COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. It appears that a portion of the Broadway Boulevard right-of-way has been acquired or purchased. The plan does not provide information on the acquisition or the purchase of this area. It is also clear that several parcels have been purchased in order to develop the site as proposed. The Pima County Assessor's maps do not reflect the parcel configurations or lot dimensions as shown on the plan. Please add to the site plan the legal description of the property. If the parcels have not been combined (Tax Code Parcel Combo) this will be a requirement prior to approval of the site plan. In addition a Lot Combo Form required by the City Attorney's Office must be filled out by the owner or representative of the owner and recorded by the Pima County Recorder's Office. I have attached a copy of the combo form for your review and recordation. Copies of the recorded Pima County Assessor's Tax Code Combo Form and City Of Tucson Lot Combo Form must be submitted with the next site plan submittal.

The site boundary dimensions as depicted on the site plan does not completely match the survey drawing which was attached with the site plan submittal packet. Please revise the site plan or a new survey may be required.

Also, documentation from the City of Tucson Real Estate Division stating that the Broadway Boulevard right-of-way has been acquired and is now private property, must be submitted with the next site plan submittal.

I made a site inspection on June 11, 2004 for verification of certain items that were brought to my attention regarding the new bus stop location and bus lane or pull out along the northeast property line (Broadway Boulevard). This bus pull out or the facility has not been depicted on the site plan and it is not clear how the site is affected. Based on the submitted site plan, I cannot be sure if the bus pull out allows for the additional parking spaces along the north property line as depicted on the plan. Draw the bus pull out, the bus stop facility and depict the right-of-way correctly. Submit supporting documentation such as drawings for the Broadway Boulevard with the bus pull out and right-of-way depicted, and documentation from the Real Estate Division related to the Broadway Boulevard acquisition. Additional comments may be forthcoming on the site boundary, right-of-way, bus pull out, lot combo etc on subsequent site plan submittals. DS 2-02.2.1.A.2

2. Revise the site boundary distances and bearings based on the revised property boundary. DS 2-02.2.1.A.5

3. The building setbacks appear to be met but the building setback along the east property line has not been labeled. The building setback is based on the greatest of 21 feet or the height of the structure from the nearest edge of travel lane on Norris Avenue. Label the nearest edge of travel line and dimension the building setback. If Norris allows parking on both sides of the street the building setback may be measured from the outside edge of the parking lane. The parking lane is eight feet wide. Verification of parking on both sides of the street is required from the Traffic Department. If on street parking is not allowed on Norris the building setback must be measured from the face of curb. DS 2-02.2.1.A.7

4. Revision of the vehicle parking calculations for the fueling station may be required based on the response to the following comment. Clarify if the C. Store is strictly a kiosk for the employee to take payments for the fuel purchases or if retail sale of merchandise will also occur. If the kiosk for collection of fuel purchase payments only the parking calculation may be remain as listed. If the sale of general merchandise will occur the vehicle parking calculation must be revised to one spaces per two-hundred square feet of gross floor area. Of the spaces required either way one of the spaces must be a van handicapped space. In addition if the general merchandise sales will occur the bicycle parking calculation has to be revised to include two class-two bicycle-parking spaces required. The location of the facility must be show n on the plan and labeled. The facility must meet the requirements for location, surfacing, lighting, and type of facility. Revise the plan and calculation as required. DS 2-02.2.1.A.8 and DS 2-02.2.1.A.9

5. Add a detail drawing of the room where the class one bicycle parking facility is to be located. I have seen the proposed method for securing the bicycles and have discussed it with Patricia Gehlen. We both feel that this is acceptable. Per keynote 45 the bicycles will be mounted on a stockroom wall. The stockroom however must still be lockable. Clarify if this room is to remain locked during working hours and if the employee storing his bicycle will have a key or will the room have some other method of access. Draw and dimension the stockroom on the plan. Indicate the door location. DS 2-02.2.1.A.9

6. Draw and label the sight visibility triangles at the southwest corner of Norris and Speedway. DS 2-02.2.1.A.10

7. The previous plan did not indicate that a drive through was proposed. A drive through lane has been depicted on this plan. Please draw a symbol that represents an 8-foot by 18-foot stacking space. A drive-through lane must accommodate six stacking spaces. None of the stacking space may encroach onto a PAAL or impede the traffic using the PAAL. Please draw the six stacking spaces and insure that the spaces do not encroach onto the PAAL. DS 2-02.2.1.A.11

8. If applicable, please draw the location, size and type of proposed freestanding signs. DS 2-02.2.1.A.13

9. Please correct the following. The landscape border as depicted on the plan has been placed over the driveways, access ramps, and over sidewalks. I realize this is just a drafting error but the plan should be clear as to location. DS 2-02.2.1.A.27

2) Revise the plans as requested by other agencies.

3) 50% vegetative coverage of the landscape area between the property line and the screen wall is required along Campbell Avenue and Broadway Boulevard. Revise as necessary to provide additional groundcover plantings where the the landscape border width may exceed ten feet.

4) Any screen walls proposed within the street landscape border area to be located behind or at the back of the landscape border with a maximum encroachment of three feet. Refer to keynote 47. LUC 3.7.3.2.C

5) Key note 47 is also used in the northwes portion of the
site, but no corresponding wall is shown, please clarify.

6) Proposed loading areas are to be screened from adjacent streets with a 6' high masonry wall per LUC Table 3.7.2-I.

SUMMARY: The Site Plan and Floodplain Use Permit were reviewed by Development Services Department, Engineering Division on June 28, 2004. The Site Plan and Floodplain Use Permit were not approved at this time. Please address the following comments.

Site Plan Comments:
1) Provide the basis for bearing (Development Standard (DS) 2-02.2.1.A.5))
2) Provide estimated cut and fill quantities. (DS2-02.2.1.A.17)
3) Clearly show and label sight visibility triangles (SVT) for both the existing and future right of way. Include SVTs for street intersections. Use the correct dimensions for each SVT.
4) The Transportation Access Management Guidelines for the City of Tucson (TAMG) 5.4.1 limit the number of entrance and exit drives onto collectors and arterials to no more than two drives per 300 feet with the nearest pavement edges spaced at least eighty feet apart. Revise the new drives along Campbell Avenue (Kino Parkway) to comply with this standard.
5) The TAMG 5.4.2 requires at least 150 feet between any signalized intersection and the nearest driveway. Revise the Broadway entrance/exit drive to comply with this standard.
6) Show that sufficient throat length is provided for each driveway per the TAMG 5.8.
7) There appear to be many misplaced or misnumbered keynote callouts and typographical errors on the site plan and in the notes. Please check the plan carefully to provide the clarity required. Include the redlined plan sheet with your resubmittal for reference.
Drainage Report Comments
8) Provide peak flow calculations for each discharge location.
9) Provide water surface elevation contours at 200-foot intervals based on a current local backwater analysis.
Floodplain Use Permit Application
10) Show that the finish floor elevation will be at least one foot above the base flood elevation.
11) The Floodplain Use Permit will be issued in conjunction with the Grading Permit.
12) There is a $150 fee for review of the drainage report.

Revise the Site Plan and Drainage Report to address these comments and resubmit two copies for review. Include a letter explaining how each comment has been addressed.
