COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This plan has been reviewed for compliance with the site plan standards content and specifications as well as compliance with the LUC development criteria specific to the proposed use. This plan has also been reviewed for compliance development standards 2-08, pedestrian circulation, D.S. 2-09 bicycle parking, D.S. 3-01 sight visibility triangles and D.S. 3-05 on-site vehicular use areas.

2. Please label the building dimensions and indicate on the building footprint if the roof is flat, gable, parapet, or hip construction. If a hip or gable roof, draw ridgeline. DS 2-02.2.1.A.5

3. Add an overall building setback dimension from the nearest edge of travel lane on Desert Stravenue and from the back of curb of 5th Street. The minimum setback requirement must be 21 feet or the height of the structure. (I acknowledge that the setback has been met but the dimension must be shown and labeled.) DS 2-02.2.1.A.7

4. Revise the parking calculations to state that six parking spaces have been provided of which one is a van handicapped space. Per the plan the parking calculation lists seven parking spaces provided with one van handicapped space. DS 2-02.2.1.A.8

5. List under the bicycle parking calculation that both spaces provided are class two. DS 2-02.2.1.A.9

6. Existing and if applicable future sight visibility triangles must be drawn, dimensioned, and labeled. DS 2-02.2.1.A.10

7. The minimum width for a PAAL when 90-degree parking is proposed is to be 24 feet wide. The PAAL area behind the handicapped van parking space is approximately 19.5 feet once the five-foot pedestrian refuge is placed correctly. A five-foot pedestrian refuge with a four -foot wide concrete sidewalk is to be maintained between a PAAL and an enclosed structure. This pedestrian refuge must be provided between the southeast and west sides of the building and the PAAL. A board of adjustment variance will be required in order to allow the PAAL width to remain at 19.5 feet wide. DS 2-02.2.1.A.11, 3-05.2.2.B.1, and LUC table 3.3.7-I 90-degree parking stalls

Also please show the accessible ramp where required and especially from the crosswalk to the concrete sidewalk that will provide an accessible route to the handicapped customers. DS 2-02.2.1.A.12

8. If applicable draw the location of proposed or existing freestanding signage other than directional signage. The sign must be labeled with the size, and type. DS 2-02.2.1.A.13

9. If applicable all existing or proposed easement must be graphically shown on the plan together with the recording docket and page reference. DS 2-02.2.1.A.20

10. If applicable indicate the location of freestanding lighting. DS 2-02.2.1A.25

11. See landscape reviewer comments regarding landscape border, screening and NPPO requirements. DS 2-02.2.1.A.27 and DS 2-02.2.1.C

The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: SITE PLAN, FLOODPLAIN USE APPLICATION

1. Revise the location map to show one square mile at a minimum scale of 3" = 1 mile.

2. There are several spelling errors on the site plan. Refer to the greenlines. Correct the spelling on the site plan.

3. The distance on the near side existing site visibility triangle on Desert Strv. is not correct. The correct distance is 185'. Revise plan as necessary. DS 2-01.2.1.A.10.

4. Add to the site plan the future sight visibility triangles for 5th Street. DS 2-01.2.1.A.10.

5. A five-foot pedestrian refuge area with a four-foot concrete sidewalk is required when a structure is adjacent to PAAL. The pedestrian refuge area must be maintained around the entire structure when adjacent to a PAAL. Revise the plan to show a 5' pedestrian refuge and a 4' sidewalk on the northwest side of the building and the southeast side of the structure. DS 2-08.4.

6. In addition to the above comment, sidewalks must be physically separated from any vehicular travel lane by means of a curb, grade separation, barriers, railings, or other means. DS 2-08.4.1.

7. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E

8. The minimum width for a PAAL is 24'. It appears the area behind the handicap parking does not meet this requirement. The verbiage regarding sidewalk makes it unclear if the site is meeting the minimum requirement. Dimension the PAAL and for plan clarity relocate the verbiage regarding the sidewalk. Please refer to Zoning's review comment number 7. DS 2-02.2.1.A.11.

9. Show on the plan drainage patterns, proposed finish floor elevations and finish grades. The finish floor is indicated at 100'. From reviewing the TDOT mapping site the elevation resides between 2506' and 2508'. Revise the plan to show the correct finish floor elevation. DS 2-02.2.1.A.16.

10. Provide existing topographic contours at intervals not exceeding two feet and /or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Book and Page number. DS 2-02.2.1.A.23.

11. It is acknowledged that the cut and fill quantities are handwritten on the plan. However for plan clarity include the cut and fill quantities with lettering the equivalent of twelve font or greater. The purpose is to ensure the plan will maintain the legibility when reproduced and photographically reduced (micro-filmed) for record keeping.

12. Show, label and dimension the existing right-of-way (ROW) for Desert Stravenue. DS 2-02.2.1.A.19.

13. Indicate is Desert Stravenue is one-way or two-way road. If Desert Stravenue is two-way road, a near side SVT is required for Desert Stravenue onto 5th Street. Revise plan as necessary.

14. Show, label and dimension from street centerline to existing curb and proposed curbs, sidewalk, driveways and utility lines for Desert Stravenue. DS 2-02.2.1.A.21.

15. Show, label and dimension future and existing ROW for 5th Street. The Major Street and Route (MS&R) Plan shows the future ROW at 90'. Revise plan.

16. Show, label and dimension the frontage road. Indicate if this road is two-way or one-way.

17. New development will provide on-site solid waste/refuse storage, collection and pick up areas with service access from within the property. Revise plan to meet the requirements of DS 6-01. Proposals not meeting the requirements of DS 6-01 will require a Development Standard Modification Request (DSMR).

18. A vehicle use area (PAALs) must be provided with post barricades, wheel stops or curbing to prevent vehicles from driving or parking onto landscaped areas. When egressing onto 5th Street, it is not clear if there is curb between the landscape border and the one way PAAL. There is a line, but it is not clear what the line is depicting. Refer to greenlines/comment on plan. Revise the plan to meet the requirement of DS 3-05.2.3.C.1.

19. Please resubmit Engineering greenlines with the second submittal.

20. The floodplain use permit approval is contingent on site plan approval. Once the site plan is approvable the floodplain use permit will be approved.

The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape requirement per DS 2-06.3.7.

6. Screens may be located in the landscape border if the criteria indicated in LUC3.7.3.2 are met.
Vegetative screens shall not extend more than (3) feet into the street landscape border.

7. Additional tree is required for interior landscape border to the south. It is not recommended to plant trees within the utility easement, however an equivalent number of trees can be planted elsewhere on the site between the building(s) and the property line per LUC 3.7.2.4.B.3.a

8. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4. Provide two additional trees along street landscape border(s).

9. A minimum of one (1) canopy tree is required within the vehicular use area per LUC 3.7.2.3

10. Provide curbing or alternative protection for landscaping within or adjacent to vehicle use area per LUC 3.7.2.3.B

11. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g

12. Landscape plan shall include irrigation specification design and layout per DS 2-07.5.4.A & DS 2-07.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

13. Show the location and type of refuse storage per DS 2-02.2.2.1.A.38

14. A 6' screen for refuse storage is required for adjacent properties LUC Table 3.7.2-I
