1. This project is being reviewed for full code compliance.

2. The elevation drawing and the heights labeled within the buildings state 12+ feet but the exterior walls are stated to be only 8 feet on each side. Revise the north and south wall height in the zoning information table to match the drawing. DS 2-01.2.1.A.6

3. Between any building and PAAL, a minimum 5-foot pedestrian refuge area is required. The refuge areas must include a four-foot wide concrete sidewalk. The dimension of the pedestrian refuge area shown along the north side of proposed unit 2 does not appear to meet this requirement. SUMMARY: Engineering Division has reviewed the Site Plan and approval is not recommended at this time. The following comments are offered:
SITE PLAN:
1. Provide the onsite retention/detention basin 100-year adjacent water surface elevation (DS 2-02.2.1 A15).
2. Provide accurate estimated cut/fill quantities (DS 2-02.2.1 A17).
3. Provide the detention/retention basin/drainage easement dimensions and recording information on the plan (DS 2-02.2.1 A 20).
4. Depict existing topographic contours at intervals not exceeding two feet, or preferably, spot elevations as pertinent, and Bench Mark based on City of Tucson Datum, including City Field Book and Page (DS 2-02.2.1 A 23).
5. Provide a dumpster enclosure detail, fully labeled and dimensioned (DS 2-02.2.1 A32 & DS 6-01.0).
6. Depict sidewalk scuppers at each downspout location for conveyance of 10-year flows, minimum under sidewalk areas (DS 2-08.4.1 E & 3-01.4.4 F).
7. Clearly indicate whether curbing along Elvira Road is existing or proposed. New sidewalk is required as a part of new development of all properties, along the entire length of street frontages where curbing exists (DS 3-01.3.3 A).
8. Remove the proposed wall from the detention basin area. Depict an appropriate barrier (wall or fence) if desired or necessary that will not hinder the functioning of the basin. Provide a detail, fully labeled and dimensioned if such a barrier is proposed upon resubmittal.
9. Provide a note on the plan stating, "(a) that the owner or owners shall be responsible for the operation, maintenance and liability for the onsite drainage structure(s) and detention basin; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and detention facilities to verify that scheduled and unscheduled maintenance activities are being performed and that the owner or owners agree to reimburse the City for any and all costs associated with maintaining the drainage and detention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities " (Sections 1.5.2 and 14.3.2 - DS 10-2.0).
10. The certified annual inspection report shall contain the following summaries: (a) either a statement that no maintenance work is needed at that time, or a list of repairs and work to be done o correct deficiencies or potential problems and/or to restore the aesthetics, followed by a letter of certification from an Arizona Registered Professional Civil Engineer stating that the recommended work has been satisfactorily completed; and (b) a statement either indicating that watershed conditions have not changed since the previous inspection report, or stating that specific changes have occurred which alter or eliminate some of the design features and affect the level of service of the drainage and detention/retention systems (Section 14.3.3 -DS 10-02.0).
11. Depict and label the vehicular access ramp into the basin, if within the limits of this project (Section 14.3.4 - DS 10-02.0).
GENERAL COMMENTS:
* It appears a grading permit will be required for this development. Include a completed grading permit application with three sets of grading plans with a resubmittal package (see comment #2, above).
* Please note that additional comments may be necessary upon resubmittal, depending upon the nature and extent of revisions that may occur to the plans.
* A right of way permit will be required for all work in the public right of way. Contact Permits and Codes - Tucson Department of Transportation (TDOT) at 791-5100 for questions.
