1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan at this time. Please address all zoning comments and re-submit for review. Include a response letter that details how the Zoning comments have been addressed.

2. Address the following comments:

a. It appears that the phase line locations do not match the desription of the phase line based on the lots in each phase. Revise the phase lines as required.

b. If the phase lines are as described in the title, a temporary cul-de-sac will be required at Tappen Drive and Atrium Loop. See Elizabeth Eberbach's comments related to this item for more information.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.

4. Please ensure that the grading plan matches the approved and stamped tentative plat.

A. The expiration date for the approval of a tentative plat being platted and recorded in phases is subject to the same one (1) year period. Each phase shall be evaluated as per Sec. 4.1.7.4.

B. Changes in the Tucson Code which relate to requirements of platting that occur between the time the tentative plat is accepted for review and the expiration of the time period allotted to gain approval shall not apply to the application under review unless specifically stated in the adopting ordinance. Submit revised and approved tentative plat including landscape, NPPO and other appropriate documentation.

The grading application will be reviewed for compliance only when the approved documents are included in the submittal. Revise grading plans as necessary to comply with the approved tentative plat.

SUMMARY: The grading plan package was reviewed by Engineering. Engineering does not recommend approval of the Grading Plan at this time. The Drainage Report was reviewed for Grading Plan purposes only.

GRADING PLAN COMMENTS:
1) City of Tucson Development Standards (DS) Section 11-01.8.1.A.1-4: Provide status of differential grading procedures. A copy of notification to the affected adjacent owners, copies of any response documentation, a copy of the letter also sent to Council Office and the Director of DSD, and a copy of the mitigation plan, will be needed prior to the approval of a grading plan.
2) On sheet 1, address the following remaining comments:
a) Include stockpile area within south phase as area of disturbance in north phase calculations. (Revise note 3)
b) Truncated domes are required for any access ramps per ADAAG. Add "truncated domes" in wheel chair ramp description under the legend.
c) DS Sec.11-01.2.3.B: A reseeding bond is required in order to pick-up the grading permit. The reseed bond amount is based on $0.05 per sqft disturbance. It may be necessary to exchange the bond posted for the stockpile and provide a bond for the subdivision. Split earthwork quantities into north and south phase.
d) Coordinate phasing limits and lot numbers in title. North Phase should include lots 1-90 and South Phase should include lots 91-143.
e) Revise note 5 to include range of DG size and include reinforcing with shotcrete and grouted rip-rap.
3) On sheet 2, label "Alvernon" in cross section G.
4) On sheet 3, address the following remaining comments:
a) Add roadway cross section showing vertical curb.
b) Correct subdivision boundary location in section C.
c) Add the "typical" label to detail E where states "Compact soil to 95% max density".
d) Revise channel to depict natural bottom with 5-foot cut-off walls under bank protection.
5) On sheet 4, for keynote 21 - add "15% maximum slope".
6) On sheet 5, address the following remaining comments:
a) Label removable post barricades at entrance to channel maintenance and end of paving at the intersection of Tappen and Antrim.
b) Label distance of paving of each leg from intersection of Tappen and Antrim.
7) On sheet 6, address the following remaining comments:
a) Show stockpile area within the south phase.
b) Label A/3 is incorrect.
8) For sheet 7, address the following remaining comments:
a) Revise channel bottom and slope. Update Top, Toe and WSEL at each station.
b) Keynote 14, label existing sewer as being "removed".
9) For sheet 8, reference PIA plans for HAWK crossing details.
10) All sheets: show all easements, and provide and label all existing easements with docket and page.
11) The Stormwater Pollution Prevention Plan (SWPPP) shall be stamped approved once grading plan is approved.
12) Submit a copy of the most recent title report with schedule B and assure that all easements have been addressed on the grading plan.
13) A floodplain use permit application will be required to be submitted for the project, and will be processed with the grading plan resubmittal.

Submit floodplain use permit application, three copies of the revised grading plan, three copies of the SWPPP, one copy of the final drainage report, differential grading documentation, latest title report, any permission letters, detailed response letter, and remainder of package.
