| 10/21/2005 | ELIZABETH EBERBACH | ENGINEERING | REVIEW | Approved | SUBJECT: Floodplain Use Permit for EXXON Remediation System Floodplain Engineering Review REVIEWER: Elizabeth Eberbach ACTIVITY NUMBERS: T05OT02351 / T05CM04082 SUMMARY: The Remediation System plans and revised Drainage letter were received by Engineering. Development Services Department Engineering Division has completed a review of the received items and recommends approval of the Floodplain Use Permit application for the temporary remediation system within the floodplain. FLOODPLAIN USE PERMIT CONDITIONS: 1) The permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 3) All work shall conform to the approved Details and General Site Diagram plan sheets for the oxidizer and propane tank installation, sealed by Stephen M. Daily (9/13/05), a drainage letter dated June 28, 2004 from Bogardus Engineering, and any associated geotechnical engineering, which are made part of this permit. Per drainage letter, the chain link fence shall be raised 1 foot above grade to minimize the potential for obstructions to the regulatory flow. 4) Within 5 (five) days of issuance of the floodplain use permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T05OT02351 FOR INFORMATION PLEASE CALL 791-5550." 5) The Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times. 6) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval. 7) There shall be no stockpiling material, or storage of vehicles, other than that which is accepted by COT and as shown on the approved plans. Construction disturbance limits shall be fenced or string-lined off to minimize disturbance area. There shall be no stockpiling or disturbance outside of disturbance limits. Construction material and vehicles shall be promptly removed once installation construction of the Remediation System is complete. 8) Contractor will need to call for floodplain use permit inspections by Development Services Department Engineering Division Inspection Team (791-5550) prior to and after the construction of the platform structure that holds the propane tank and oxidizer. 9) An elevation certificate must be completed and submitted to the Development Services Department Engineering Division, after the structure for the platform that holds the propane tank and oxidizer is constructed. A copy of the partially filled out elevation certificate is on file until the completed elevation certificate is returned. 10) See the associated activity T05CM04082. If you have any further questions, you may contact me at 791-5550, extension 2204. Elizabeth Eberbach, PE Civil Engineer Engineering Division Development Services Department |
