| 10/18/2004 | David Rivera | ZONING | REVIEW | Denied | DSC TRANSMITTAL FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner PROJECT: T04OT00204 Beauty Salon- Personal Service Use 1012 W. Saint Mary's road Site Plan Transmittal date: 2nd Review October 19, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Please review D.S. 2-02 for site plan criteria, and D.S. 2-08, 2-09 and 3-05 for additional requirements. This site does not meet many of the Development Standards or Land Use requirements necessary for a Personal Service Use. Address the following comments as required. 2. As stated in the previous comment the area along the north side of the property is annotated as an ingress/egress easement. Per the subdivision plat this area is not an easement but was dedicated as an alley. If the alley has been abandoned provide documentation and recordation information. Alley access is not allowed for a commercial use. All access to the site must be from St. Mary's Road. Portion of previous comment: In addition the area along the north side of the property is labeled as a 20.11' ingress/egress easement but per the plat and the Assessor's records this area is a 20-foot public alley. If the alley has been abandoned or vacated by the City of Tucson please provide the alley abandonment or vacation documentation. DS 2-02.2.1.A.5 3. The existing structure in the rear yard has been labeled as storage. The storage is part of the principal use now and must meet all code requirements. The minimum building setback from the north property line for the storage building adjacent to the north property line is labeled as 4'-0" and the required setback must be 12'-9". DS 2-02.2.1.A.7 4. Based on the proposed use (Personal Service) the required vehicle parking has not been met. The parking ratio for a personal service use is one space per 100 square feet of gross floor area. Based on the total GFA of both buildings, 18 vehicle-parking spaces are required. Per the plan three spaces have been provided including one van accessible parking space. A Board of Adjustment variance will be required for 15 parking spaces. All spaces for both uses must be provided entirely on site. DS 2-02.2.1A.8 In addition vehicle access for a commercial site is not allowed from an alley. Primary access must be provided from a street. A Board of Adjustment variance will be required for alley access to a commercial site. a. The parking area just in the front of the north side of the principal structure must be provided with a back-up spur. Label the width of the area between the back-up spur and the building. b. If alley access is approved, sight visibility triangles may be required from the PAAL entrance to the alley. If variance were to be approved (?) for alley access the parking lot must meet the minimum requirements for paving and design. Demonstrate how the parking lot meets design criteria as listed in DS 3-05 and for paving materials. c. Dimension the length and width of the parking spaces. d. Label the width of access aisle and the handicap parking space. Also demonstrate on the drawing that an accessible ramp will be provided at the access aisle and the sidewalk. Draw the access ramp and label the slope of the ramp. e. A five-foot wide pedestrian refuge area with a four-foot wide concrete sidewalk is required along the east side of the guesthouse. f. The minimum width of a PAAL for two-way traffic is 24 feet plus and additional two feet when the PAAL is adjacent to wall or property line plus the five-foot pedestrian refuge area between the guesthouse and the PAAL. The total width required is 31 feet. A variance will be required for the width of the PAAL, Pedestrian refuge area and the shy space. g. Saint Mary's Road is on the Major Streets and Routes Map and is subject to future right-of-way and roadway widening. The future curb and sidewalk must be drawn, labeled and dimensioned from the centerline. 5. Indicate and label the location of existing or proposed freestanding signage. The location, type, and Size must be labeled. DS 2-02.2.1.A.13 6. One 12'x35' loading spaces is required for this use. The space must be located on site and maneuverability in and out of the loading space must be demonstrated on the plan. The maneuverability must occur on site. Add as a note the number of required and number of loading spaces provided. DS 2-02.2.1.A.14 7. If applicable, show and label all existing or proposed easements. DS 2-02.2.1.A.20 8. Please label existing and future curbs and sidewalks. DS 2-02.2.1A.21 9. If applicable, indicate the location and type of existing and proposed freestanding lighting. DS 2-02.2.1.A.25 10. Please show the location and type of refuse container. See Engineering comments for more information on the refuse containers. DS 2-02.2.1.A.32 11. I see several major problems with this site and also see that in order for this use to function on this site with minimal requirements, B. of A. variances and DSD DSMR approvals will be required. If in fact the owner does decide to proceed with the proposed uses and does apply for variances and DSMR's the site plan will not be approved by the Zoning Section until such time as both processes have been completed and condition of approval have been implemented on the plan. This comment in no way is a statement that implies that variances or DSMR's will be approved. 12. Please see redlines and sample drawings attached for your convenience. 13. Please submit a written response letter explaining how all of the zoning comments have been addressed. The reason for the written response letter is to insure that the applicant and the designer has seen and understands the necessary changes that must be made to the plan and how the plans have been designed to meet code compliance. If you have any questions about this transmittal, please call David Rivera, (520) 791-5608. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised site plan and landscape plan and requested documents. |
