1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan. Please submit two copies of the approved and stamped site, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

SUMMARY: Engineering Division of Development Services Department has received the Hydrologic and Hydraulic Report, Geotechnical Evaluation Report, Development Plan / Grading plan submittal. The Grading Plan was reviewed and Engineering and does not recommend approval.

GRADING / DEVELOPMENT PLAN / DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.10-02.1.5.1: All drainageways are required to have unobstructed maintenance access and shall be free of structures. Proposed parking, sidewalk, and landscaping features are accepted over the drainage easement, however the proposed building footprints will need to be relocated on the plan so that building structures are not situated over this 30-feet wide easement, so that they will not impede nor obstruct excavation for any future maintenance of the culvert system.
2) DS Sec.2-05.2.4.H.5: Regarding the offsite drainage spillway, address the following:
a) Dimension the spillway area for the detention basin outlet beyond the parking lot.
b) This drainage area must be labeled as a drainage maintenance easement with docket and page.
c) A copy of the recorded drainage maintenance easement shall be submitted prior to approval.
d) Verification needs to be provided that any drainage solutions, which occur outside the boundaries of the development plan area, are constructed with adjacent owners' permission; any maintenance agreement for the offsite drainage improvement or work performed offsite shall be agreed to and notarized by any adjacent property owners. Submit a copy of the notarized agreement documentation that will be a part of the drainage report for the offsite spillway.
3) DS Sec.10-02.2.2.5.D: With resubmittal, submit a floodplain use permit application for any general grading for the project. The floodplain use permit will be issued concurrently with the grading permit once it is approved.
4) DS Sec.10-01.3.5.1: Address the following geotechnical report comments:
a) Due to the potential for hydro-compaction, recommendations for building setbacks from detention area shall be provided by the geotechnical engineer.
b) Provide infiltration testing results including results from percolation tests showing effective infiltration rates if any retention is provided within the detention area.
5) DS Sec.11-01.4.1.C.3: Assure the design shows that existing flow patterns are being maintained; provide existing spot elevations along south boundary and at Silverbell entrances at site and south of site.
6) DS Sec.11-01: Although the project is under 1 acre, installation of interim stormwater pollution prevention control devices should be considered and labeled on planview.
7) DS Sec.11-01.4: Add the following as general grading notes:
a) All grading shall conform to Development Standards Sections 11-01 and the current IBC (2003).
b) Grading shall conform to the geotechnical recommendations from Terracon Geotechnical Evaluation, dated Dec.8,2004, and any associated addenda.
c) Associated activity numbers: T05BU01795 and (the Floodplain use permit number).
d) As-builts required, with completion documentation from project engineer at time of final grading inspection.
e) Contact Permits and Codes (791-5100) for any right-of-way permit and requirements.
8) DS Sec.2-02.2.1.A.32: Address the following Solid Waste pick-up comments:
a) For Refuse containers, provide dimensions and show or label gates or doors for trash enclosures.
b) Explain in response letter which dumpsters are required for the site and or provide copy of common access agreement for the south property for access to the dumpsters.
9) D.S.Sec.2-05.2.3.A: Provide datum used for benchmark for Key Note 2.
10) DS Sec.2-05.2.1.D.2: Label and show Mosaic Wash and Silvercroft Washes on location map.
11) DS Sec.3-01.2.3: Label typical PAAL width dimension.
12) DS Sec.2-05: Refer to this section of the Development Standards to assure that all requirements and notes are applied to this Grading Plan / Development Plan. For instance, a general note should be added stating that the project is designed to meet the special overlay zone criteria: Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone, per D.S.Sec.2-05.2.2.B.10.
13) DS Sec.2-05.2.4.U: Indicate graphically, where possible, and by notes, in all other instances, compliance with conditions of rezoning (C9-60-39).
14) Address additional comments on the redlines and return with resubmittal.

Submit the revised Development/ Grading Plan, copy of the recorded drainage maintenance easement, the notarized documentation from adjacent owner, floodplain use permit application, revised drainage report, revised geotechnical report, copy of rezoning conditions, redlines, and response letter.
