SUMMARY: The TI plans and building review documents were reviewed by Engineering Division. Engineering does not recommend approval of the TI plans until a Floodplain Use Permit application is submitted.

COMMENTS:
1) As stated in prior correspondence, any improvements to the structural building for this project are considered a substantial improvement to an existing floodprone structure if the value of this new improvement is 50% or more than the value of the existing structure in present day value. If the project is determined to be a substantial improvement, and, if it is determined that the lowest floor elevation is below the regulatory floor elevation, a design submittal, and review and acceptance of the submittal for floodproofing will be required and shall conform to City of Tucson and FEMA floodplain development requirements. All St Mary's building structures 2005 shall be submitted with a Floodplain Use Permit application.
2) A qualified appraisal in dollars shall be provided to Development Services Department - Engineering Division. The appraisal shall serve as documentation, as required, demonstrating that the value of the improvements (to the building that has the improvements under this permit) is less than 50% of the current value of the existing structure. Cumulative values shall be accounted for each building structure, so that tracking of the 50% status is current. It shall be the responsibility of Carondelet Health Network, or its authorized agent, to supply the following with the Floodplain Use Permit Application:
a) Value of improvement in U. S. Dollars.
b) Type of assessment used for valuation.
c) Cumulative value of the building structure.
d) A calculated percent improvement.
e) Title of the improvement.
f) Description of improvement.
g) Provide 8-1/2" x 11" map locating improvement.
h) Provide permit activity number(s).
3) An application/processing fee of $50.00 is required for each floodplain use permit application. Engineering study review fees, if necessary, will be imposed based upon the fee schedule in the current floodplain ordinance.
