Per the Zoning Administrator's April 18, 2005 interpretation, any multi-family complex requiring or providing 5 parking spaces must provide parking developed to the standards described in Development Standards (DS) 3-05. This code section describes the requirements of a commercial parking lot, including paving, striping, wheel-stop barriers, on site maneuvering, 24 foot wide two-way Parking Area Access Lanes, etc. In addition, alley access is not permitted. This project is not developed to the above described standards, as 5 parking spaces with direct access off of and maneuvering within an alley is proposed. At this time, this project cannot be approved by zoning review staff. If applicable, please provide a written advisement from the Zoning Administrator which exempts this project from the above requirements. The alternatives are to develop the project to meet the criteria outlined in DS 3-05, or to obtain variances and/or Development Standard Modification Requests (DSMR) to the commercial parking lot requirements described above. Should you desire to apply for the Board of Adjustment variance process (which would also include DSMR requests), please contact me to obtain an official memorandum referring this project to the variance process. 2. Staff acknowledges all other corrections requested on the prior zoning review have been met. 3.
