The grading plan is can not be approved at this time. Address all Site Plan, Grading, and SWPPP comments. The drainage report was reviewed for grading purposes only. GRADING PLAN COMMENTS: 1) Development Standards (DS) Section 2-02.2.1.A.32: For Refuse container detail on sheet 8 on sheet S-04 shows bollards placed at 5’ intervals, yet detail 1 only shows 14 feet; revise / clarify. 2) DS Sec.11-01.4.1.C.2: Label limits of grading on plan view and add total disturbance area in square feet to sheet S-03. 3) DS Sec.11-01.4.1.C.4: Provide cross sections of berm areas as referenced on keynote 16 on sheet S-03. 4) DS Sec.11-01.4.1.C.3: Remove lines in HC ramp area details on all plan views and details on all sheets. There is a recent directive to use the new “truncated domes” - little raised nodules inlieu of grooves. Add notation that truncated domes are required on these areas. 5) DS Sec.11-01.4.1.C: Revise (per redlines) or remove Type 2 Grading notation on sheet S-03. 6) DS Sec.11-01.4.1.C.6: Provide two copies of the geotechnical report with recommendations as outlined in Site Plan comments. 7) DS Sec.11-01.4.1.C.3: On sheet S-03, clarify the following elevation comments: a) Provide local benchmark elevation and show on planview. Provide datum. b) Clarify water harvesting areas (in and around) to clarify flow direction. c) Provide dimensions within in the basin area for inspection purposes. d) Explain the direction of the two flow arrows at south side of basin. e) Provide additional Top of Curb spot elevations with adjacent paving Finished Grade elevations at all curve returns, corners of parking areas, and various spots on plan view. f) Provide spot elevations as indicated on redlines and at other locations to clarify grading in drainage areas to match drainage concept. g) Show that a minimum of 1% slope is provided in basin area, and positive drainage is provided in water harvesting areas. h) Grading shall accommodate for positive drainage at proposed building and meet ADA requirements; clarify and check spot elevations around each of the proposed structures to clarify that 2% is used from FFE across the adjacent sidewalk areas; provide and revise spot elevations around proposed buildings. 8) DS Sec.11-01.4.1.C: Add the following General Grading Notes: a) All grading work shall conform to City of Tucson Development Standard 11-01. b) At post-grading construction inspection, additional percolation testing may be required. c) Any revision to the Grading Plan MAY require a re-submittal of the revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design. d) If grading construction is expected to last longer than the expiration date on the Grading Permit, contact DSD to renew or extend the Grading Permit. If Final Grading inspection has not been completed before the Grading Permit Expires, and the Grading Permit has not been renewed, additional fees and reviews may be required. e) As-builts required, with completion documentation (including the substantial completion of Basin in conformance to the drainage report and plans) from project engineer at time of final grading inspection. f) A copy of the Grading Plan, grading permit, and geotechnical reports shall be kept at the site at all times, until final grading approval. A copy of the NOI shall also be available at the grading construction site. g) Provide reference for Geotechnical Report, with name, job number, and date. State that the grading plan shall comply with recommendations within the report, as well as any subsequent geotechnical addenda. 9) DS Sec.11-01.4.1.C.6: Assure detail 3 on sheet S-05 reflects geotechnical recommendations for pavement section. 10) The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to these comments: a) Send Notice of Intent to the State, and provide provide a copy to the City of Tucson of the NOI that was sent to the State. All NOI’s must be signed and certified. b) Regarding Operators, on the SWPPP, indicate the name(s) of the party(ies) with day-to-day operational control over project specifications (including the ability to make modifications in specifications) and control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide this information on the plan or a SWPPP Report. Note that the signatures from the operators must be on the SWPPP on the site copy of the SWPPP at, or before the commencement of construction. (Part IV.B.1.d & Part IV.J.1). c) Address the following comments in the SWPPP Report: i) On page 3 under Construction Activities, revise sequence of major activities to state that establishment of erosion and stormwater controls (item f) are to occur prior to clearing and rough grading of this site. Add Stabilization sequence items on page 10 to the list on page 3. ii) Show receiving waters (stated as Old Nebraska Wash) on a planview map. iii) On page before table of contents, add Phoenix ADEQ contact information: Office: 602-771-4466; Fax 602-771-4505. iv) On page 6, add that trash bins shall be provided in the form of collection dumpsters. d) On sheet 1 address the following comments: i) Delineate limits of designated concrete washout location on SWPPP. The washout location can not be placed within basin or water harvesting areas. ii) Show location of detailed straw bale barrier on plan view. iii) Revise silt fence detail to show that earthen material is flush with existing grade; bermed soils are not acceptable for silt fencing. iv) Explain stormwater note 9; revise statement regarding whether stabilized entrance is needed. v) Clarify stabilized entrance callout per redlines. vi) Add a note to the SWPP plan cover sheet stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: (1) Arizona Department of Environmental Quality 1110 W. Washington, 5th floor (5515B-1) Phoenix, AZ 85007 Office: 602-771-4466; Fax 602-771-4505 vii) Revise SWPP note 2, to state that the silt fence shall be placed at grading limit, which is no closer than 2 feet offset within property line. e) Two copies of the SWPP were in this submittal; provide 4 total sets of the SWPPP and report with NOI. f) The revised SWPPP shall include a completed Construction Checklist that can be found at: http://www.azdeq.gov/environ/water/permits/download/cswppp.pdf . 11) Acknowledge the following additional considerations: a) DS Sec.11-01.2.3: A bond shall be posted for native seeding. If grading construction does not commence within 60 days after grubbing, the disturbed area shall be native seeded within 30 days following the expiration of the 60 day period. The reseed bond will be required at time of grading permit issuance and is based on the total disturbance area in square feet at $0.05 per squarefoot. b) DS Sec.11-01.16.2: DSD Engineering Division Inspections are required for initial stormwater controls as well as grading pre-construction meeting. For a DSD Engineering Inspections, after the grading permit is approved and picked up, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html or contact DSD Engineering at 791-5550 extension 2101. For resubmittal, provide three copies of the revised Grading Plan, four copies of the revised SWPPP sheet and report, redlines, as well as a thorough response letter. Please submit two copies of the approved and stamped site, landscape, and NPPO plans with the next grading plan submittal. (As of this review date the site plan has not been approved.) 3.
