The report and site plan may be acceptable based on an assumption that the site IS affected by regulatory flow (in the 100-year floodplain), however, a floodplain use permit will be required in such case. The proposed site plan indicates the site will be elevated above existing grade, and as such, resubmittal of the site plan must be accompanied by a floodplain use permit application and an encroachment analysis demonstrating this development will conform with floodway fringe development requirements (Tuc. Code - Section 26-5.2). Alternatives to an encroachment analysis include revising the site plan to clearly depict existing grades will be maintained upon development/paving of the site, or submittal of a more detailed drainage study containing split flow analyses, hydraulic modeling of existing culverts, streets and overland flows, etc., demonstrating the site is not affected by, or within the regulatory floodplain. Please refer to the City of Tucson's Standards Manual For Drainage Design and Floodplain Management (DS 10-02.0), Sections 2.1.2 and 2.3 for report content requirements.
