1. This is a single family residence (SFR) in a Residential Cluster Project (RCP). This site is also in the Hillside Development Zone (HDZ).
LUC Sec 2.3.4.2.A.3, Sec 3.6.1 & Sec 2.8.1
2. The maximum height of any residential structure in the HDZ is twenty-four feet (24'-0") measured from design grade, not from finished floor, to the highest point of the structure. Please revise the plans to conform with this maximum height.

4. This site is in Coyote Pass, in Starr Pass. There are specific notes that are required on the plot plan:

Summary: Engineering Division has reviewed the submitted items, and does not recommend approval at this time. Address the following comments for the grading plan sheet labeled "Site Plan":

GRADING PLAN COMMENTS:
1) DS Sec.11-01.4.C.2: Clarify the following elevation comments:
a) The front entry and guest parking area shows cut condition that does not show that there is positive flow for stormwater. Provide more spot elevations or location of pony wall areas to show that drainage can exit this area.
b) Identify rectangular configuration near southern area of driveway.
c) Provide clarification of east fill. Provide either more spot elevations or a cross section showing change of grade of 10 feet will be accomplished within property boundary minus 2' minimum setback.
d) For wall spot elevations showing bottom of wall elevations, show also top of wall and top of screen wall
e) Provide more labels for the existing / proposed contour lines. Also add contour interval to the grading plan.
2) DS Sec.11-01.4.C: Provide the following clarification/notations on the grading plan:
a) It is important to clarify actual disturbance area that will be needed to construct the house and yard improvements. Revise grading limits to provide for disturbance area for construction area, construction materials, and vehicle parking. Also, update note for square footage of disturbance for the Actual Graded Area. Also label construction staging area and that it will be revegetated or improved as noted.
b) Label heavy duty construction fence location along east side of grading limits.
c) Label plan as Site / Grading Plan.
d) Dimension footprint location on planview from corner(s) of foot print to lot corner or other monumentation.
e) Regarding general note 7, grading plans are required to show footprint location. Delete or revise note.
f) Add a general note stating that materials and / or construction equipment may not be stockpiled or parked outside of grading limits at any time.
g) Show all linework (specifically, delta and radius for front lot curve see C7) as shown within the lot boundary as depicted on the Final Plat. Clarify/label lot corner pins.
h) Add a general note stating that all grading construction work shall conform to City of Tucson Development Standards Section 11-01 and Hillside Development Zone (HDZ) requirements DS Sec.9-04.3.
i) Note 11 indicates "drainage weeps". Weep holes relieve pore water pressure for retaining systems and are located below the surface at sides of retaining walls. Clarify whether retaining systems are indicated at these locations or whether these drainage structures are "wall openings" for surface drainage from patio. Clarify / revise this note.
j) Label material for driveway.
k) Label cut and fill quantities.
3) DS Sec 9-04.3: The Final Plat requires conformance with HDZ Section 9-04.3. Show compliance for this section of the HDZ standards. Provide the following data on the plan:
a) Label all slopes steeper than 3:1(H:V) but no steeper than 2:1(H:V) with riprap and filter fabric or as specified by a geotechnical report.
b) Label all slopes 3:1(H:V) or less steep and label as revegetation with native plants or as specified by a geotechnical report.
c) For any retaining systems, label some top & bottom of wall elevations on the plan, as well as any top of screen wall that may be above that.
4) Address redline comments and return with resubmittal.
5) For future submittals of grading plans, provide engineering scale.

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, model energy and electrical. All code references are to the 2003 International Residential Code, 2000 International Energy Conservation Code, and Arizona State Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

Code references sheet C1 to include the International Residential Code 2003.
Mechanical shall comply with 2003 IRC chapters 12 - 24.
Electrical shall comply with 2003 IRC chapters 33 - 42.

FOUNDATION PLANS:

1. Provide the soil report with the 750 psf allowable bearing pressure identified on sheet S-1F. Revise the 1500 psf entry on the design criteria.
2. Show the corresponding footing on the foundation plans A2 and S-1 for each post on the framing plans S-2.0 and S-2.1.

FLOOR PLANS:

1. Identify the window adjacent to door D23 and show on the window schedule.
2. Show W25 as tempered, R308.4.6.
3. Identify the second floor walls/barriers adjacent to the open area.
4. Correct the section references on sheet A3.2. Show Section #2 and sheet A6.
5. Show fireplace location, hearth size and materials, R1003.10 or R1004.2. Provide fireplace cut sheets, make, model number and the approval number of the UL-127 testing agency (IE: ICBO #) for factory built (zero clearance) fireplaces, R1002, or note the requirement for deferred submittal to building inspector at installation.
6. The landing at the front exit door shall not be more than 1.5" lower than the top of the threshold R311.4.3.

STRUCTURAL PLANS:

1. The maximum height of a site wall without an engineer's design is 6' (measured from lowest grade to top). Adjust detail #12/S-1F, or provide the sealed engineer's calculations.
2. Validate the selection of TJI rafters that exceed the manufacturer's maximum span of 24'-4".
3. Detail both stairways showing compliance with R311.2.2, R311.5.1, R311.5.3, R311.5.4, R311.5.6.1, R312.1 and R312.2. Provide stairway connection details and sizes.

SECTIONS - DETAILS - MISC. NOTES:

1. Show a consistent window system for W31 & W32 and keynote #16 sheet A7.1 & A7.2.
2. Note and size all roofing drains and scuppers on flat roofed areas, R903.4.
3. Note and dimension the (exterior) fireplace chimney shall terminate a minimum of 2' above any point of roof within 10' measured horizontally, R1001.6.

PLUMBING PLANS:

1. Provide an isometric drawing of waste lines showing the size of waste lines, vents and required clean-outs.
2. Correct the water pipe size at keynote #5 sheet A1.1.
3. Note on plan compliance with the water conservation requirements. Water closets, 1.6 gallons per flush, sinks and showerheads, 3 gallons per minute, State Amend. R4-48-104.
4. Drainage piping serving fixtures which have flood level rim located below the elevation of the next upstream manhole cover of the public sewer, shall be protected from back-flow of sewage by a backwater valve. Note and specify on plan the location and
type if required.

ELECTRICAL PLANS:

1. Clarify the location and access to the pool sub-panel.
2. Bathroom receptacles shall be on a separate 20 AMP GFCI circuit with no other outlets (B22 & B23), E3603.4.
3. Note that two or more 2O AMP small appliance circuits shall be provided to serve all receptacles outlets in the kitchen, breakfast room and dining room. Such circuits shall have no other outlets, E3603.2 and E3801.3 through E3801.4.5.
4. Designate the location and circuit of all required light fixtures, receptacles, and switches (master suite, powder & dining room lighting), E3606.2.
5. Lights installed over shower or bathtub must be approved for use in wet area, E3903.8.
6. An arc-fault circuit interrupter shall protect bedroom outlets including receptacles, lights and smoke detectors, E3802.11.

OUTDOOR LIGHTING CODE

1. Provide cut sheets of selected light fixtures and lamp wattage before installation.

MODEL ENERGY CODE:

1. Revise the energy calculations per the 2000 IECC w/ local amendments (Tucson climate zone 4B, 2100 HDD) complying with 2003 IRC chapter 11 to support selected "R" values of insulation and "U" values of the windows and doors. http://www.energycodes.gov/rescheck/
