01/26/2005 Doug Williams ENGINEERING REVIEW Denied SUBJECT: Drainage Report/Floodplain Use Permit review
DATE: 26 January 2005
ACTIVITY NUMBER: T04OT02516
T14S, R13E, Section 34

Engineering Division has reviewed the Subject item, and approval is not recommended at this time. Please provide a revised Drainage Report addressing the comments provided below. Please include a response letter addressing all comments provided below.

1. The report must address the size, location and hydrologic characteristics of the upstream watershed not discussed in the report (north and west of this project) which affects the site, in accordance with the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (Development Standard 10-02.0, Section 2.3.1.3 A 2).
2. Depict drainage conditions on a topo map having a scale of a minimum of one inch equals 40 feet, with one foot contour intervals (a site, grading, or drainage plan may be modified for this purpose). Show on this map: (a) watershed boundaries, (b) all points of drainage concentration, and (c) flowlines & grade breaks, as applicable to this project (DS 10-02.0, Section.2.3.1.3 B 2).
3. Depict 100-year floodplain limits and areas of sheet flooding resulting from 100-year flood peaks of 100-cfs or greater on the site plan. Include spot- or water surface elevations, ground contours, and clearly label any regulatory floodplain as such on the site, grading or drainage plan. Identify each significant concentration point and indicate those areas subject to flooding from flows smaller than 100 cfs with flow arrows, corresponding drainage area(s), and Q100 (DS 10-02 - Sections 2.3.1.4 C 1- 6 & Sec. 5.2.1, 5.2.4 & 5.2.5).
4. All hydraulic cross sections are to be clearly identified on a map of suitable scale so that they may be easily cross-referenced. Please provide cross-sectional data/water surface elevations (existing and proposed) at the UPSTREAM end of each proposed structure (DS 10-02, Sec. 2.3.1.4 E).
5. Revise and specify all elevation data contained in the report for the water- and proposed structures' floor elevations. Elevation data must be in accordance with National Geodetic Vertical Datum (NGVD) 1929 for FEMA floodplain development requirements for floodplain permitting. Provide North American Vertical Datum (NAVD) 1988 - or a conversion for such from NGVD 29 - for reference to City of Tucson datum, as will be necessary for Site plan approval. Include City Field Book and Page or GPS control point - this information may be available at: http://tdotmaps.transview.org/mapguide_mwf_tdot.htm (Development Standard 2-02.2.1 A 23).

Resubmittal will require a revised Drainage Report addressing all items listed above. Subsequent comments may be necessary upon resubmittal depending on the nature and extent of revisions that occur to the report and/or exhibits.
