The following items must be revised or added to the Storm Water Pollution Prevention Plan (SWPPP). Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: STORM WATER POLLUTION PREVENTION PLAN.

1. Clearly indicate the limits of the site disturbance on the SWPPP Plan. Keynote number 5 indicates the limits of disturbance (grading limits) on the east side of the site. However the limits of disturbance is not indicated on the north, south and west side of the site. The grading plan indicates work will be conducted within the ROW, catch basin relocation (keynote number 26), a deceleration lane, new sidewalk, etc. This work is considered part of this project and must be included within the limits of disturbance. It is acknowledged that on page five of the Narrative under the section, "Site Preparation," that the limits of grading/disturbance will clearly be identified in the field. This is acceptable, however the work within the ROW must be specifically be addressed in the SWPPP. It is preferred to show limits of disturbance/grading on the SWPPP map.

2. Clearly indicate what stormwater controls in the narrative and on the SWPPP plan will be used for the ROW work.

3. Include the ROW work in the Project Sequencing on page 2 of the Narrative. Revise as necessary.

4. The grading plan indicates work south of Allen Rd. However it is not clear what exactly what the work is and if SWPPP controls are needed. Is the parking lot being resurfaced? Restriped? Revise as necessary.

5. After reviewing the Department of Transportation Hydrologic Data Map, it appears there are three existing catch basins located around the southeast corner of Campbell Ave and Allen Road that are not indicated on the grading plan and the SWPPP plan. How will these catch basins be protected from sediments and pollutants from the adjacent construction? Indicate the location of the catch basins on the SWPPP plan and provide the necessary SWPPP controls.

RESUBMITTAL REQUIRED: Grading Plan, Site Plan, Stormwater Pollution Prevention Plan, and Drainage Statement.

The Grading Plan (GP), Stormwater Pollution Prevention Plan, and Drainage Statement cannot be approved as submitted. Please address the following review comments prior to the next submittal, and provide a detail response letter stating how each comment was address to assist in the follow up review process. Please submit a site plan, stormwate pollution prevention plan, and drainage statement in your next submittal. The grading plan will not be given the O.K. to submit without these items.

General Comment:

Please review red lines on the grading plans for additional comments and needed information. Provide a GeoTechnical Report with the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP and drainage statement.
2. Provide all existing buildings and structures such as boundary fences/walls, and drainage facilities (catch basins, inlets, storm drains, and manholes).
3. Need additional information on Campbell Avenue widening improvements for the following items: new curb & gutter, new pavement, relocation of drainage facilities, angle points of curb, spot elevations, slopes, removals, and so on.
4. The parking lot does not contain proposed grades, and it is uncertain if there is any grading taking place on or immediately around the parking lot. Please clarify if there are improvements taking place on the lot.
5. The plans appear to be showing existing catch basins that will need to be relocated. Please identify these catch basins and provide information that ensures that they will be properly relocated per City of Tucson standards.
6. Identify roof drainage directions. Illustrate concentration points at down spout location(s).
7. Provide detail of wall openings (size and distance).
8. Dash existing contours and place the proposed contours in the drawings.
9. Verify that nuisance ponding off-site will not take place due this development.
10. Identify all grading limit boundaries. The plans do not label grading boundaries on the north, west, or south portion of the project. Will the parking lot south of Allen have any grading? Plans do not reflect proposed grading of this lot.
11. Identify any proposed boundary structures such as walls or fences.
12. Call out all surface pavement materials such as the concrete loading area.
13. Callout grade breaks or supply enough spot elevations to illustrate points of grade breaks.
14. Are additional scuppers needed due to location of roof drain concentration points? Is there a need for additional stabilization material due to roof drainage?
15. Provide additional curb and gutter information and include drainage flow with percent slope.
16. Provide flow arrows on landscaping with grades and flow rates.
17. Due to new city policies all arterial and collector roads shall require 6' sidewalks, per Major Streets and Routes (MS&R) Plan Campbell Avenue is an arterial road and will require 6' sidewalks.
18. Provide existing and proposed right of way information.
19. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
20. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
21. List the consulting engineer and the owner/developer on the plans with the pertinent information.
22. Update legend to include items such as concentration flow arrow, site visibility triangle, pavement removal, and proposed pavement hatching.
23. Callout all curb/gutter removal (i.e. south of Allen Road), and proposed sidewalk along Campbell.
24. Callout road names on plan sheets.
25. Update legend, items used on plan sheets not shown
















Drainage Statement:

1. Please include a response letter to the comments along with the corrected copies of the Drainage Statement
2. In the Drainage Statement it is stated that the existing impervious condition will be lowered from 66% to 57% impervious cover, which will eliminate the need for a retention basin based on the fact that water flow volume will be lowered due to this condition. Please verify that there are no existing drainage flow issues that can be eliminated with the use of a retention/detention basin. Second, please indicate in the drainage statement how much the landscaping water harvesting basins can retain, and whether they can handle any existing drainage issues.
3. There appears to be several existing catch basins that need to be relocated. Please indicate in the drainage statement that the new locations will not prevent existing water flows from reaching each catch basin and discuss the capacity of the relocated catch basins to ensure similar if not improved capacity levels.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan or development plan. Please submit two copies of the approved and stamped site/development, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved site/development plan. Additional comments may be forthcoming.

4. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.
