| 03/05/2004 | David Rivera | ZONING | REVIEW | Denied | DSC TRANSMITTAL FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner PROJECT: T04OT00204 Beauty Salon- Personal Service Use 1012 W. Saint Mary's road Site Plan Transmittal date: 1st Review March 9, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Please review D.S. 2-02 for site plan criteria, and D.S. 2-08, 2-09 and 3-05 for additional requirements. This site does not meet many of the Development Standards or Land Use requirements necessary for a Personal Service Use. Address the following comments as required. 2. The location map only needs to provide coverage of one square mile. The scale of the map is listed as 3"=1 mile but eh location map covers approximately 3 miles. The section corners as labeled indicate that the mapped area is all within Section 11, in fact the mapped area would consist of 3 sections. Revise the location map or the information for the mapped area accordingly. Add and label the Santa Cruz River. DS 2-02.2.1.A.4 3. The lot dimensions have been labeled correctly but the lot has been drawn incorrectly. See the attached copy of the map and plat drawing as reference. Label the property line bearings as shown on the plat and redraw the lot correctly. In addition the area along the north side of the property is labeled as a 20.11' ingress/egress easement but per the plat and the Assessor's records this area is a 20-foot public alley. If the alley has been abandoned or vacated by the City of Tucson please provide the alley abandonment or vacation documentation. DS 2-02.2.1.A.5 4. It is important to note that although the existing "Guest House" is proposed to remain, all residential code requirements must be met for this structure and possibly required building setbacks. Label the width and length of the guesthouse. (Required setbacks to be determined pending submittal of approved site plan for the existing guesthouse. Additional comments will be forthcoming.) An existing and proposed floor plan of the guesthouse must be submitted with the next site plan submittal packet. (The guesthouse must meet minimum housing standards, check with the DSD residential reviewers for requirements.) Label the existing and future street building setback based on existing and future back of curb location. DS 2-02.2.1.A.7 5. Based on the proposed use (Personal Service) the required vehicle parking has not been met. The parking ratio for a personal service use is one space per 100 square feet of gross floor area. The vehicle parking requirement for the residential use is 2.25 spaces. All spaces for both uses must be provided entirely on site. DS 2-02.2.1A.8 In addition vehicle access for a commercial site is not allowed from an alley. Primary access to a residential use from an alley is will not be allowed without approval by the DSD Engineering Section. a. The parking area in the front of the structure must be provided with back-up spur. b. Both parking spaces are within the current and future sight visibility triangles. c. The parking spaces do not allow for the required 10-foot landscape buffer. d. If the vehicle parking spaces were to be allowed by a variance (?) the handicapped space must be a van accessible spaces which requires an eight foot wide access aisle. e. Saint Mary's Road is on the Major Streets and Routes Map and is subject to future right-of-way and roadway widening. It is clear that the parking spaces shown along the Saint Mary's Road street frontage will not be useable spaces due to the SVT issue. The total number of parking spaces required for both uses equals 18. a. The parking lot within the north area of the lot as noted before will not be allowed due to "No alley access" for a commercial use. If variance were to be approved (?) for alley access the parking lot must meet the minimum requirements for paving and design. b. A back-up spur is required at the end of a row of parking. (at the south end) c. A five-foot wide pedestrian refuge area with a four-foot wide concrete sidewalk is required along the south and east sides of the guesthouse. d. The minimum width of a PAAL for two-way traffic is 24 feet plus and additional two feet when the PAAL is adjacent to wall or property line plus the five-foot pedestrian refuge area between the guesthouse and the PAAL. 6. A minimum of two class two bicycle parking spaces is required. The facility location and a detail drawing has been shown on the plan. The detail does not indicate the surfacing material for the facility, the detail also does not reflect the type class two facility proposed and how it is anchored to the ground. See attached reference sample detail drawings for a class two facility. Provide a detail drawing with the information required. DS 2-02.2.1.A.9 7. As stated in comment 5.e the two parking spaces proposed along the front of the structure are in the current and future sight visibility triangles. Per D.S. 3-01.5.1.A.1, lines of sight (SVT's) will not be obscured between 30 inches and 6 feet through a triangular area adjacent to a PAAL. The spaces must be removed. DS 2-02.2.1.A.10 8. A continuous pedestrian circulation is required on site. A sidewalk from the Saint Mary's Road street sidewalk must be provided to the front door of the structure. In addition the sidewalk must connect to the sidewalk on the north parking lot area and to the guesthouse. The width of the sidewalk must be four feet and must be physically separated form the vehicular use areas except where crossing the PAAL. In addition a five-foot pedestrian refuge area with a four-foot wide concrete sidewalk must be provided along the south and east sides of the guesthouse between the PAAL and parking space. The pedestrian circulation must also be an accessible route for the handicapped. Access ramps may be required at crosswalk and concrete sidewalk intersections. Additional comments may forthcoming based on future site revisions. DS 2-02.2.1.A.12 9. Indicate and label the location of existing or proposed freestanding signage. The location, type, and Size must be labeled. DS 2-02.2.1.A.13 10. One 12'x35' loading spaces is required for this use. The space must be located on site and maneuverability in and out of the loading space must be demonstrated on the plan. The maneuverability must occur on site. Add as a note the number of required and number of loading spaces provided. DS 2-02.2.1.A.14 11. If applicable, show and label all existing or proposed easements. DS 2-02.2.1.A.20 12. Please label existing and future curbs and sidewalks. DS 2-02.2.1A.21 13. If applicable, indicate the location and type of existing and proposed freestanding lighting. DS 2-02.2.1.A.25 14. See landscape reviewer comments regarding landscape borders and screening requirements. DS2-02.2.1.A.27 15. Revise the proposed use note to "Commercial: Personal Service". DS 2-02.2.1.A. 16. Please show the location and type of refuse container. See Engineering comments for more information on the refuse containers. DS 2-02.2.1.A.32 17. The site plan must be accompanied by a landscape plan. See landscape reviewer comments. DS 2-02.2.1.C 18. Please revise all Land Use Code Data to reflect the allowed and proposed criteria. Since the site is proposed with two uses both use code data must be listed, allowed and proposed, required and provided etc. The criteria that must be revised is, vehicle parking including handicap parking required and provided, loading zones, building setbacks for both uses, floor area ratio which includes both uses, lot coverage which includes both uses and vehicular use areas. This site may have lot coverage problems due to the maximum lot coverage of 70% allowed for the residential use. DS 2-02.2.2.A.1-.6 19. I see several major problems with this site and also see that in order for this use to function on this site with minimal requirements, B. of A. variances and DSD DSMR approvals will be required. If in fact the owner does decide to proceed with the proposed uses and does apply for variances and DSMR's the site plan will not be approved by the Zoning Section until such time as both processes have been completed and condition of approval have been implemented on the plan. This comment in no way is a statement that implies that variances or DSMR's will be approved. 20. See redlines and sample drawings attached for your convenience. If you have any questions about this transmittal, please call David Rivera, (520) 791-5608. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised site plan and landscape plan and requested documents |
