A street landscape border is an area running the full length of the street property line bounding the site except for points of ingress-egress 3) Fifty (50) percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two (2) years from the date of planting. (20) Percent of the required landscaping is to be five- (5) gallon container size or larger. 4) The planting plan and layout calculations will include the following information: § The location of individual plants one (1) gallon or larger in size § Sizes of plants indicated in boxes, gallon cans § Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover. § Location, sizes, and name of existing vegetation to remain in place. 5) Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage on the landscape plan per DS 2-07.2.2.2.g. 6) A 10' interior landscape border is required along site boundaries of the adjacent residential property per LUC Table 3.7.2-I 7) One (1) canopy tree must be provided for every thirty-three (33) linear feet of interior landscape border per LUC 3.7.2.4 8) All disturbed areas including adjacent right of ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. 9) Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. Revise landscape plan to include basin(s) treatment. 10) The Development Services Department Director may grant a complete or partial exception to the landscape / screening requirements for development within a Historic Preservation Zone. The exceptions may be granted if, after completion of the historic district development review required by the Historic Preservation Zone, the Development Services Department Director determines that the requirements are not compatible with the character and design elements of the historic district. CODE SECTION/ DEVELOPMENT STANDARD 1. This review is for the conversion of a two story single family residence (SFR) to commercial retail and office uses. The zoning is HC-3. The Development Designator is for each proposed use is "34" and the Perimeter Yard Indicator is DD. The retail use is subject to LUC Sec 3.5.9.2.A. This change of use requires full code compliance for this site. LUC Sec 2.5.2.A.1 & B.3; Sec 3.2.3.2.B and Sec 3.2.6.4 2. Sheet A-2 is the proposed site plan: Therefore all site plan information required of DS 2-02 must be provided on Sheet A-2. Please provide the legal description and the project address on Sheet A-2. DS 2-02: DS 2-02.2.1.A.2.- and .3 3. The minimum setback for the back and side yards is zero (0'). The minimum setback for the front yard is the greater of twenty feet (20'-0") or one and one-half times the height (1 ½ H) of each wall facing the front property line. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between the drive and structure. Revise plan as necessary.
