Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. Site plan will not be approved until Lot Combination recordation is approved and complete. D.S. 2-02.2.1.A.2. 2. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. Revise the location map to show at least 12 point or greater in size. 3. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B. 4. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E 5. Correct the spelling for Magnolia Blvd. 6. Add the existing sight visibility triangles to the ingress/egress on Magnolia Blvd. DS 2-02.2.1.A.10 7. Dimension the width of the driveway (ingress/egress) off of Magnolia Blvd. DS 2-02.2.1.A.11. 8. All new applications for building permit (new development) will provide a 5' sidewalk along the entire street frontage. Revise the plan to show a 5' sidewalk, fully dimensioned and labeled along Magnolia Blvd. DS 3-01.3.3.A. 9. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. Revise the plan to show a sidewalk from Magnolia Blvd to the proposed structure. DS 2-08.4.1.A 10. Show drainage patterns, proposed finish floor elevations and finish grades on the site plan. It is acknowledged that a grading plan has been submitted. If the intent is to review the drainage patterns, proposed finish floor elevations and finish grades on the grading plan, add a note to the site plan indicating the drainage information and the vertical information (finish grades and finish floor elevations) can be found on the Grading/Utilities Plan sheet 2 of 3. 11. A grading plan is required for this project. Submit with the second submittal the grading application (green card), a grading plan and a stormwater pollution prevention plan. DS 2-02.2.1.A.17. 12. The label for the future curb location is pointing to the future MS&R ROW line. This is not correct. Revise as necessary. DS 2-02.2.1.A.21. 13. Dimension from street centerline to existing/proposed curbs and sidewalks on Magnolia Blvd. DS 2-02.2.1.A.21. 14. It appears 2.5' of the landscape border is located within the ROW. The required landscape border must be entirely located in the site and measured from the street property line. Revise the plan and dimension the 10' landscape border on the site plan. DS 2-06.3.4.C.1. 15. The minimum width for a PAAL is 24' for two-way traffic. In two locations on the north side of the property the PAAL width is less than 24'. A minimum one-way PAAL width is 12', unless it serves as a fire lane which is required to be 20'. Is the intent to make this area a one-way PAAL width? Clarify in the response letter. If the intent is to accommodate a two-way travel lane, revise the plan to show a 24' PAAL width. DS 3-05 16. At the east property line provide 2' between the 8' wall and the PAAL. DS 3-05.2.2.B.3 17. A 15' by 15' electrical easement is located in front of the trash enclosure. Is there an electrical box within this easement? The solid waste vehicle must be able to access the trash enclosure without an obstruction. Clarify. 18. Per the Transportation Access Management Guidelines (TAMG) only two entrance and exit drives crossing arterial roadways are limited to two per 300' of street frontage. The nearest pavement edge spaces 80' apart. The current proposal does not meet the Transportation Access Management Guidelines. Written approval from the Traffic Engineering Section Department of Transportation is required for the current proposal. TAMG 5.4. |

PROJECT: T05CM02056 Thoroughbred Nissan 5163 E. 22nd Speedway Blvd. Site Plan Review (1st review) TRANSMITTAL: May 24, 2005 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed as a new building with full code compliance required. DS 2-02 2. This property is made up not only of the five parcels listed under the development criteria, but also small portions of two additional parcels (tax parcel #s 128-14-131A and 132A). A lot combination is required to combine the lots and a lot reconfiguration is required to allow portions of the two parcels to the north to be split and these portions added to the subject property. New site plans for these two parcels are also required to be submitted with all calculations to show that they will meet code after parts of the properties are split off. DS 2-02.2.1.A.2 3. Add the existing sight visibility triangles (SVT) to the access drive along Magnolia Blvd. No walls or vehicle display parking is allowed with the SVTs. DS 2-02.1.A.10 DS 3-05.2.2.C DS 3-01.5.1.A.1 4. In addition to development designator, add the restrictions which the proposed use is subject to. The vehicle sales use in the C-2 zone is subject to LUC 3.5.9.5.A and 3.5.9.5.B, which limit the use of outdoor lighting. DS 2-02.2.1.A.31 LUC 2.5.4.2.B.6 5. Label the three square boxes located near the east edge of the outdoor car display area as to their purpose, height, etc. DS 2-02.2.1.A.6 6. The class one spaces are drawn to appear like class 2 spaces (racks). Revise drawing to show class 1 spaces, by labeling any covering that provides shade protection, or by revising to show fully enclosed lockers or other facilities which provide long-term parking with protection from sunlight. Add a fully dimensioned bicycle parking detail, indicating required length and width of spaces along with a minimum 5-foot maneuverability area per DS 2-09. Based on the landscape plan, which shows plants located immediately to the north of the proposed bicycle parking, there does not appear to be adequate maneuverability for bicycles outside of the vehicle use area. DS 2-02.2.1.A.9 DS 2-09 7. Place the recordation information concerning all easements on the plan. Provide documentation of all easements and alleyways which have been abandoned, and add the associated docket and page numbers to the plan. DS 2-02.2.1.A.20 8. Add the location, type, size and height of any proposed signage. Indicate if there are any existing billboards on site. If applicable, demonstrate compliance with LUC 3.5.4.26. DS 2-02.2.1.A.13 9. With 244 total parking spaces provided seven (7) handicap parking spaces are required. One of every six or fraction of six h/c spaces must be van accessible. Revise plan to show the 7 required h/c spaces with a minimum of two spaces to be provided with van accessibility. Add a fully-dimensioned h/c parking detail to the site plan. Include in the detail the maximum slope of the h/c aisles and ramps to be provided. ANSI/IBC 10. The northernmost PAAL is shown to be only 20.9 feet wide adjacent to the north side of the building, and 22.67 ft. wide further to the west of the building. The minimum width of PAALs for two-way traffic is 24 feet and any existing ingress/egress easements must remain clear and available for vehicle and pedestrian access. Revise plan to show minimum PAAL widths. Also, dimension the PAAL to the south of the building and display area at its narrowest point (where the curb radius is located opposite the easternmost entrance drive). Dimension the width of the drives at the new car delivery area. This area is only wide enough to accommodate one-way traffic. Show the direction of the traffic flow on the drawing and indicate the location of any directional traffic signs such as "One Way", "Do Not Enter", "Exit Only", etc. Dimension all PAALs and drives at their narrowest points, including the service drive and the access drive to Magnolia Ave. DS 2-02.2.1.A.13 LUC 3.3.7.2 11. Continuous pedestrian circulation must provide a connection between the building and the adjacent public streets, per DS 2-08.3.1. Revise the plan to show a sidewalk, fully dimensioned, connecting the building to the right-of-way along Magnolia Avenue. DS 2-02.2.1.A.12 DS 2-08 12. The future MS&R curb location along 22nd Street is labeled incorrectly. The label at the west (left) side of the drawing actually points to the location of the MS&R right-of-way line. Revise. DS 2-02.2.1.A.21 13. The parking calculation states that 72 parking spaces have been approved for use on adjacent R-1 zoned property to the north per agreement with the City of Tucson. Provide a copy of this agreement along with a site plan showing how this parking is designed to meet code requirements. Display areas where vehicles for sale are parked may not be counted towards meeting required parking and the parking spaces located on this R-1 zoned parcel may not be used for display vehicles for sale. LUC 2.8.3 14. The 18 tandem parking spaces shown along the south property line (adjacent to 22nd Street), as well as the 15 tandem spaces shown in the middle of the northernmost row of parking may not be counted towards meeting required parking. If these are for display vehicles they must be labeled as such and removed from the parking calculation. Revise drawing and parking calcualtion. LUC 3.3.7.6 15. Detail all areas to be used for vehicle display on the site. Vehicle display areas may not be counted towards meeting required vehicle parking (see comments 13 and 14 above). LUC 3.3.7.6 16. Detail any proposed freestanding lighting on the plan. DS 2-02.2.1.A.25 17. Add a note to the plan stating that the sliding gates at the ingress-egress points along 22nd Street are to remain open during business hours. 18. The building setback to the north property line with adjacent R-1 zoned property, is required to be 1-½ times the height of exterior structure wall. With a height of 24-½ feet to the parapet of the proposed 2-story building, a 36'-9" (36.75 ft.) setback is required. Revise drawing and revise setback information in table under Development Criteria to include the 2-story portion of the structure. LUC 3.2.6.4 19. All text must be a minimum of 12 point (0.12") in size for microfilming and archiving purposes. Revise all text, such as the street labels and section corners in the location map that does not meet this minimum standard. 20. Wheelstop curbs must be places all vehicle parking spaces where vehicles may overhang landscaped areas, such as along the south side of the site, or damage adjacent walls, such as along the west side of the site. Revise by showing wheelstop curbing where required. Dimension wheelstop curbs from the front of parking space at 2-½ feet. DS 3-05.2.3.C 21. A 2-foot distance must be maintained between the service drive and the adjacent 8-foot wall. Revise plan to show a 2-foot shy space. DS 3-05.2.2.B.3 22. Revise bicycle parking calculation to be based on 4 percent of the number of vehicle spaces provided rather than the number required. With 244 vehicle parking spaces provided, a total of 10 class 1 bicycle parking spaces are required (also, see comment 6 above). LUC 3.3.3.5 23. A five-foot wide pedestrian refuge area with a minimum four-foot wide sidewalk is required between the PAALs and the existing building. The refuge areas must include a four-foot wide concrete sidewalk that is physically separated from the PAAL. Please detail and dimension pedestrian sidewalk/refuge areas adjacent to the building on all sides.
