SUMMARY: The Hydrologic/Hydraulic Study for Floodplain Delineation at Medina was received on October 28, 2004. Development Services Department Engineering Division has completed the review and does not recommend acceptance of the report at this time. Please address the following comments.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.10-02.2.3.1.3.A.5: Provide discussion in the report and communication documentation from the Union Pacific Railroad as well as the City of Tucson Department of Transportation, regarding whether the design flow crossing the Nogales Highway and railroad will be maintained; state whether the design rate will be expected to remain or if a future design rate should be expected to be used for the future development. Specifically, discuss whether there are, and when, any impending future improvements to any of the following:
2) the railroad berm crossing area, or
3) the drainage structure crossing Nogales Highway, or
4) at the south leg of the MS&R Valencia/ Nogales Highway intersection.
5) DS Sec.10-02.4.1: Provide confirmation of draft Q100 of 744 cfs for TSMS node AL- N0010.
6) DS Sec.10-02.2.3.1.5: In HECRAS model, explain why culverts are separately analyzed from the down stream sections. Provide discussion in report and include culvert headwater results.
7) DS Sec.10-02.2.3.1.3.A.2: Provide watershed map clarifying the upstream watersheds. Include an contributing area between the railroad and Nogales Highway
8) Tucson Code Section 26-5.2(4): State in report the existing area has potential xerioriparian habitat and that the area is currently under review for TSMS-ERZ. Discuss any impact to the area by the proposed residential subdivision.
9) LUC Sec.2.8.6: Please note that if the project is submitted for development review, an ERZ application with a fee will be required, if at any time during the review, the "TSMS ERZ (under review)" changes to an "ERZ" status. An ERZ review will then be required.
