1. The Topographic Survey, Sheet TS.1, indicates lighting in the parking lot. If this lot is part of the Owner's site, its area and its existing lighting need to be taken into consideration in the determination of Outdoor Lighting Code Compliance.
2. Please note that the only fixtures for which lumen count does not add towards to the cap under canopies are those with full cutoff lighting distribution. Reference Tucson Lighting Code 5.1.2.
3. When power for exterior lighting is supplied from the energy source to the building, all exterior lighting shall have a source efficiency of 45 lumens/watt. Reference IECC 2000.
4. It appears that the proposed installation is in violation of NEC 225.30 Number of Supplies (for a building or structure) and NEC 225.31 Disconnecting Means.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed in accordance with requirements of the Development Standards (DS), Land Use Code (LUC), American National Standard Institute (ANSI) and International Building Code (IBC) 2003.

2. As requested, the last approved site plan for the existing religious use was included in the plan submittal. Unfortunately, this site plan is not legible enough to determine the conditions (i.e. building shapes, dimensions, parking areas) surrounding the proposed location of the columbarium and memorial gardens. Please submit a legible copy of the last approved site plan, clearly identifying the proposed location of the columbarium and memorial gardens.

3. The site plan submitted for this project (sheet A1) does not contain any dimensions, setbacks, future curb and right of way dimensions, nor notations of any existing site conditions that may be transformed or affected (i.e. parking, buildings, etc.), or calculations such as lot coverage.

It was also noted the submitted site plan only shows the project area and a small area of the existing site. This plan will only be accepted if the above information is provided.

4. It was noted in this review that the columbarium is to be positioned in an area of the site that is considered a front street yard. Per the R-2 zoning of this site, under LUC Section 3.2.5.3.C, a detached accessory structure is not allowed in the buildable area extending the full width of the lot between the principal structure and the front street lot line.

The alternatives are to either move the structure south to be in line with the front face of the building, attach the structure to the existing church, or obtain a variance from the Board of Adjustment. Please see comment 6 for further information on obtaining Board of Adjustment variance comments.

5. Please note, further review comments may be forthcoming, depending upon the information provided on the resubmittal.

6. To obtain official review comments referring this project to the Board of Adjustment, all revisions needed to the site plan must be addressed first. Once revisions are approved, staff can issue official referral comments to the applicant to proceed with the Board of Adjustment variance process.
