Alley refuse service will be provided only where the alleys are constructed in accordance with Development Standard 3-01.0 and with a minimum 20' width. Provisions for alley service are noted in Sec. 6-01.2.1.B.1.D. Demonstrate how alley meets street criteria. 3. (Per this review) Please revise the plan number on the drawing to "T05CM00933" (number missing). 2. (Per last review/current review) Please clarify on the revised site plan if this location has multiple addresses. Staff has reviewed information for this project indicating an address off of 22nd Street is applicable to this site. The response provided confirmed a second address, off 22nd, was issued for this site. Please list that address on the plan, clarifying on the plan if the 22nd Street address is the restaurant address and 1141 S. Tyndall is the address for the residence. 3. (Per last review/current review) To address compliance requirements for the two separate primary uses, residential and a commercial food service, please show both the Floor Area Ratio (FAR) and the total lot coverage expressed in square footage and percentage. Staff acknowledges a response was provided, however, we are asking for a change to this calculation. Please use the square footage OF THE ENTIRE LOT for these calculations. Lot coverage includes all vehicle use areas and buildings. Be advised, per Land Use Code Section 3.2.2.2.B.1, lot coverage may not exceed seventy (70) percent, and Floor Area Ratio cannot exceed .75. 4. Please include a response letter with the next submittal that states how all comments have been addressed. A response letter was not submitted for the Engineering comments, comments from the previous review may be repeated. RESUBMITTAL REQUIRED: SITE PLAN Please note this review was conducted by a new reviewer. 1. It is acknowledged that the revised site plan indicates the alley is paved and 26'. However it is not clear if the alley is going to be repaved. If the alley is being used for the solid waste vehicle to service the property the pavement must meet the criteria found in DS 3-01.1.A.1.a. Does the asphalt need to be repaved? It is not clear if the alley is going to be repaved or if the existing paving is to remain. From reviewing an aerial photo it is clear that the alley is paved currently. The alley should be repaved due to the increase of use. Clarify in detail in the response letter and on the plan view. 2. Be advise for any work within the ROW (including the alley) a ROW permit is required. 3. Dimension from the street or alley monument line(s) to existing overhead electric lines (and label accordingly) where potential conflict exists with dumpster service/access DS 6-01.4.1 & B 2-02.2.1 A 21. 4. Depict sidewalk scuppers where any site drainage may be concentrated (along the western perimeter of the site), for conveyance of 10-year flows (min) under sidewalk areas (DS 2-08.5.1 E & DS 3-01.4.4 F). This comment was from the previous review. It is not clear how this comment was addressed. Keynote number 22 depicts a downspout where the water is routed under a sidewalk scupper. Keynote 22 points to the middle of the roof of the dining area. It is not clear what is being proposed. The previous reviewer requested scuppers along the western perimeter of the site. Scuppers are not indicated in this location. Revise the plan review for the requested information and clarify in the response letter how this comment was addressed. 5. To determine direction of drainage throughout the parking lot, provide more finish grades throughout the parking lot. DS 2-02.2.1.A.16. 6. How is the drainage from the parking lot entering the water harvesting area when vertical curb is surrounding each water harvesting area? Indicate depressed curbs where appropriate. 7. Detail number 6 on sheet S-2 is not clear. The detail shows a building and a property line. However where the crossection is shown, a side slope is indicated. The building and the property line are not within the plan view cross slope. The detail must be consistent with the plan view. Revise the detail to depict what is proposed. 8. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. It is not clear if the handicap curb access ramps are constructed with truncated domes. The detail show lines which appear to depict grooves rather than truncated domes. Show a detail or add a general note to the site plan indicating all public and private handicap curb access ramps will have truncated domes. 9. There is a proposed 30" screen wall that is depicted through a water harvesting area. Show positive drainage away from the screen wall within the water harvesting area. 10. Dimension and label the half right of way for 22nd Street, City's Major Streets and Routes (MS&R) Plan based on intersection widening requirements. Doug William's greenlines were submitted with this review and the requested information was not shown on the revise plan (dated January 25, 2006). This project is effected by intersection widening. From the centerline of Park Avenue and 22nd Street 300' to the west the future ROW dimension is 150', from this point the 150' tapers to 120' within a 300' distance. This must be shown on the plan. Revise accordingly. 11. Depict and label accurate future sight visibility triangles based upon intersection widening and future curb locations for 22nd Street, per the MS&R Plan & Development Standards DS 2-02.2.1.10 & DS 3-01.5.B.2. |
