1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

SUMMARY: The grading plan package was reviewed by Engineering. Engineering does not recommend approval of the Grading Plan at this time. The Drainage Report was reviewed for Grading Plan purposes only.

GRADING PLAN COMMENTS:
1) City of Tucson Development Standards (DS) Section 11-01.8.1.A.1-4: Proposed fill on lot 44 is in excess of two feet above existing grade in the outer one hundred feet of the developing site adjacent to residentially zoned property and will require the procedure outlined in this section. See Tentative Plat comment. This process must be complete prior to Grading Plan approval. Provide status of differential grading procedures. A copy of notification to the affected adjacent owners, copies of any response documentation, a copy of the letter also sent to Council Office and the Director of DSD, and a copy of the mitigation plan, will be needed prior to the approval of a grading plan.
2) Explain in response letter and show on planview access into new main channel.
3) On sheet 1, address the following comments:
a) Address the following General Note comments:
i) Add note to cover sheet regarding how stockpile will be addressed.
ii) Add note for reference to SWPPP for stormwater pollution prevention measures.
iii) Add note that a Pre-con and SWPPP inspection is required.
b) Address the following legend comments:
i) Add "EXIST FH" delineation to the legend.
ii) Add PYS to legend.
iii) Add circular hatched symbol and rectangle/squares (Utility related) to legend.
iv) Add slope grade clarification (H:V).
c) Truncated domes are required for any access ramps per ADAAG. Add to legend or provide note to clarify handicap ramps.
d) DS Sec.11-01.2.3.B: Provide disturbance area in square feet on plan. A reseeding bond is required in order to pick-up the grading permit. The reseed bond amount is based on $0.05 per sqft disturbance. It may be necessary to exchange the bond posted for the stockpile and provide a bond for the subdivision.
4) On sheet 2, address the following comments:
a) On detail F/2, address the following:
i) Show side yard swale with typical dimensions.
ii) Show/explain/clarify whether how 3.5-ft at 3:1(H:V) slope will be provided between side yard areas for lots, while accommodating for side yard swales.
b) For detail G/2, add Property Line, Grading Limits line, sidewalk, and slope treatment description.
c) For detail H/2, drainage engineer shall submit addendum explaining whether grouted rip rap is needed for slope / erosion protection. Also, add Filter Fabric to any rip rap (non-grouted) if applicable.
5) On sheet 3, address the following comments:
a) Detail I/3: add minimum slope grade between CMU wall and drainage easement.
b) For detail C/3 address the following:
i) DS Sec.11-01.9: Where proposed right-of-way abuts property line, explain approval (provide copy of correspondence) of landscape encroachment into right-of-way. Or explain in response letter.
ii) Show sidewalk.
c) Provide typical scupper outlet erosion protection detail.
d) Provide information regarding concrete outlet structure as depicted on planview associated with detail D/3, that will be traversable for maintenance access road.
e) For detail E/3, address the following:
i) Clarify riprap thickness versus Z dimension.
ii) Explain how traversability is provided, whether handplaced rock, compaction, and/or concrete is provided for Basin 1.
f) For detail F/3, address the following:
i) Positive drainage in basin bottom must be provided; 0.5% is hard to achieve in earthen areas without incurring ponding problem; provide slope grade in bottom of basin for over 0.5%.
ii) Show security barriers.
g) Show detail K/3 as depicted on planview sheet.
h) Explain Note 1 further in note and on detail. Explain whether these are energy dissipators.
6) On sheet 4, address the following comments:
a) DS Sec.10-02.1.5.1 & -14.3.4: Label 15-ft.wide basin maintenance access ramp with maximum ramp slope is 15% on planview.
b) Label materials for the two (access and path) areas north of Basin 1.
c) Label adjacent easement depiction to the north of project.
7) On sheet 5, address the following comments:
a) Revise detail A/5 for grade change at end of cul-de-sac at south corner of project, addressing the following:
i) Update existing spot elevation at Property Line (2640.5, not 2638.44).
ii) Revise detail to show how change in grades will be achieved over approximate 4 foot of cut at the end of this cul-de-sac.
iii) Provide offsite construction maintenance easement docket and page.
iv) Dimension offsite construction maintenance easement on planview.
b) For detail B/5, address the following:
i) Provide and label easement with docket and page.
ii) Provide erosion protection description at scupper outlet.
c) Label all offsite construction/drainage maintenance easements; there appears to be four separate areas that would indicate a need for easements - along the Tappen drive and south of lots 44, 45. Also label drainageway within Common Area B running through project as a Private Drainage/ Public Flowage easement.
d) Clarify spot elevation legibility at intersection of Tappen Drive and Antrim Loop.
e) DS Sec.10-02.1.5.1 & -14.3.4: Label 15-ft.wide basin maintenance access ramp with maximum ramp slope is 15% on planview.
8) On sheet 6, address the following comments:
a) For Detail A/6, address the following:
i) Show sidewalk.
ii) Use standard for bollards if bollards are to be used. Indicate number of bollards and maximum spacing between bollards.
iii) Make call-out for Zell Court section legible.
b) For Detail B/6, address the following:
i) Label concrete material for maintenance access area.
ii) Provide note regarding compaction of soil beneath concrete maintenance access area.
iii) Label Private Drainage Way as a Public Flowage Easement; provide dkt/pg.
iv) Label Dkt/pg for offsite easement.
v) Clarify extension for sidewalk and H/C ramps along Benson Highway on planview.
vi) DS Sec.11-01.9: Where proposed right-of-way abuts property line, assure that all cross sections depicting existing and proposed topography and grades show that slope runout is provided and in conformance with 2-foot slope setbacks. For the wall depicted in details A/6 and B/6, the wall and footer as well as construction trench area should be within the property limits, otherwise, notarized permission from adjacent property owner is necessary, with sheet 6 revised to show a docket page for surveyable construction / maintenance easement for this wall.
9) For sheet 7, address the following comments:
a) Provide stationing for cut-off walls.
b) Label offsite easements with docket and page on planview.
c) For Keynote 7, add compaction information.
d) For Keynote 11, show callout on planview.
e) Provide status and documentation regarding the abandonment of the sewer easement.
10) For sheet 8, address the following comments:
a) For bottom detail extend/complete sidewalk extension.
b) Clarify or dimension, depict, and label offsite slope construction (and maintenance?) easement with dkt/pg for top detail for north side of project.
c) For detail A/8, address the following:
i) Add note regarding future wall opening recommendations.
ii) Add erosion protection description for 2:1(H:V) slope.
d) Response letter stated that a school crossing location was shown on sheet 8, but it is not clear that is there; clarify in response letter or show on plan.
11) The Stormwater Pollution Prevention Plan (SWPPP) shall meet the minimum requirements of the Construction General Permit. Revise the SWPPP to address all of the following comments.
a) Provide signature for NOI.
b) Add a note to the cover of the grading plan and SWPP that a pre-construction meeting is required as well as SWPP inspection that includes some of the following information: Call for Pre-construction meeting. d) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
12) Submit a copy of the most recent title report with schedule B and assure that all easements have been addressed on the grading plan.

Submit four copies of the revised grading plan, four copies of the SWPPP, one copy of the final drainage report, differential grading documentation, latest title report, any permission letters, detailed response letter, and remainder of package.
