(CODE SECTION/ DEVELOPMENT STANDARD) 1. Is the proposed commercial parking lot expansion a part of the existing developed site located at 6840 S. Tucson Blvd. or will the new parking lot "stand alone"? If both sites work as one, a full code compliance review of the entire site, including the developed site and new commercial parking lot will be reviewed for full code compliance review upon resubmittal of this site plan. The site plan will therefore require all calculations to encompass the entire site, whether existing or proposed. The following comments are based on the new commercial parking lot as a "stand alone" site only. (D.S. 2-02.2.2.B) 2. The site is comprised of five (5) separate lots (not counting the developed lot at 6840 S. Tucson), which must be combined by providing a copy of the recorded City of Tucson Lot Combination Covenant. A copy of the City of Tucson Lot Combination Covenant is attached to the yellow site plan card. The covenant must be signed, notarized, and recorded with a copy submitted to the Zoning review Section prior to final site plan approval. (D.S. 2-02.2.1.A.2) 3. Since the site plan consists of more than (1) sheet, a small index drawing of the site showing the area represented on each sheet is to be placed on the first sheet. 4. Stripe all vehicle parking spaces on the site plan. 5. Accessible parking spaces shall be provided in compliance with 2002 IBC Table 1106.1. Provide detail of disabled parking space, access aisle, and ramp. Refer to ICC/ANSI A117.1-1998 for specifications. 6. If applicable, provide a detail of existing or proposed free standing signage and outdoor lighting on the site plan. (D.S. 2-02.2.2.1.A.13) 7. Label zoning of adjacent parcels on the site plan. | 10/27/2004 | Loren Makus | ENGINEERING | REVIEW | Denied | DATE: October 29, 2004 TO: OPW Engineering, LLC SUBJECT: Commercial Parking Lot, Site Plan and Grading Plan Review REVIEWER: Loren Makus ACTIVITY NUMBERS: T04OT01917 and T04BU02354 SUMMARY: The Site Plan, Grading Plan and Drainage Report were reviewed by Development Services Department Engineering Division. The Site Plan, Grading Plan, Drainage Report and Stormwater Pollution Prevention Plan (SWPPP) were not approved at this time. Drainage Report comments: 1. The proposed future drainage conditions appear to shift the overbank discharge from Aragon Road to Plumer Avenue. Provide discussion and calculations to show that properties along Plumer Avenue will not be adversely impacted by the changed drainage patterns. 2. Address the curve in the drainage channel and discuss whether superelevation of the bank is necessary. 3. Provide diagrams of the cross-sections used for the HEC-RAS analysis. Demonstrate that the Site/Grading Plan is consistent with the proposed cross-sections. 4. Provide detail drawing of the proposed channels adjacent to the existing channel. Show how the required maintenance access will be provided. 5. Provide an evaluation of the soil adjacent to the proposed retaining walls and the suitablility of the proposed walls considering the potential for repeated inundation of the basin. Site and Grading Plan comments: 6. A Floodplain Use Permit is required. Submit a completed Floodplain Use Permit including the required $150 drainage review fee. 7. Show how water will be directed to the retention/detention basin. Clarify in the details how water will enter the basin. If the pavement in the adjacent PAAL is to be flush with the top of the walls, this should be shown in the details. Also make a note that the retaining walls will be built under separate permit. (DS 2-02.2.1.A.16) 8. Clearly show the maintenance access for the retention/detention basin. 9. Provide details of the basin to show the ground surface on each side of the weir and stabilization at the weir outlet. Provide enough detail so the inspectors can confirm that the outlet is constructed according to plan. 10. Show on the Site/Grading Plan water surface contours along the drainageway. 11. Show discharge quantities for all discharges to and from the site including the overbank flows. 12. Revise Grading Note 16 to indicate the grading will conform to Development Standard 11-01.0. 13. Provide cross-section details showing the relationship of the finish grade across the parking areas to the adjacent drainageway and to adjacent rights-of-way. Clearly show the trapezoidal channels described in the drainage report. 14. The existing vegetation in the drainageway is to be preserved. Show how the perimeter of the graded area in relation to the native soils in the vegetated areas. SWPPP comments: 15. Revise the SWPPP to be consistent with the Site/Grading plan in the matter of import or export. The SWPPP indicates that the site is designed to balance. 16. Revise the detail for the Silt Fence Barrier so that the compacted native soil is not mounded above the natural grade. 17. Part IV.J.1. Each Operator must sign the SWPPP Revise the Site Plan, Grading Plan, Drainage Report and the SWPPP to address all of these comments and resubmit three copies of the grading plan and the SWPPP.
