09/09/2005 | ELIZABETH EBERBACH | ENGINEERING | REVIEW | Denied | TO: Rick Engineering SUBJECT: Tres Pueblos S04-003 revised Final Grading Plan & Floodplain Use Permit Reviews REVIEWER: Elizabeth Eberbach ACTIVITY NUMBERS: T05BU01674, T05OT01618 SUMMARY: Engineering Division of Development Services Department reviewed the revised Final Grading Plan, revised CC&R's, and floodplain use permit application submittal, and does not recommend approval of the grading plan or floodplain use permit at this time. Assure the drainage and W.A.S.H. reports are modified to reflect the following comments: GRADING PLAN COMMENTS: 1) Tucson Code Sec.29-16(b)(1)b,g: In order to approve the grading plan the W.A.S.H. Report must be approved by both Landscaping and Engineering. Compliance with other W.A.S.H. requirements including the W.A.S.H. application, besides the report, is currently being determined. For the Rodeo Wash, clarify the following element (sections b and g) of the W.A.S.H. Report: a) Revise sections 3 and 4 to provide further discussion of the soil conditions adjacent to the watercourse, describing whether watershed entering the watercourse includes flow that crosses the existing soils adjacent to the wash and these types of soils. b) Revise section 5 to provide further discussion of the change in the amount of sediments that enter the watercourse from the adjacent watershed from existing to proposed conditions. c) In response letter indicate which pages of the W.A.S.H. Report discusses the proposed materials for the: i) northeast channel outlet, ii) north basin and iii) channel outlets, iv) other outlets and the spillways into the Rodeo Wash Study Area. 2) Tucson Code Sec.26.8(b)(2)c: Regarding the proposed sediment marker within the west channel, address the following comments: a) On grading plan sheets planview, provide additional sediment marker locations adjacent to significant structures. b) The markers may be shown on the As-built plan. c) Add discussion of the datum poles / sediment markers to the Drainage Report. d) DS Sec.10-02.1.5.1: The markers shall be the responsibility of the HOA. The western wash improvements, including the markers, shall be included within the CC&R's / HOA inspection list for drainage area inspection, annually or following significant storm events. Submit a copy of the revised First Amendment to the CC&R's including sections: i) Revise wording for Exhibit A item I to include more than one sediment marker "datum pole". ii) Clarify Sedimentation under "conditions to check for" and add datum poles to maintenance list. iii) Submit an original copy of the revised amendment to the CC&R's. The western wash area channel improvements shall be approved after review by the Engineering Division Manager at time of grading plan approval. Please submit three copies of the revised grading plan, three copies of the revised W.A.S.H. Report, Revised CC&R's, a copy of the revised Drainage Report, a copy of the maintenance inspection list, a response letter, and the other items as previously submitted.
