LOCATION: 4654 S 16th Ave, T14S R13E Sec35, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T05BU00303-R SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised grading plan, Drainage Report Submittal No. 5, and Stormwater Pollution Prevention Plan (SWPPP), and recommends conditional approval of the grading plan and SWPPP. The revised grading plan can not be issued until all of the following items have been addressed: GRADING PLAN COMMENTS: 1. DS Sec.11-01: Provide general grading notes, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 2. DS Sec.3-01.4.2.F: Provide a detail on the revised grading plan indicating that all handicap access ramps are to be built with truncated domes per Section 705.5 of the ANSI Code. 3. DS Sec.3-05.2.1.C.1: Provide the typical section detail (1/GP3) as referenced on the revised grading plan and shown on the last approved grading plan for the proposed P.A.A.L. 4. DS Sec.3-05.2.3.C.1: Provide the Turndown Sidewalk detail (3/GP3) as called out in the required P.A.A.L cross section detail. 5. Provide a copy of the cross access agreement that is needed for the refuse collection area and the gated secondary access point. The recordation information is required prior to issuing the grading plan. 6. DS Sec.11-02.2.2.I: Revise the estimated total fill quantity in the Earthwork Area on Sheet GP4. The fill quantity shown does not match the revised fill quantity on Sheet GP1A. DRAINAGE REPORT COMMENTS: 7. DS Sec.10-02.2.3.1.2.F.1: Provide a copy of the compliance statement that is required for the Nationwide 404 Permit for the DSD files. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 8. CGP Part IV.C.1: Identify all operators for the project and the areas over which each operator has control. 9. CGP Part IV.C.2.a: Describe the project and its intended use after Notice Of Intent (NOI) is filed. 10. CGP Part IV.C.2.c: Revise the fill quantity located on the SWPPP. The fill quantity does not represent the revised fill estimate shown on the revised grading plan. 11. CGP Part IV.C.2.d: Provide soil data and any existent data on the quality of the discharge. 12. CGP Part IV.C.3.a: Identify on the SWPPP drainage patterns and estimated slopes after grading. 13. CGP Part IV.D.5.a.i: Describe the location, size and retention capacity of the drainage basin and the areas that drain into them. 14. CGP Part IV.D.6: Confirm in the narrative whether structural measures comply with local or state stormwater management requirements. 15. CGP Part IV.D.8.c: Describe the location of all construction and waste materials stored on site and/or offsite (Update SWPPP as necessary). 16. CGP Part IV.F: Include a copy of the signed NOI and the ADEQ authorization number (if available) as part of the SWPPP. 17. CGP Part IV.G: Describe whether SWPPP is consistent with federal, state, or local soil and erosion control or stormwater management requirements. 18. CGP Part IV.H.3: Indicate who the qualified personnel will be to perform inspections and describe the persons' qualifications. 19. CGP Part IV.J.1: The Operator must sign the contractor certification in the report and on the SWPPP. 20. CGP Part IV.J.2: Describe how and where the operator will post a sign at the main entrance to the site containing: AZPDES authorization number, construction site contact name and telephone number, brief description, location of SWPPP. See the enclosed, green AZPDES Posting Requirements form enclosed in the package. A SWPPP Checklist outlining the City of Tucson submittal requirements is included. GENERAL COMMENTS: Please provide a revised grading plan, a revised SWPPP and the recordation information for the cross access agreement. The revised grading plan and SWPPP must address the comments provided above and con not be issued until all comments have been addressed. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the grading plan and SWPPP.
