Ganley Road Commercial warehouse Site plan 1st Review Transmittal date: April 18, 2005 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This plan was reviewed for compliance with sections 2-02 of the Development Standards. Other sections of the Development Standard and Land Use Code are referenced as applicable. 1. Please dimension the distance between the back-up spur and chain-link fence proposed for the east side of the property. A minimum distance of three (3) feet is required between a back up spur and a fence. 2. Please dimension the back up spur, ensuring it meets Development Standard section 3-05.2.2.D. 3. A minimum of one (1) van accessible parking space is required for this site. Please revise the site plan to show this requirement, providing dimensions and where handicapped access will be provided from the parking area to the building. The proposed handicapped parking space size shown, 8'x20', is sufficient, however, an eight (8) foot wide aisle is needed adjacent to a van accessible parking space. 4. Per LUC section 3.3.4, three (3) bicycle parking spaces are required for this project. The bicycle parking spaces must be provided at a ratio of 90 percent as Class 1 (locker facilities) parking and 10 percent Class 2 (affixed structure to secure a bicycle to) parking. The bicycle parking proposed is not sufficient, as a minimum of one (1) Class 2 bicycle space is required per the LUC Section 3.3.4. Please provide specifications for both classes of bicycle parking on the revised site plan, to Development Standard 2-09.2.2 and 2-09.2.3. 5. The submitted site plan does not indicate any signage is proposed. If signage is proposed, it should be shown on the revised site plan, with dimension details. 6. Please show the location of the future curb on Ganley Road to ensure parking spaces will not be located in sight visibility triangles. 7. Please include a 4' wide concrete sidewalk within the shown 5' wide pedestrian refuge area around the building. Be advised, physical separation between the sidewalk and the vehicle use area is required. Handicapped access ramps may need to be provided to ensure access is achieved. A 4' concrete sidewalk is also required from the parking area to the south property line. 8. The submitted site plan does not show outdoor lighting layouts or types. If free standing light poles are to be installed for this project, please ensure they are shown and labeled on the revised site plan. 9. Please indicate on the revised site plan that this property is within the Airport Environs (AEZ) overlay, situated in the CUZ-2 district of the AEZ. The CUZ-2 boundary should be shown on the location map, with the Mean Sea Level elevation must be listed for both the end of the Tucson International Airport runway and for the property. Please ensure the revised site plan indicates this project will comply with LUC section 2.8.5.5.B.2, with regards to possible number of employees on the property. 10. Please provide dimensions for the refuse container and enclosure shown on the submitted site plan. 11. Staff noted this location is undergoing a lot split application, S04-187 per Development Services records, which has not been finalized. The lot split must be finalized before staff can consider review of this project, as proposed. A copy of the city approved site plan and associated lot split documents must be included with the revised and site plan resubmittal. Should the lot split fail to proceed, the revised site plan should show the current lot boundaries. Updated floor area ratios and adjacent zoning information will then need to be provided for the proposed project. 12. Please remove the shaded outline of the building and parking areas on the revised site plan. 13. Please revise the site plan to show that section 3.5.10.1 of the LUC applies to this project, regarding outdoor storage areas. 14. The submitted site plan shows a street front setback applicable to a developing area. This information should be revised to show the minimum setback required is the greater of 20 feet or one and one-half times the height of the exterior building wall, per section 3.2.6.5.A for established area setbacks. 15. Approvals are not recommended at this time. Please provide a revised site plan and a revised drainage report addressing all comments provided. Include a response letter discussing how each comment has been addressed, in detail where necessary. DRAINAGE REPORT: Listed below are the majority of technical items that must be addressed in the drainage report. Please refer to the City of Tucson's Standards Manual for Drainage Design and Floodplain Management and the Pima County/City of Tucson Stormwater Retention/Detention Manual (Development Standards - DS - 10-02.0 and 10-01.0, respectively) for additional requirements. Subsequent comments may be necessary upon resubmittal. 1. Specify in the report that the owner will be responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements described within, per DS 10-02.0, Section 2.3.1.2 E. 2. Describe and present hydraulic calculation sheets for the hydraulic system proposed to return flow(s) to natural or existing location(s) and magnitudes (dissipater or riprap pad?) along the downstream property line (DS 10-02, Sec. 2.3.1.5 B & F). 3. The hydraulic modeling for offsite flow in Ganley Rd. appears to incorporate curbing, yet there does not appear to be curbing. Please check/revise as necessary. 4. Provide a detailed site plan in the report, clearly showing the locations and dimensions of the proposed detention/retention system, including (a) location, size and type of inflow and outflow structures, with dimensions and elevations of critical portions of each structure (b) the location(s) and size(s) of maintenance access ramps, (c) clearly marked dimensions of all building and erosion hazard setbacks, with dimensioning between structures and any proposed basins or drainageways provided (d) maximum water surface elevations, and limits of ponding, and (e), erosion protection (riprap) sizing and dimensions (DS 10-02, Sec. 2.3.1.6 A 4). 5. Provide and describe detention basin reservoir routing calculation sheets for the 2-year, 10-year, and 100-year design floods, at a minimum. The reservoir-routing calculation sheets shall at a minimum, consist of a working table and a routing table for each flow event (DS 10-02, Sec. 2.3.1.6 B 1). 6. Provide and describe hydraulic calculation sheets prepared while evaluating stage-storage, stage-discharge relationships for the assumed detention basin/outlet structure configuration, and any other pertinent data used in the design of the detention basin.(DS 10-01, Sec. 3.3.2 - Step 4 and DS 10-02, Sec 2.3.1.6 B 2). 7. Construct a storage-discharge relationship from the stage-storage and stage-discharge relationships obtained in Steps 4 and 5 (DS 10-01, Sec. 3.3.2.6). 8. Submit routing tables and detention routing for the 2- 10- and 100-year storm events (DS 10-01, Sec. 3.3.2.9). 9. Submit plotted inflow and outflow hydrographs (preferably super-imposed), and include any lag-time calculations. See DS 10-01, Figure 3.5 for an example (DS 10-01, Sec. 3.3.2.10 & DS 10-02, Sec. 2.3.1.6 B 3). 10. A very detailed Detention/Retention Basin Maintenance Checklist and Schedule shall be provided, which shall be followed by anyone performing scheduled and unscheduled maintenance on behalf of the owner(s) referenced in the Introduction (DS 10-02.0, Sec. 2.3.1.6 C 1). 11. As part of the basin checklist, state that the annual inspection report shall contain the following summaries: (provide language as written in DS 10-02 Sections 2.3.1.6 C 2 a & b, and Sec. 14.3.3). 12. Compute the more frequent flood peaks as outlined in Step 19 of the "Step-by-Step Procedure for Estimating Flood Peaks" and include all calculations in a revised report (DS 10-02, Sec. 4.2.1). 13. Revise the 5-year Threshold Retention Volume Calculation's existing conditions runoff coefficient to reflect 0% impervious cover (.46) as provided in Table 4.3 of DS 10-02.0 and Table 3.4 of DS 10-01.0. 14. A soils report is required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks (from the basin), whether or not hydro-collapsing soils are present, and contain the results of a minimum 30 foot deep soil boring (Pima County/City of Tucson Stormwater Detention/Retention Manual - DS 10-01 - Section 3.5.1.5). 15. Provide retention basin percolation test results in the revised drainage report. Include discussion/analysis of the test results to assure the maximum allowed time of disposal will not be exceeded for each basin (DS 10-01.0, Sec. 3.5.1). 16. Provide details and discussions of how the proposed detention/retention scheme will comply with landscaping, grading, and retention/detention technical design guidelines provided in Chapters 1 and 4 of the Pima County/City of Tucson Stormwater Retention/Detention Manual (DS 10-01.0). Particular attention/discussion should be given to how the basin(s) will serve as: project amenities; multi-use facilities; will be visually appealing; whether they will serve as human activity zones (8:1 slope maximums in such areas); and whether intended as passive and/or active recreation areas (DS 10-01.0). 17. Please refer to Sections 3.5.1.1 - 3.5.1.4 of the Stormwater Detention/Retention Manual (DS 10-01.0) for additional retention/detention design guidelines, maximum disposal times, etc. 18. Depict/provide a minimum 15' wide vehicular access ramp, not to exceed 15 % (DS 10-02 Sec. 14.3.4). SITE PLAN: Please note that revisions to the drainage report may result in necessary revisions or additions to the site plan. 1. Provide a typical dumpster enclosure detail and specify a minimum 5" thick concrete slab, with bollards to be placed on the rear and side walls of the enclosure. Assure a minimum of 10 feet between sidewall bollards is dimensioned (DS 6-01.4.0). 2. Depict and label 25' curb returns 3. If a determination is made that the pedestrian circulation path must have a vertical separation (sidewalk), then please depict scuppers at roof downspout locations for conveyance of 10-year flows (minimum) under the sidewalk, and include a detail or note for scupper dimensions (DS 2-08.4.1 E & 2-08.5.1 E) 4. Depict, label and dimension a detention/retention basin maintenance access ramp on the site plan. Grading and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this development. Please complete and submit a grading permit application with three copies of the Grading Plan(s) and SWPPP's with SWPP text. The text must contain specific description and discussion addressing all required items for stormwater pollution prevention, as outlined in the construction SWPPP Checklist, available at the following link: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf. Ensure a copy of the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit is included in the text and that each submittal contains a signed copy of the Notice of Intent (NOI) as submitted to Arizona Department of Environmental Quality (ADEQ). The SWPPP should be consistent with the Site and Grading plans and drainage report for this development. Listed below are some items that must be included.
