Per LUC 4.1.6.1.B, "Grading plans may be submitted for review prior to approval of the tentative plat in accordance with criteria listed in Development Standard 2-03.0 but cannot be approved until after the tentative plat has been approved". A "grading plan"will not be approved until the plat is approved. 2) Revise the stockpile plans to delineate the limit of clearing or disturbance. These limits are required to conform to limits shown on the native plant preservation plan. 3) Revise the native plant preservation plan for the stockpile permit to eliminate all subdivision references, titles, lot lines, etc., unless this permit is to be granted after approval of the tentative plat. 4) The landscape/mitigation plans received with stockpile application must be revised to to eliminate all subdivision references, titles, lot lines, etc., if it is intended that the permit be issued after approval of the tentative plat. 5) Revise the landscape and native plant preservation plans to delineate the limits of clearing/disturbance for the proposed stockpile, asociated access, and related activities. 6) Tranplants and mitigation plantings are to located in areas where there is high degree of certainty that they will remain undisturbed. Due to the fact that there is no final landscape or grading plan approved for future improvements, it is recommended that transplants be located in areas where there is no future development anticipated. The landscape plan indicates that transplants will be placed in their final locations. Appropriate locations for transplanting may include the areas around the Camino De Oeste Wash or other natural areas. 7) A performance bond, sufficient to cover the costs of native plant mitigation and proposed landscaping w/ maintenance during establishment is required prior to approval. Submit an estimate prepared by the landscape architect for review. Upon approval, submit the bond with the revised plans. 8) The stockpile plan appears to show new slopes along the Camino De Oeste Wash, while the native plant preservation plan shows presrvation of all plantings. The drainageway should be maintained in natural state, unless approved by the City Engineer. LUC 2.8.2.6.C. Revise the plans to remove the indications for new slopes for all portions of the CDO wash. 9) Revise the stockpile plan legend to include all lines and symbols used on the plan. 10) Add a note to the stockpile that refers to the requirements of the native plant preservation plans. Submit two copies of the revised landscape and NPP plans with any resubmittals of the application. These plans are being reviewed as part of the stockpile application. Indicate setback of toes of slope from the property line in accordance with DS 11-01.9.3. Dimension all setbacks on plan. Delineate existing regulatory (g. t. 100 cfs) floodplain boundaries. Show erosion control measures for all fill placed in the regulatory floodplain. All fill must be protected from erosion. Sheet 1/3: Address where the fill material is coming from and what measures are being taken: a: to prevent pollution at excavation site b: to prevent pollution from excavation site to the fill location c: locations at which all fill will be brought onto the site. If all fill is not brought onto to the site from the approved construction entrances, the other locations must be shown and pollution controls implemented. It is recommended that one SWPPP be prepared for both the golf course project and the Silverbell Crossing project. It makes the transition areas between the two projects a lot easier to deal with. Provide SWPPP narrative booklet. Sheet 3/3: Iteam 4.0 refers to a sequence. The sequancing or sequence plan could not be located. Correct overwrite between Item 6 & 7. The owner and contractor must sign the SWPPP. A floodplain use permit is required. No work shall be performed in the channel of Camino De Oeste Wash without obtaining a Section 404 Permit from the USACOE or a determination from the USACOE that a permit is not necessary. The stock pile plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and zoning comments have been addressed. 2. Zoning could not verify that the stock pile plan was in compliance with the approved tentative plat. If this is to be a grading plan for the proposed subdivision the CDRC approved and stamped tentative plat, landscape and NPPO plan sheets must be included with the next submittal. If this grading plan is strictly to address the stock pile of soil for the future development of the subdivision please insure tha the plans do not address or indicate subdivision items. 3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved tentative plat if applicable or NPPO compliance if for strictly stock pile purposes. |
