Provide 50% coverage of the 10' buffer. Up to 50% of the canopy trees may be counted towards both the minimum parking lot canopy tree requirement and the landscape border canopy tree requirement. LUC 3.7.2.3.A.1.b 2) Revise the plans to include canopy trees per LUC 3.7.2.3.A.1.a within the parking areas. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk). 3) Provide plans for the parking, pedestrian paths and lighting required as a condition of C10-01-04. 4) Approval from the City Engineer for landscape or other improvements in the public right-of-way has been indicated. A seperate permit from the Department of Transportation will be required prior to construction. LUC 3.7.2.4.A.3, & 3.7.2.9 5) Submit an irrigation plan. LUC 3.7.4.5.C Notes are not sufficient. Seperate approval is required from the Department of Transportation is required for any irrigation elements in the right-of-way. 6) Revise sheet L1.1 to exclude the reference to 5530 S. 12th Avenue. (left of the north arrow) 7) Provide documentation from any related cases. DS 2-07.2.1 The response letter indicates that special exception and rezoning information was included as part of the submittal. No information was received. 8) Parking areas and loading areas are to be screened from the street per LUC Table 3.7.2-I. Revise the landscape plan to locate screen plantings such that they do not extend more than three feet into the street landscape border. 9) Remove shrubs which typically exceed thirty inches in height from sight visibility triangles. DS 2-06.3.8.F 10) Correct landscape calculations on sheet L1.1. Plants used for screening are not included in the calculation for vegetative coverage. 11/10/2005 | DAVID RIVERA | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: David Rivera Principal Planner PROJECT: T04CM04752 802 E. 16th Street Gentle Ben's TRANSMITTAL: 11/10/05 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. After review of the site plan the following items must be addressed. 1. The parking spaces along the north side of the building must be dimensioned. The wheel stops must also be dimensioned from the front of the parking spaces. The wheel stop must be placed two and one-half feet from the front of the space. It appears that parking spaces extend onto the 16th Street right of way by two feet. In order for these spaces to count towards the number of required parking spaces the spaces must be completely on site or right of way must be purchased in order to place the parking space on site. In addition it does not appear that a variance request for backing out onto a street was ever made. Please clarify and submit supporting documents that indicate that the parking spaces along the 16th Street were approved as shown on the plan by the Board of Adjustments. (Additional items that would have been included are, a 24-foot PAAL and landscaping and screening.) 2. This plan was originally reviewed for full code compliance in the year 2000. Any existing nonconforming status or use has been lost as a result of the full code compliance and change of use. The loading zones as depicted on the plan do not meet LUC requirements. The loading zones must be completely on site and cannot be placed in vehicular use areas such as over parking spaces or a PAAL. These loading zones do not meet code and would require a Board of Adjustment variance. In addition the loading zones may not be placed within right of way. There are remaining issues with the placement of the loading zones and there is nothing in the Board of Adjustment request about the loading zones. Please clarify how and by what document the loading zones were approved as shown on the plan. 3. Per the plan, the refuse container is extending into the required 20-foot one way right of way. The refuse container and any approach to the container must be relocated outside of the 20-foot right of way. 4. Please verify the docket and page numbers listed for the Rail Road and the access easements with Jim Rossi of the COT Real Estate division. There appears to be a small discrepancy. Jim's number is 791-4181 5. The Board of Adjustment approved the a variance for the location of the parking spaces 1,000 feet for eight of the spaces and at 1,200 feet for the remaining spaces. Based on the distance greater than 1,200 feet from the south property line to the proposed location on 19th Street and Euclid Avenue, the location of the parking spaces (which have not been depicted on any plan) does not appear to meet the B of A condition "A". Please clarify, if in fact the Board saw the proposed location for the required parking and if so submit any documentation supporting any Board of approval. The plan does not depict access paths will be lit and signed to each of the individual leased parking areas. Demonstrate on the plan how this B of A condition will be met.
