The site plan submitted for this review does not meet the minimum requirements for a site plan as described in City of Tucson Development Standards (DS) 2-02. Resubmit a site plan that meets the requirements described in the development standard. At a minimum, the site plan must include the following items.

1. Lot bearings including the basis of bearing.
2. Existing and future sight visibility triangles.
3. Vehicular, bicycle, pedestrian, and handicapped circulation clearly identified.
4. Location, type, size, and height of existing and proposed signage.
5. Drainage patterns, proposed finish floor elevation(s), and finish grades. Show that pedestrian areas will be flood free for all discharges up to a 10-year event. Show that existing drainage patterns will be maintained.
6. Estimated cut and fill quantities.
7. Dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way.
8. All easements of record must be graphically shown on the plan together with recording docket and page reference.
9. Dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines.
10. Existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number.
11. Refuse container location, size, and access thereto fully dimensioned.
12. Show locations of driveways on adjacent properties. Adjacent driveways should be 80 feet apart with no more than 2 driveways within 300 feet.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Please review Development Standards 2-02 and revise the plan to meet all criteria specified per that set of standards. Additional development standards that must be consulted are DS 2-08, 2-09, 3-01, and 3-04. Other reviewing agencies have additional development standards that must be consulted in putting together a site plan.

2. Although the development standards does not state a minimum paper size to use it is preferred that a minimum of 24" by 36" sheets be used in order to provide sufficient space for the site drawing, all required annotation (notes) and required detail drawings. DS 2-02.2.1.A

3. List the legal description of the property. DS 2-02.2.1.A.2

4. The location map must cover an area equal to one mile in three inches. The location map as shown covers the required area but because this map has been copied from a street atlas and the height of the text in the atlas does not meet the minimum height requirements of 12 point (.12). The height of the text used for the location map street names must be adjusted to meet the minimum height requirements. List the scale of the location map. DS 2-02.2.1.A.4

5. Along with lot line distances, add the bearings fore all four lot lines. DS 2-02.2.1.A.5

6. Label the building dimensions to the site plan other than just as a note. Label the height of the proposed modular structure. Also please label the type of structure proposed for this site, state inspected modular structure, site built structure etc. DS 2-02.2.1.A.6

7. Label the zoning classifications adjacent to property including across the street. The building setbacks must be shown and labeled. The setbacks must be based on the proposed use on this site and the zoning classifications of the properties that abut site interior property lines. The street building setbacks is based on the location of the existing and future curb location along on 29th street. 29th street is a major street and is subject to future roadway widening. The existing and future curb locations will vary. DS 2-02.2.1.A.7

8. List as a note the number of vehicle parking spaces required and provided based on the vehicle-parking ratio for a "Vehicle Rental and Sales" use. The number of parking spaces for this use is one space per 250 square feet of gross floor area and one space per 10,000 square feet of gross lot area. Three spaces are required for this use based on the proposed building and lot size. Of the three parking spaces required one of the spaces must be a van accessible parking space with an eight-foot wide striped access aisle.

The vehicle parking area has not been dimensioned correctly or defined. PAAL areas must be labeled and dimensioned, wheel stops must be provided in front of the vehicle parking spaces, the vehicle display must be defined, dimensioned and labeled. Some form of barrier, wheel stops, extruded curbing, will be required if front of the display parking areas in order to keep vehicles from overhanging onto the landscape border or to keep vehicles from damaging any required screening at the back of the border. The barrier must be placed at least two and one-feet from the front of the parking space. Label the type of proposed barrier and dimension as required. Label the pavement type and thickness. See D.S. 3-05 for more information regarding vehicular use area design. DS 2-02.2.1.A.8

9. A minimum of two class two bicycle parking spaces is required for this use. Show and label on the site plan the location of the bicycle facility. A fully dimensioned detail drawing of the bicycle parking facility at a scale larger than the drawing must be added to the plan. The detail must include the type of facility to be used, the number of bicycles the facility supports, the type of surfacing material, and lighting. In addition the bicycle parking facility must be physically separated from the vehicular use area. See D.S. for more information on bicycle parking facilities and design criteria or additional requirements. Add as a note the number of bicycle parking spaces required and provided. DS 2-02.2.1.A.9

10. Show, dimension, and label existing and future sight visibility triangles. DS 2-02.2.1.A.10

11. Define, dimension, and label on the plan the PAAL area. DS 2-02.2.1.A.11

12. Pedestrian circulation is required with in the site and must connect to the street sidewalk. A concrete sidewalk four feet in width must be provided to the front door of the structure. This sidewalk must be physically separated from the vehicular use area by raising the sidewalk, providing extruded curbing as a barrier etc. The sidewalk must be also be handicapped accessible. Show on the plan the required sidewalk from the street sidewalk, label the width and how it is physically separated, and show access ramps where required. The length and slopes of the access ramps must be labeled. The maximum slope for an access ramp is 1:12. Add as required. DS 2-02.2.1.A.12

13. Indicate on the plan the location, type and size of existing or proposed freestanding signage or existing billboards. DS 2-02.2.1.A.13

14. 29th Street is listed as a major street on the Major Street and Routes Map and is subject to future right-of-way and roadway widening. Please show existing and future curb and sidewalk locations based on the existing and future right-of-way widths. See additional Engineering comments. DS 2-02.2.1.A.19

15. If applicable, all existing easements of record or proposed easements must be shown, dimensioned and labeled. DS 2-02.2.1.A.20

16. If applicable, indicate the location, type, and size of existing or proposed freestanding lighting. DS 2-02.2.1.A.25

DS 2-02.2.2.A.1 - .6

23. This site is located within the Davis Monthan Airport Environ's Overlay Zone. This site is subject to the criteria of the Airports Hazards District. The mean sea level elevation of the site and the mean sea level elevation of the D.M.A runways must be listed on the plan. The MSLE of the ends of the runways is as follows per the most current LUC information, the NW end is 2,590 and the SE end is 2705. See LUC section 2.8.5 Airport Environs Zone overlay section for more information.

24. Please address all zoning comments and revise the drawing as required. Additional comments may be forthcoming based on the response letter and revised drawing.
