In addition, a minimum five (5) foot distance for a pedestrian refuge area must be maintained between a building and a PAAL (D.S. 3-05.2.2.B.1). Within this pedestrian refuge area a minimum four (4) foot wide sidewalk is required where ingress/egress to a building is located. 4. Label and dimension existing and future right-of-way and curb locations along Kino Parkway and Benson Highway. (D.S. 2-02.2.1.A.19 and .21) 5. Approvals are not recommended at this time. Please provide a revised site plan and a revised drainage report, and include a response letter addressing all of the following comments: DRAINAGE REPORT: 1. Provide the name, address and telephone number of the client for whom the report was prepared [City of Tucson's Standards Manual for Drainage Design and Floodplain Management - Development Standard (DS) 10-02.0 - Section 2.3.1.1 C]. 2. Please omit reference to the objective of the report as being to obtain acceptance of a residential Tentative Plat in the OBJECTIVE and CONCLUSIONS paragraphs, and revise accordingly (DS 10-02.0, Sec. 2.3.1.2 B). 3. Specify the name, address and telephone # of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements described in the report. List any other documents where these responsibilities are documented (DS 10-02.0, Sec. 2.3.1.2 E). 4. Provide either a topographic map at a scale of one inch equal to 200 feet, or larger, or (preferably) a photo-topo which shows the items listed in sub sections a-d (DS 10-02.0, Sec. 2.3.1.3 A 3). 5. Please depict onsite drainage conditions on a topo map having a scale of a minimum of one inch equals 40 feet, with one foot contour intervals (a site or grading plan may be modified for this purpose). Show on this map: (a) watershed boundaries (b) all points of drainage concentration, and (c) flowlines and grade breaks used to compute basin lengths and average watercourse slopes, at a minimum (DS 10-02, Section 2.3.1.3 B 2). 6. Provide a detailed site plan in the report, clearly showing the locations and dimensions of all proposed detention/retention systems, including (a) location, size and type of inflow and outflow structures, with dimensions and elevations of critical portions of each structure (b) the location(s) and size(s) of maintenance access ramps, (c) clearly marked dimensions of all building and erosion hazard setbacks, with dimensioning between structures and any proposed basins or drainageways provided, (d) maximum water surface elevations and limits of ponding, (e) locations and types of all security barriers to be installed and (f), erosion protection (riprap) sizing and dimensions. These items must be depicted on the site and grading plans for this development (DS 10-02, Sec. 2.3.1.6 A 4 and DS 10-01.5.2.6). 7. A soils report is required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks (from basins and drainageways), whether or not hydro-collapsing soils are present, and contain the results of a minimum 30 foot deep soil boring (Pima County/City of Tucson Stormwater Detention/Retention Manual - DS 10-01 - Section 3.5.1.5). 8. Provide retention basin percolation test results in the revised drainage report. Include discussion/analysis of the test results to assure the maximum allowed time of disposal would not be exceeded for each basin (DS 10-01.0, Sec. 3.5.1). 9. The City of Tucson/Pima County Stormwater Detention/Retention Manual states that the goal of all detention/retention basins is to be multi-use, regardless of size (Section IV, paragraph 1). Please discuss/demonstrate how the basin will incorporate multiple uses, such as providing an area for passive recreation onsite, maximizing water harvesting, etc. (DS 10-01.0, Section 4.2.3). 10. Depict a minimum 42" security barrier, in accordance with Section 2.3.1.6 A 4 (f) and Section 3.6.2 of the City of Tucson/Pima County Stormwater Detention/Retention Manual (DS 10-01.0). 11. Please provide scupper conveyance/sizing calculations for basin discharge locations under sidewalk areas, and any other areas onsite where drainage may concentrate at sidewalk/pedestrian areas. 12. The proposed use of bleeder orifice's may not be approved as proposed. Percolation test results must first be submitted addressing infiltration rates onsite. Exploration of other engineering alternatives such as engineered basin floors, and wider, shallower basins must be explored prior to proposal of bleed-offs. 13. Refer to Chapter 3.5.1 and Chapter IV of the Stormwater Detention/Retention Manual (DS 10-01.0) for additional retention/detention design guidelines. SITE PLAN: Please note that revisions to the drainage report will result in necessary revisions and/or additions to the site plan. 1. Provide estimated cut/fill quantities (DS 2-02.2.1 A 17). 2. Depict and label existing and future rights of way for Kino Boulevard, in accordance with current right of way information, and the City's Major Streets and Routes (MS&R) Plan & (DS 2-02.2.1.19). 3. The proposed western ingress/egress location may not be approved as proposed, as it does not conform to the City of Tucson's Transportation Access Management Guidelines, adopted by Mayor and Council in March 2003. Specifically, arterial roadway driveway locations must have a minimum of 80' between pavement edges (Section 5.4.2). Please refer to the Tucson Code, Section 25-39 for additional driveway location, dimensions and construction requirements. 4. Depict maneuverability and access for the loading zones and refuse provisions assuring 36' inside, and 50' outside turning radii are provided. It appears there will be conflicting maneuvering areas for these items, and may not be approved if such conflicts exist (DS 2-02.2.1 A 14 & 32 and DS 6-01.0). 5. Provide a note on the plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities" (DS 10-02.0, Section 14.3.2). 6. Provide scupper details, fully labeled and dimensioned at basin outflow locations, in accordance with drainage report recommendations (ref. drainage report comment # 11). 7. Depict, label and dimension basin maintenance access ramps on the site plan. GENERAL: Grading and Stormwater Pollution Prevention Plans (SWPPPS) will be required for this development. Please submit three sets of grading and SWPPP's with a grading permit application upon, or subsequent to resubmittal of a revised site plan and drainage report.
