SUMMARY: The Grading Plan, SWPPP, and master drainage report were reviewed by Engineering. Development Services Department Engineering Division does not recommend approval of the Grading Plan at this time. Address the following comments:

GRADING PLAN COMMENTS:
1) City of Tucson Development Standards (DS) Section 2-03.5.2: The Grading Plan cannot be approved unless it is in conformance with an approved tentative plat S05-005. Address Tentative Plat comments that are reflected in the grading plan.
2) DS Sec.11-01.12.3: Provide a copy of the Pattison-Evanoff geotechnical report with recommendation for minimum setbacks, slope grades, erosion protection. Recommendations shall be clearly reflected on the grading plan on the typical lot grading details and justify 3 feet setback as shown on details on sheet 1.
3) DS Sec.11-01.4.C: Remove Preliminary - Not For Construction notations on the sheets. Provide Engineer's seal and signature for all sheets.
4) DS Sec.11-01.2.3: A bond shall be posted for native seeding. If grading construction does not commence within 60 days after grubbing, the disturbed area shall be native seeded within 30 days following the expiration of the 60 day period. The reseed bond will be required at time of grading permit issuance and is based on the total disturbance area in square feet at $0.05 per squarefoot. State whether reseed bond was provided for all phases and provide bond number in response letter. Otherwise, a reseed bond will be required for the grading for phase 3.
5) On sheet 1, address the following items:
a) Clarify that the Earthwork quantities listed are for phase 3 grading only.
b) Assure setback from ponding limits and any proposed structures meet minimum setbacks listed in the geotechnical engineering evaluation page 9.
c) Add grading permit number "T05BU00164" to cover sheet.
6) On sheet 7, address the following:
a) Provide detail / section for B/8 as the details on sheet 8 appear to be details for phase 1. Provide information for grading in this area including elevations, dimensions, and materials in drainage channel, stormdrain pipe, and inlet structure.
b) Clarify grading limits for Phase 3:
i) Remove or clarify callout for keynote 2 in south drainage detail area.
ii) Adjust delineation of grading limits along phase boundary for legibility and clarity.
c) Provide a cross section between south lots and Valencia Road, include pad grading, slope information, boundary wall (state whether the walls will be under separate permit), grading limits, property boundary, and Valencia right-of-way.
d) Addressing Tentative Plat comments, show erosion protection along north side of channel in the area to the south of lots 46 and 47.
7) The Stormwater Pollution Prevention Plan (SWPPP) shall meet the minimum requirements of the Construction General Permit. Revise the SWPPP to address all of these comments. In response letter state whether operators have remained the same, or provide signatures for new operators on SWPPP. (Part IV.J.1)
8) A final complete drainage report compiled with any drainage addenda and errata will be required to be submitted at grading plan or revised Final Plat review stage, whichever is later.

For resubmittal, please submit response letter, 3 copies of the revised SWPPP if operators have changed, 3 copies of the revised Grading Plan, 2 copies of the complete geotechnical report, 1 copy of the complete drainage report, and 1 copy of the approved S05-005 Tentative Plat. Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved and stamped tentative plat.
Please submit copies of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved tentative plat. Additional comments may be forthcoming.
