Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. Submit the last approved site plan. 2. Change the verbiage in the title block from "Change of Use Plan" to "Site Plan." 3. Add future sight visibility triangles to the site plan. DS 2-02.2.1.A.10. 4. It is not clear if the intent is to have one way vehicle flow through the site. For commercial development the minimum PAAL width is 24', unless the intent is to have one way vehicle flow, if that is the case, replace the verbiage "Traffic Flow" with "One Way." 5. Is the asphalt pavement existing or proposed? It appears the entire site is existing. Clearly indicate on the site plan what is existing and proposed. 6. Label and show the existing sidewalk along Speedway Blvd. If there is no existing sidewalk, 6' sidewalk is required. Revise. 7. Show finish grades if the asphalt is proposed. 8. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. The some of the current font measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering to be at least 12 point. 9. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between existing PAAL and the structure. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B. 10. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. The sidewalk should be located to minimize any conflict with vehicular access to the project. Revise the plan to show sidewalks to Speedway Blvd. DS 2-08.04. 11. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17. 12. Dimension from centerline of Speedway Blvd the MS&R Future ROW. The full ROW width is 120' Speedway, half is 60'. DS 2-02.2.1.A.19. 13. Dimension from street centerline to the existing curb, future curb and sidewalks. 14. New development will provide on-site refuse storage, collection, and pickup area with service access from within the tract. Each service area is required to have a clear approach of fourteen feet by forty feet for the collection vehicle. The maximum back-up distance for the collection vehicle shall be forty feet. For further information on site compliance for solid waste refer to Development Standard 6-01. 15. Is there an awning attached to the structure? Clearly indicate the awning with shading, hatched lines and an appropriate label. 16. For a PAAL/Driveway off of an arterial street (Speedway Blvd.) 25' curb return radii is required. Indicate 25' curb return radii for the ingress/egress off of Speedway Blvd. DS 3-01. Figure 6. 17. Due to the amount of comments on the site plan additional comments could be forth coming. |

Speedway Blvd. Site Plan Review (1st review) TRANSMITTAL: April 8, 2005 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed as a change of use. Full code compliance is required. DS 2-02 2. Other than adjacent zoning and use, remove the adjacent property sign details and other adjacent property elements from the drawing as these will not be approved as part of this site review. DS 2-02.2.1.A.28 3. Add the existing and future sight visibility triangles (SVTs) to the access drive along Speedway Blvd. No walls or vehicle display parking is allowed with the SVTs. DS 2-02.1.A.10 DS 3-05.2.2.C DS 3-01.5.1.A.1 4. Add the development designators to the project data notes. The development designator for the vehicle sales use in the C-2 zone is "31". Also, add the restrictions which the proposed use is subject to. The vehicle sales use in the C-2 zone is subject to LUC 3.5.9.5.A and 3.5.9.5.B, which limit the use of outdoor lighting. DS 2-02.2.1.A.31 LUC 2.5.4.2.B.6 5. Revise existing building area on sheets 1 and 2 to be consistent. DS 2-02.2.2.A.3 6. Add a fully dimensioned bicycle parking detail, indicating, length and width of spaces along with a minimum 5-foot maneuverability area per DS 2-09. DS 2-02.2.1.A.9 DS 2-09 7. Please place the recordation information concerning any easements on the plan. DS 2-02.2.1.A.20 8. Add the location, type, size and height of any proposed signage. Indicate if there are any existing billboards on site. If applicable, demonstrate compliance with LUC 3.5.4.26. DS 2-02.2.1.A.13 9. Provide the maximum slope of the handicapped aisle and ramp to be provided. ANSI/IBC 10. The one-way PAAL's must be striped and signed as such. Show the location of all signage ("exit only", "one-way", "no entrance", etc.) on the plan. DS 2-02.2.1.A.13 11. Continuous pedestrian circulation must provide connection between the building and the adjacent street, per DS 2-08.3.1. Revise the plan to show a sidewalk, fully dimensioned, connecting the building to Speedway. DS 2-02.2.1.A.12 DS 2-08 12. Please dimension clearly all MS&R street monument lines from Speedway centerline, including existing and future curbs, and future right-of-way (the MS&R future ROW for Speedway Blvd is 120 feet- see comment 13) and existing and future sidewalks. DS 2-02.2.1.A.19 and .21 13. It appears that a portion of the MS&R right-of-way is being used for landscaping. An MS&R covenant must be recorded along with the future site plan showing how the site will meet code when Speedway is built to its ultimate width. Provide documentation of recorded covenant and submit future plan for approval prior to issuance of permits. Place a note on the plan stating that the project is designed to meet the criteria of Sec. 2.8.3, MS&R setback zone. LUC 2.8.3 14. Areas that are striped pedestrian paths which are not cross-walks must be made of concrete and be physically separated from adjacent PAALs/vehicle use area. Please revise pedestrian paths located to the west of the row of vehicle parking. DS 2-08.4.1 15. Dimension the existing building at its closest point from back of future curb location. LUC 3.2.6.5 16. Based on the site area (16,501 square feet) and the gross floor area (1248.58 square feet) the percentage of site covered by building is only about 7 percent. Revise the Floor area ratio on sheet 1 of 4 to be correct. The covered porch areas are not included in the FAR as they are not counted as part of the gross floor area. The FAR is calculated as the gross floor area divided the site area. LUC 3.2.11 DS 2-02.2.2.A.3 17. Provide the maximum slope of the handicapped ramp and access aisles to be provided for the h/c parking space. ANS/IBC 18. Dimension clearly the width of access drives. DS 2-02.2.1.A.11 19. Dimension wheelstop curbs from the front of parking space at 2- ½ feet minimum. DS 2-02.2.1.13 20. Add property legal description to the plan. DS 2-02.2.1.A.2 21. With a 70 degree parking space angle and a 20-foot depth of parking, the width of the angled parking must be 9 feet. Revise drawing to demonstrate code compliance. LUC 3.3.7.2 22. Detail the area to be used for vehicle display and indicate that there is sufficient PAAL width between the required pedestrian refuge (see comment 23) and the vehicle display area. DS 2-02.2.1.A.2 23. A five-foot wide pedestrian refuge area with a minimum four-foot wide sidewalk is required between the PAAL and the existing building. The refuge areas must include a four-foot wide concrete sidewalk that is physically separate from the PAAL. Please detail and dimension pedestrian sidewalk/refuge areas adjacent to the building.
