This letter reflects comments to be addressed. In order to facilitate a shorter back-check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating the action taken. SCOPE OF REVIEW: The scope of this review covers residential plan review of the Architectural, Structural, Plumbing, Mechanical, Model Energy and Electrical codes. All code references are to the 2003 International Residential Code (IRC) with local amendments. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. ARCHITECTURAL: There are no comments to address. STRUCTURAL: There are no comments to address. PLUMBING PLANS: There are no comments to address. MECHANICAL PLANS: There are no comments to address. ELECTRICAL PLANS: The Electrical Sheet E-1 with the Lumens Calculation for compliance to Table 5.1 of the Outdoor Lighting Code response to second review comments over the Outdoor Lighting fixtures were received without any written response. Therefore, the reviewer took the liberty of addressing the unshielded components as directed by the descriptions of the code. Please address the redlined schedule and make the necessary adjustments. The unshielded existing fixtures are the obstacles. The notes below have been updated to increase your awareness of the code. The presented Outdoor Lighting compliance fixtures and calculations depict several miss conceptions about the code. Please read and comply with the following; The area of land is (0.257 actual area) of an acre. Therefore the allowable limits on lighting have been continuously over estimated. Total allowable total lumens for this site are 17,219. The amount of unshielded component for this property is 3,084. Submitted legend does not count all fixtures as required. Outdoor lighting Code 3.1.2. When a new residence such as this project is added, the entire site must be brought into lighting code compliance. Therefore a plan depicting all site light usage must be submitted. Submitted legend does not count all fixtures as required. Outdoor lighting Code 5.1.1 &5.1.2 notes that fixture types installed under canopies or roof must be full cut of fixture types themselves, not denoted as such by arbitrary placement. . Photo(s) of existing use for proof of fixture(s) are accepted in lieu of manufacturer’s cut sheets. Submitted legend does not count all fixtures as required. Outdoor lighting Code 5.1.2 & Section 4 of this code notes that fixture types installed under canopies or roof must be full cut of fixture types themselves, not denoted as such by arbitrary placement. Therefore, the ceiling fan/lights, etc must appear in the lumens count. There is great contention that the “SATCO” fixture is to be listed as an unshielded fixture regardless of location due to the fact that the lens and illumination point are exposed above the horizontal at any position other than straight down. These fixture(s) [A and/or C] shall be counted as an unshielded fixture since the manufacturer’s factory mounted does not facilitate horizontal plane cut off as a FCO fixture requires.
