a. A site plan in substantial compliance with the preliminary development plan dated October 4, 2004.

b. The tower and antennas shall be no more than 75 feet in height above the existing ground elevation.

c. Maximum pole diameter of 24 inches at the base, with a consistent taper to no more than 18 inches at the top.

d. A maximum of six antenna panels per array, two (2) per sector. Antennas shall be mounted in pairs, no more than one (1) foot on center. Standoff arms shall be no longer than necessary to achieve a three-foot separation within each sector.

e. No external wiring, cabling, icebridges, or footpegs visible above the ground equipment enclosure.

f. Wire ports shall be located at the stand off arm connection to the pole. Wire routing from the port to the antenna panel shall be as direct as possible.

g. All antennas and mounting hardware shall be painted to match with a low-albedo color paint.

h. Ground equipment shall be located within a minimum six foot tall chain link fence with opaque slats, and three (3) stands of barbed wire on top of the chain link. All electrical and mechanical equipment and wiring shall be completely screened from view. Access gates shall be substantially opaque.

i. The applicant/owner/operator shall not prohibit collocation by other cellular communications providers on the tower.

j. Issuance of a building permit for improvements in substantial compliance with the preliminary development plan and these conditions within 120 days of initial Mayor and Council approval.
