SUBJECT: Montage Vista II Lot 69 resubmittal Grading Review
LOCATION: 3124 W Salvia Drive
REVIEWER: Elizabeth Eberbach
ACTIVITY NUMBERS: T05BU02386

SUMMARY: Engineering Division of Development Services Department has received and reviewed the permit application, Grading Plan and response letter resubmittal for lot 69 and does not recommend approval of the grading plan at this time.

GRADING PLAN COMMENTS:
1) LUC Sec.2.8.1.2.E: For the east slope, the 30 feet of fill is excessive and does not meet intent of Land Use Code for HDZ. Depict width of benching, terracing or other grading design that is compatible with the natural characteristics of hillside terrain, preserves the scenic quality of the desert and mountain environment, and reduces the physical impact of hillside development.
2) Development Standards (DS) Section 11-01.9.2: Clarify section detail for interceptor swale to depict existing grades and distance to property line. Concrete may not be accepted due to slope and velocity; in all details for interceptor swales for these lots 63-73, label material to be used in the swale that dissipates energy of concentrated flows intercepted by this swale.
3) A geotechnical assessment letter dated May 28, 2005 restricts slopes greater than 2:1(H:V). Show design that reflects benching and slope grades per geotechnical recommendations. Revise the west and south cut slopes.
4) For General Grading Note 7, if T02BU00170 is to be revised and the pavement plans change road grades at frontage of the lot, then the updated proposed pavement elevation(s) need to be shown on this plan. This lot appears to be affected by the revised grading plans for the roadway. Clarify whether the proposed spot elevation in the road at the driveway is for the proposed conditions.
5) Clarify traversability from street to driveway for driveway section. Indicate a transitional grade at driveway entrance where an 8% grade is proposed.
6) DS Sec.11-01.4.1.C.4: Revise proposed silt fence location to include all downstream disturbed areas along the lower side of the eastern slope - at downstream side of grading limits. Temporary erosion control devices placed along sloped areas create unwanted diversion channels and are detrimental to erosion control; revise or remove proposed silt fence along the north and south portions of the project.
7) Bk56 pg69 general note 8: Show locations of primary and secondary onsite sewage disposal areas; locations should be depicted to match generally central locations per the Final Plat. Show leachate fields within grading limits. A general grading note may be added to the grading plan stating that the leachate fields may be replaced with a gravity sewer system once the sewer has been approved.

It may be necessary to have a civil engineer review the layout and grading design for these lots prior to resubmittal. For resubmittal, provide 3 copies of the revised grading plans, geotechnical stability analysis, and a response letter. If you have any questions, I can be reached at 791-5550, extension 2204.
