the response comments, a Board of Adjustment Variance application is required. If the variance is approved, provide a copy of the variance approval letter with the resubmittal of the site plan, and place the case number, date of approval, variances approved and conditions on the plan.

The applicant will request a Board of Adjustment variance for 38 parking spaces. All associated elements such as landscaping, screening, and bicycle parking are to be included with the variance for the additional parking spaces (38) required. This variance may change based on any revisions made to the parking layout.

The following items must be addressed or additional variances will be required.

a. The two required loading zones must be a minimum of 12 feet wide by 55 feet long. The plan depicts two loading zones one in the building and the other just outside the building. Only one of these loading zones is 55 feet long. A board of adjustment is required for the proposed length of the 35-foot loading zone. LUC section 3.4.5.1 Table 1.

b. The building is setback one foot from the Park Avenue property line. The required setback along the side street is ten feet. I acknowledge that the setback is probably legal nonconforming but a variance for the building setback should be requested to insure that the building setback is not an issue in the future. It is also encouraged that if a variance has been approved for the building setback in question, please submit as reference a copy of the previously approved variance documents along with the variance package. (Sight visibility issues may be of concern as well and may require a variance.) See the Engineering review comments. LUC section 3.2.6.5.A

c. Ten-foot wide landscape borders along with screening are required along both street frontages. A Board of Adjustment variance will be required for landscaping requirements. See the Landscape reviewer comments for more information on landscape borders and screening requirements. LUC section 3.7.1.

3. The following comments must be addressed prior to submitting to the Board of Adjustments for variances.

a. The handicapped parking space and access aisle must be designed so that the access aisle does not pass behind the parking space. A five-foot access aisle has been depicted on the drawing. .

b. Revise the loading calculations to state that two 12' x 55' loading spaces are required.

c. Wheelstop curbs are required in all parking spaces where the sidewalk abutting the front of the spaces is not a minimum of 6 feet wide. Show the required wheelstops in typical parking space detail 2, dimensioned at 2-1/2 feet from the front of the parking spaces. DS 3-05.2.3.C

RESUBMITTAL REQUIRED: SITE PLAN

1. This proposal is considered a change of use and is under review to meet full code compliance. It is clear that the proposal will require variances based on the nonconforming status of the site and the Zoning review comments. If variances are approved for this project include the approval letter with the next submittal and include the variance approval verbiage on the site plan.

The above comment is from the first review. It is acknowledged that variances for this project has been requested. Once the variance has been approved and the variance case number and any conditions that apply to the project are shown on the plan this comment will be removed. (Comments 3 and 8 will also be removed)

2. It is acknowledged that the existing grade will be kept however finish grades (exisitng or proposed) are required to be on a site plan. Finish grades help determine the direction of drainage. Show finish grades throughout the PAAL. DS 2-02.2.1.A.16.

3. Vehicle use areas must provide onsite maneuverability for the parking spaces. The minimum PAAL width is 24' for two-way traffic and 12' for one-way traffic. It is clear the current proposal does not meet the minimum width requirement and can not provide onsite maneuverability for vehicles. Revise the site plan as necessary. DS 2-02.2.1.A.11., DS 3-05.2., LUC 3.3.7.5. (See comment number 1 from above)

4. The current proposal shows the PAAL width within the ROW. Any site requirements located within the ROW must be approved by the Department of Transportation. Submit written approval from the City Engineer for the proposed site requirements within the ROW (solid waste enclosure and PAAL improvements).

The above comment is from the first review. Again it is acknowledged that variances are requested for the PAAL width and maneuverability within the PAAL. However the Department of Transportation must approve the current proposal; for vehicles (including solid waste vehicles) maneuvering in and out of the PAAL. Submit written approval from the City Engineer for use of the ROW.

5. Include on the site plan estimated cut and fill quantities. It is acknowledged that grading will be minimal however cut and fill quantities are a requirement of the Site Plan Content and Specification DS 2-02. Provide cut and fill quantities, if cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17.

6. New commercial projects will provide centralized on-site refuse storage, collection and pickup areas. Dumpster is not accessible. Demonstrate vehicle maneuverability, fully dimensioned. Be aware refuse vehicles require 36' inside radius and 50' outside radius. Proposals not meeting the requirements of Development Standard 6-01 may require a Development Standard Modification Request (DSMR). Contact John Clark of Environmental Services @ 791-3175 ext. 1136 to reach an agreement that does not meet Development Standards 6-01.

The above comment is from the first review and still applies. Projects/developments that are under a full code compliance review must demonstrate solid waste vehicle maneuverability within the property. It is acknowledged that solid waste enclosure location is proposed within the property. However the solid waste vehicle can not back out into the ROW per DS 6-01.4.1.I. A DSMR is required for a solid waste proposal that does not meet the Development Standards.

7. At least one (1) sidewalk will be provided from the structure to each street on which the project has frontage. The sidewalk should be located to minimize any conflict with vehicular access to the project. Revise the plan to show sidewalks to 16th Street. DS 2-08.04.

8. Sidewalk is required within the ROW along a project that has street frontage. Sidewalk is required within the ROW along 16th Street. Revise the plan or clarify. DS 3-01.
