The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed. Additional comments could be forthcoming due to the lack of required information.

RESUBMITTAL REQUIRED: SITE PLAN, DRAINAGE REPORT


1. Move the location map on sheet A1-1 to the upper right hand corner. DS 2-02.2.1.A.4.

2. Include the address of the site on the site plan.

3. The line weight for the SVT's is very light and keynote number 8 which is labeled an SVT is pointing to the middle of the ingress/egress. Site plan content must be clear. Darken the line weight and/or move keynote number eight closer to the SVT. DS 2-02.2.1.A.10.

4. Show and label the future SVT on the site plan. DS 2-02.2.1.A.10.

5. Label the length of the exiting and future SVT on the plan, either in keynote number 8 or on the actual sight triangle. The length for the near side SVT is 345' and for the far side SVT is 125'.

6. Dimension the width of the ingress/egress. DS 2-02.2.1.A.11.

7. There is a dimension of 35' located within the scenic corridor buffer and it is not clear what this dimension is for. Remove, if dimension is not necessary or label dimension for plan clarity.

8. There are several keynotes that appear pointing to the indicated subject, however the subject is not there. The AutoCAD overlay seems to be off. Please check all keynote locations for the correct subject content.

9. A grading permit is required when the subject site has 50 cubic yards of fill or more. Please submit a grading permit application card (the green card) and the grading plan with the second submittal. DS 11-01

10. A stormwater pollution prevention plan (SWPPP) is required with the grading permit when there is an acre or more of disturbance. Submit a SWPPP with the grading permit application at the time of the second submittal.

11. In effort to determine the direction of drainage/stormwater include finish grades throughout the site, include finish grades for behind the building. DS 2-02.2.1.A.16.

12. It is noted that cut and fill quantities are indicated on the grading plan. However it is a requirement of DS 2-02.2.1.A.17. to include cut and fill quantities on the site plan. Indicate the cut and fill quantities on the site plan.

13. First Avenue is an MS&R Street, show/label First Avenue as a Public street and an MS&R Street. DS 2-02.2.1.A.19.

14. Per the MS&R ROW Map 1st Avenue has a future ROW width of 120'. It is not clear if the current 75' ROW dimension is the existing, future or both. Clearly show both the existing and the future ROW dimensions. Indicate if the 75' ROW dimension is existing, future or both (existing and future). DS 2-02.2.1.A.19.

15. This project site is subject to the MS&R ROW widening. Indicate the taper/widening ROW dimensions on the site plan. MS&R Plan. Please refer to the web site for further information; http://www.ci.tucson.az.us/planning/maps/thematic/msr.pdf

16. A 5' sidewalk is indicated along First Avenue. First Avenue is an MS&R Street where 6' sidewalks are required. Revise the site plan to show 6' sidewalks along Stone Ave. MS&R Plan.

17. Dimension from street centerline to existing and/or proposed curbs and sidewalks. DS 2-02.2.1.A.21.

18. Show proposed drainage arrows for the entire site. Show roof drainage arrows. DS 2-02.2.1A.16

19. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E.

20. Include a BenchMark based on City of Tucson Datum, include City Field Book and page number. DS 2-02.2.1.A.21.

21. The solid waste vehicle can not safely back out of the proposed location of the solid waste dumpster. The solid waste vehicle will back up into the curb and the natural SCZ buffer. The solid waste vehicle does not have sufficient back up maneuverability. The maximum back up distance is 40'. Revise the current solid waste location to meet the Development Standard 6-01.

22. Clearly indicate the boundaries of both Basin A and B. The boundaries of the basin limits must be clearly defined on the site plan in effort to determine setbacks, ponding limits and any potential site issues with the basin location. There is a very faint line weight that appears to be the basin limits. The line weight is difficult to see and must be a line weight that is reproducible when the plans are microfilmed. Darken the line weight and indicate the line weight in the legend. SMDDFM 2.3.1.6.A.4.c.

23. Show the location, size and type of inflow and outflow structures to be used for the retention basin. It is acknowledged that the conceptual grading plan shows some of the inflow/outflow structures, however this information must be indicated on the site plan. Show and size (indicate dimensions) the curb opening, the existing scupper and indicate (and size) any other inflow/outflow strucutres. SMDDFM 2.3.1.6.A.4.a.

24. Where is the inflow structure for Basin B? Where is the stormwater coming from? Parking lot? The rooftop? Clearly indicate on the site plan and describe in the drainage report where the stormwater is entering basin B. SMDDFM 2.3.1.6.A.4.a.

25. Refer to the Stormwater Detention/Retention Manual Chapter 4 for the Multiple Use Concepts and Aesthetic Design Guidelines for retention basins. The retention basin must meet the Multiple Use Concepts and Aesthetic Design Guidelines.

26. Label on the site plan the 100-yr peak Water Surface Elevations (WSEL) for each basin. Finish floor elevations must be 1' above the WSEL of the proposed basins. Revise as necessary. SMDDFM 14.2.4., SDRM 3.5.1.10

27. 100-yr peak ponding define basin limits. Structures must be set back from ponding limits. Show ponding limits and setbacks. SMDDFM 14.2.6.




DRAINAGE REPORT COMMENTS

1. A drainage report is required for any site greater then one acre in size and subject to retention requirements. A drainage statement was submitted. Sufficient information was not provided. A drainage report must be submitted. Refer to the Standards Manual for Drainage Design and Floodplain Management (SMDDFM) 2.3.1. for drainage report requirements and content. (SMDDFM 2.1). Also refer to the Stormwater Detention/Retention Manual Chapter 5 for report submittal requirements.

2. The data presented on page 2 does not show the difference between existing conditions and developed conditions. The calculation for the required storage volume must include the difference between the existing condition and the developed. Refer to the Stormwater Detention Retention Manual Chapter 3 Section 2.

3. Show the location, size and type of inflow and outflow structures to be used for the retention basin. It is acknowledged that the conceptual grading plan shows some of the inflow/outflow structures, however this information must be indicated on the site plan. Show and size (indicate dimensions) the curb opening, the existing scupper and indicate (and size) any other inflow/outflow structures. SMDDFM 2.3.1.6.A.4.a.

The above comment is from the site plan comments (number 23). All drainage structures must be addressed in the drainage report. The drainage report and the site plan be must consistent.

4. Per the conceptual grading plan stormwater is being directed from the back of the building to the southeast corner of the building to Basin A. How is the water entering the basin? Show and size the inflow structure. SMDDFM 2.3.1.6.A.4.a.

5. Where is the inflow structure for Basin B? Where is the stormwater coming from? Parking lot? The rooftop? Clearly indicate on the site plan and describe in the drainage report where the stormwater is entering basin B. SMDDFM 2.3.1.6.A.4.a.

6. Provide the 100-yr peak Water Surface Elevations (WSEL) for each basin in the drainage report. Finish floor elevations must be 1' above the WSEL of the proposed basins. This information must be on the site plan and in the drainage report. The site plan and the drainage report must match. Revise as necessary. SMDDFM 14.2.4.

7. Show the location and indicate the size of the basin Maintenance access ramps to basin A and B. SMDDFM 2.3.1.6.A.4.b.

8. A soils report is required in conjunction with the design of each surface storage facility that utilizes infiltration as a method of basin drainage. Percolation test must show a maximum disposal time of 12 hours. Submit a soils report. SDRM 3.5.1.

9. The soils report must indicate a suitable setback distance for the 5' sidewalk and the building from the retention basins. Provide a recommended minimum setback from the building and the 5' sidewalk to basin A and B in the soils report. SMDDFM 2.3.1.6.A.4.d.

10. A very detailed Retention Basin Maintenance Checklist and Schedule shall be provided by an Arizona Registered Professional Civil Engineer, which will be followed by anyone performing scheduled and unscheduled maintenance on behalf of the owners expense. Include a maintenance checklist in the drainage report. SMDDFM 2.3.1.6.C.

03/02/2005 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. Scenic Routes Buffer Area. Shall be preserved and maintained in its natural state. In areas where any development precludes preservation of existing vegetation, the buffer area shall be restored as closely to its natural state as possible per LUC 3.7.5.2

2. When native vegetation is required on a project, the landscape plans submitted for review must include a comprehensive list of native vegetation that exists on the site and in the immediate areas surrounding the site. Selection of plant material for use on the project will be from that comprehensive list. DS 9-06.4.1

3. The plan should clarify if the transformers shown are new or existing. Per LUC 3.7.5.2.C "An area not larger than eighteen (18) square feet and not exceeding thirty (30) inches in height per lot or parcel for the placement of utility transformers, pedestals, and service meters and connections for utilities".

4. Plantings may not conflict with utility easements per LUC 3.7.2.6.B

5. Show on site and landscape plans existing and future sight visibility triangles DS 2-02.2.2.1.A.10

6. Any screen higher than thirty (30) inches must be located outside of the sight visibility triangle per LUC 3.7.3.4

7. Within a vehicular use area, one 1 canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a

8. The landscape and native plant preservation plans are to include limits of grading/disturbance per DS 2-07.2.2.B. Identify protected plants to remain on the landscape plans. DS 2-15.3.4.A.1 Areas where irrigation and plantings are proposed in the buffer yards should be excluded from the area to remain natural.

9. 03/15/2005 DAN CASTRO ZONING REVIEW Denied COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. List the legal description of the subject property: "Colonia Taxco N243' of Lot 2"
(D.S. 2-02.2.1.A.2)

2. List the project address. (D.S. 2-02.2.1.A.3)

3. List as a general note, the existing use (i.e. vacant) and proposed use of the subject property. The proposed use and applicable performance criteria shall be listed on the site plan as follows:
Personal Storage "38", subject to LUC Section 3.5.10.3.
A. All storage shall be within enclosed buildings.
B. Access shall be from a collector or arterial street.
C. All walls or doors visible from adjacent streets and residential properties shall be surfaced with a nonreflective material.
D. Maximum individual unit size: Two hundred (200) square feet of floor area.
E. Razor or barbed wire may not be used.
I. The facility's exterior façade visible from adjoining residential properties or street frontage shall be earth tone in color and of masonry, stucco, or similar materials.
G. Maximum site area: Three (3) acres.

4. Development criteria listed for development designator "38" under LUC Section 3.2.3.2.B, limits the building height to 16 feet measured from design grade. (D.S. 2-02.2.1.A.6)

5. Per LUC Sec. 3.2.6.4 perimeter yard indicator BB, the building setback required form the north property line is based on the greater of 10 feet or ¾ height of exterior building wall. A minimum building setback of 19.5 feet is required for a proposed 26 foot high building. The site plan shows a 16 foot setback. (D.S. 2-02.2.1.A.7)

6. This project is within the Scenic Corridor Zone (SCZ). A separate review for the SCZ has been initiated. The case number (SCZ-04-14) for this review must be noted in the lower right corner of each sheet of the site plan, landscape, and NPPO plans. All required elements of the SCZ (i.e. 30 foot buffer, view corridors, approved colors, etc..) as shown on the approved SCZ plan must be added to the site plan, along with date of approval and any conditions placed on that approval. The site plan may not be approved prior to SCZ approval. (LUC 2.8.2)

7. LUC Sec. 3.3.4 "Personal Storage" requires two (2) vehicle parking spaces and two (2) Class 2 bicycle parking spaces for an office. If an office is to be provided, please revise the vehicle parking calculation as required. If an office is not provided, add a note to the parking calculation which states that an office will not be provided for this business.

8. Under the parking calculation listed on sheet A1-1, add the type of bicycle parking space/s to be provided as "Class 2". The bicycle parking detail on sheet A1-2 provides for two (2) spaces and the calculation states three (3) spaces are to be provided. Bike rack supports two (2) spaces, show the location of the third space or you may revise the calculation to state, two (2) Class 2 spaces are to be provided. (D.S. 2-02.2.1.A.9)

9. Each vehicle parking space shall have a wheel stop bumper. Bumpers may not be shared unless it extends the full width of the parking space. (D.S. 2-02.2.1.A.8)

10. Label and dimension existing/future sight visibility triangles. (D.S. 2-02.2.1.A.10)

11. Provide an accessible pedestrian path, which links the sidewalk in the right-of-way to the sidewalk in front of the building. Refer to D.S. 2-08 for design criteria. (D.S. 2-02.2.1.A.12)

12. If applicable, provide the location, type, size, and height of existing and/or proposed free standing sign, billboard, and outdoor lighting on the site plan. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

13. Fully dimension loading spaces on the plan. Per LUC Sec. 3.4.5.2 Personal Storage, two (2) 12' x 55' loading zones shall be provided. Under the site data block, provide as a note the number and size of loading spaces required and provided. (D.S. 2-02.2.1.A.14) (D.S. 2-02.2.2.A.5)

14. The word "Pima County" listed on the adjacent property to the north is located within City limits. The Pima County limits are actually located a little further east. Delineate the City limits boundary on the plan.

15. Per Pima County Assessors records, the gross site area is approximately 1.73 acres or 75,301 square feet. The gross site area is listed on the plan as 92,293 square feet or 2.12 acres. Please verify that the correct gross site area is being noted on the plan. (D.S. 2-02.2.2.A.1)

16. Provide the floor area ratio (FAR) calculation. Per development designator "38", the proposed use is limited to a maximum FAR of .75. Refer to LUC Sec. 3.2.11 for FAR applicability and methodology. (D.S. 2-02.2.2.A.3)

17. Recheck the location of all keynotes on site plan drawing since a few of the keynotes are not accurately located.
