COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Per a site inspection prior to reviewing the site plan it has been noted that the physical site does not match the previously approved site plan. The submitted plan does not match the previously approved site plan. Please provide documentation (DSD approved and stamped site plan) that shows that this site has been approved as depicted on the submitted site plan drawing.

Please address the following items and re-submit for review a revised site plan drawing and any requested documents.

2. Please add on the site plan the legal description of the parcel. DS 2-02.2.1.A.2.

3. Please add a location map. The location map must be drawn at a scale of 3 inches = one mile and must include the following information. All major streets and street names within the one mile map area, site location labeled, streets on which the site is located, sections corners labeled, section, township and range listed below the location map. See redlines. DS 2-02.2.1.A.

4. All existing structures on the site must be drawn, labeled and dimensioned. Per the site inspection it was it has been noted that a carport structure has been constructed along the Cardi Boulevard frontage and was not depicted on the site plan. Based on the location and setback of the carport a Board of Adjustment variance approval would have been required to allow the construction of the existing carport. Please provide a copy of the approval document from the City of Tucson Board of Adjustment. Also please include the copy of the approved site plan.

It has also been noted that the parking spaces along the Cardi Boulevard frontage have been re-striped. The previous site plan does not show the number of parking spaces or locations as depicted on the submitted site plan. Tandem parking is not allowed method for any commercial site parking lots. The parking spaces along the Cardi frontage have to back out onto the street, which is not allowed. Unless an approved and stamped site plan that depicts these existing conditions is provided with the next site plan submittal packet, various Board of Adjustment variances will be required prior to approval of the site plan and building expansion.

Also due to what appears to be a greater than 25% expansion of the vehicular use area this site will have to meet full code compliance which includes, pedestrian circulation, parking (including handicapped parking stalls), bicycle parking, loading zones, landscaping/screening, and refuse container and location approval. Please provide City of Tucson approved documentation, drawings etc. that support any improvements made to the site. DS 2-02.2.1A.6

5. As indicated in the previous comment, this site must meet full code compliance if the expansion of vehicular use area exceeds 25%. This and following comments have been made based on the assumption that the vehicular expansion area is greater than 25%. Based on the total gross floor area of the existing building and the proposed addition, 2542 square feet, and under the assumption that the existing use has an approved certificate of occupancy for a technical service use as listed, ten vehicle parking spaces must be provided on site. Please clarify what the actual technical service use consists of. List the specific use, printing, photography etc. If the use is an administrative office as indicated on previously approved site plan thirteen parking spaces must be provided on site. The non-conforming parking spaces along the Country Club frontage will be lost and the parking area must be re-designed to meet current code compliance or B. of A. variances will be required. Please revise the parking lot and revise the [parking calculations appropriately. DS 2-02.2.1.A.8

6. A minimum of two bicycle parking spaces is required. Both spaces may be class two facilities. Draw on the plan the location of the bicycle parking facility and add a detail drawing that depicts the bicycle parking location, type of facility proposed, number of bicycles the facility holds, directional signage if the facility is not visible from either street, and lighting. Add the bicycle parking calculation to the plan as required. DS 2-02.21.A.9

7. Sight visibility triangles must be depicted on the site plan demonstrating compliance based on the existing and future right-of-way lines and curbs. Site triangles must be depicted for both the Country Club and Cardi street entrances. See Engineering review comments related to this item. DS 2-02.2.1.A.10

8. The minimum width of driveway entrances may be enforced due to the full code requirements. Please see Engineering review comments. DS 2-02.2.1.A.11

9. It does not appear that sidewalks have been provided from the street right-of-way to the building. Per development standards 2-08.4.1 a sidewalk must be provided to a project from each street on which the project has frontage. The sidewalk must be provided from the street property line if a sidewalk does not exist in the right-of-way. The sidewalk must lead the pedestrian to the building and must provide continuos pedestrian circulation throughout the project. The sidewalks must be physically separated from the vehicular use area by means of a concrete sidewalk or extruded curbing or other form of acceptable barrier. In addition, a five-foot wide pedestrian refuge area is required between a building and a PAAL (parking area access lane). Per the proposed site plan a PAAL is proposed along the south side of the building. The pedestrian refuge area must be placed along the entire south building wall between the PAAL and the building and must connect to the pedestrian circulation required on site. The pedestrian circulation path must be an accessible route or a separate accessible route must be provided. The accessible route must include handicapped access ramps where necessary.

Additional comments related to the vehicular use are may be forthcoming based on the revised site plan. Per the plan the vehicular use areas along both street frontages do not meet the minimum as illustrated and stated in development standards 3-05. See redlines. DS 2-02.2.1.A.12

10. If applicable indicate on the plan the location, type, and size of existing or proposed freestanding signs. DS 2-02.2.1.A.13

11. One 12-foot wide by 35-foot long loading is required for the office use. Please draw, dimension and label the loading zone. Also demonstrate maneuverability into and out of the loading space. The street may not be used for maneuvering into the loading space. Add a loading zone calculation to the plan. DS 2-02.2.1.A.14

12. Dimension the existing and future right-of-way for both Country Club Road and Cardi Boulevard. The existing and future curb and sidewalk locations must also be drawn, dimensioned and labeled. DS 2-02.2.1.A.19 and .21

13. If applicable please draw and reference all existing or proposed easements. The location, width, purpose and recordation information must be labeled. DS 2-02.21.A.20

14. If applicable draw and label existing or proposed freestanding lighting. The type, height of pole and location must be labeled. DS 2-02.2.1A.25

15. See landscape reviewer comments related to landscape borders, screening, and NPPO requirements. DS 2-02.21.A.27

16. Label the zoning classification of the adjacent parcels including across the street and alleys. DS 2-02.2.1.A.28

17. List the existing and proposed use if different. Add the development designator and any applicable subject to sections. DS 2-02.2.1A.31

18. Draw and label the location and type of refuse service for this development. DS 2-02.2.1.A.32

19. A legend and symbols used in the preparation of this site plan must be drawn and listed on the plan. DS 2-02.2.1.B

20. If variances are required all information relevant to the type of variance request and conditions of approval must be listed on the plans. Copies of the decision letter must be included with the site plan. The information related to the variances must be listed on the plan. DS 2-02.2.1.A.38

21. The site plan must be accompanied by a landscape plan on the next submittal. Also please review and revise as required any and all code data related to the use, vehicle, bicycle and loading, floor area ratio, building heights, building expansions etc. Additional comments may be forthcoming on these items.
