08/22/2005 DAN CASTRO ZONING REVIEW Denied COMMENTS: The following comments are based on a building area expansion of less than 25% resulting in full code compliance review of the expansion areas only. All calculations encompass the entire site, whether existing or proposed. Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The site plan shall include the entire site area including lot dimensions and bearings. On the cover sheet, you may provide a small index drawing of the site showing the area represented on the partial site plan as long as the index drawing provides complete lot dimensions and bearings. (D.S. 2-02.2.1.A.5)

2. On the site plan, label the size (in square feet), maximum height, and use of all existing and proposed buildings and structures including canopies. (D.S. 2-02.2.1.A.6)

3. If proposed modular building is to be reviewed by separate permit, please indicate as so on plan. You may remove all references to proposed modular building or if you choose to show the future modular building, all code requirements shall demonstrate compliance as requested in the following comments.

4. Provide the parking ratio used for the vehicle parking calculation. Vehicle and bicycle parking may not be verified for compliance until this information has been provided. D.S. 2-02.2.1.A.8) (D.S. 2-02.2.2.A.4)

5. Stripe a one-way arrow on the asphalt for the entrance and one for the exit portions of the ingress/egress point and label as so on the plan. The new sign pedestal will be located in the middle of the access point reducing the area required for two-way travel. The pedestal will essentially create a one-way entrance and exit. (D.S. 2-02.2.1.A.11)


6. Per D.S. 3-05.2.2.B.1, a minimum five (5) foot wide pedestrian refuge area shall be provided between the proposed modular building and the PAAL. Within the five (5) foot pedestrian refuge area, a minimum four (4) foot wide accessible concrete sidewalk shall be included. The sidewalk shall connect to the existing on-site pedestrian circulation system.

7. Label and dimension existing and future right-of-way and curb location for Golf Links Road. Per the MS&R Plan, Golf Links is designated as a 200 foot right-of-way. Plan currently shows a 75' ½ right-of-way. (D.S. 2-02.2.1.A.19 and .21)

8. If applicable, all existing and proposed easements must be shown on the plan including width, type, and recording docket and page reference. (D.S. 2-02.2.1.A.20)

9. Remove the "subject to section" referenced under the development designator on sheet A1 as it is incorrect. (D.S. 2-02.2.1.A.31)

10. FAR calculation may not be verified for compliance until all buildings have been labeled with their respective size in square feet. (D.S. 2-02.2.2.A.3)

11. Add the building area percent expansion calculation. (D.S. 2-02.2.2.A.6)

12. Provide the last approved site plan for reference. Additional comments may be forthcoming as a result of any changes to the site not shown on the last approved site plan.

13. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207. Provide a detail of any new accessible parking space, access aisle, and ramp.

08/25/2005 JOE LINVILLE LANDSCAPE REVIEW Denied 1. Landscaping requirements apply to expansion of existing development as follows: On sites where the gross floor area of the existing building(s) is more than ten thousand (10,000) square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows:

If the expansion is less than 25%, the requirements of this Division apply only to the proposed expansion. Existing development on the site is subject to the zoning regulations in effect at the time the existing development received zoning approval per LUC 3.7.1.2.B
If the expansion is 25% or greater or if expansions as of February 15, 1991 cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site per LUC 3.7.1.2.B. It is not clear from the site plan what the existing building square footage is and what percentage expansions are proposed. Provide percent expansion calculations for both building area and vehicle use area. Expansions are cumulative. Additional comments may be necessary once the percentage expansion is calculated on the plan.

2. Provide a copy of the last approved site plan and last approved landscape plan. Additional comments may be necessary once copies of approved plans have been provided.

3. Per DS 2-07.0, the submitted landscape plan must depict the entire site to verify that entire site meets current minimum requirements. Revise to include the whole site and the perimeter lot lines. Include the location, size and name of existing vegetation to remain in place.

4. A street landscape border (see LUC Sec. 3.7.2.4) is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

5. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

6. Submit an NPPO plan or application for exception, including acceptable documentation which clearly indicates that the project will not impact Protected Native Plants. Such documentation includes photographs of the site taken from all sides of the property. Photographs of the site are necessary for NPPO approval per DS 2-15.2.0.C

7. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.

Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
23. List the consulting engineer and the owner/developer on the plans with the pertinent information.
24. A floodplain use permit may be required.
25. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
26. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".
Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2.
3. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DR.
5. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.
