The following comments are based on a 15% building area expansion resulting in a full code compliance review of the expansion area only.

1. Please list the principal land use of the site. Refer to LUC Section 2.5.4.2 for a list of permitted land uses in the C-2 zone. The principal land use shall be listed with applicable development designator and "subject to" LUC Section. Notes on the plan indicate both warehouse and office uses. The site shall have a principal land use and that use will determine vehicle and bicycle parking, loading, F.A.R, and all other applicable calculation requirements. The calculations encompass the entire site, whether existing or proposed. If the principal use of this site is warehouse and the office area is used for the warehouse only, then the office use is considered ancillary. If office use is to be leased separate from the warehouse then it appears that the site will have two separate principal uses which will then be required to meet code compliance separately. Additional comments may be forthcoming upon resubmittal. (D.S. 2-02.2.1.A.31)

2. Per Pima County Assessors records, the legal description of the property shall include lot 55. (D.S. 2-02.2.1.A.2)

3. Per Pima County Assessors Records, the site is comprised of two (2) lots which must be combined to function as one consolidated lot. A copy of the recorded City of Tucson Lot Combination Covenant must be submitted for DSD records prior to site plan approval. A copy of the covenant is attached to the yellow site review card along with a copy of these comments. 4. List the maximum height for all existing and proposed buildings and structures. Height shall be measured from design grade in conformance with LUC Sec. 3.2.7.2.A. (D.S. 2-02.2.1.A.6)

5. Vehicle, bicycle, and loading zone parking required may not be verified for compliance until the principal land use is clearly identified as explained in comment number one (1). Refer to LUC Sec. 3.3.4 for the number of vehicle and bicycle parking required. Refer to LUC Sec. 3.4.5 for off-street loading space requirements. (D.S. 2-02.2.2.A.4) (D.S. 2-02.2.2.A.14)

6. Provide required accessible parking space/s and access aisle/s in conformance with ICC/ANSI A117.1-2003. The space and access aisle shall clearly be delineated and marked on the site plan. A keynote will not suffice. An accessible path shall be provided from the access aisle to the building entrance. Number of accessible spaces required may not be verified until the total number of standard spaces provided has been verified for compliance. The number of accessible spaces shall comply with 2002 IBC Table 1106.1. (D.S. 2-02.2.2.A.4)

7. Provide a detail for accessible ramp and access aisle. Post disable parking sign. (D.S. 2-02.2.1.A.8)

8. Provide a fully dimensioned detail for new bicycle parking. Refer to D.S. 2-09 for design criteria. (D.S. 2-02.2.1.A.9)

9. Label and dimension existing and future sight visibility triangles. (D.S. 2-02.2.1.A.10)

10. If applicable, provide a detail of existing and/or proposed free-standing signage, billboard, and outdoor lighting. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

11. A back-spur is required at the end of the row of parking. Provide and fully dimension the back-up spur. Refer to D.S. 3-05.2.2.D for design criteria. (D.S. 2-02.2.1.A.11)

12. Dimension the PAAL width where the new parking spaces are provided. (D.S. 2-02.2.1.A.11)

13. Per D.S. 2-08.4.1.C, a sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAAL's intervene. (D.S. 2-02.2.1.A.12)

14. Per D.S. 3-05.2.2.B.1, a minimum setback of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure (i.e. building) and a PAAL. (D.S. 2-02.2.1.A.11)

15. Per D.S. 2-08.3.1, a pedestrian circulation path is required to be provided from any building to the pedestrian circulation path located in any adjacent street. In this case, if the building addition will have an entrance, a sidewalk shall be provided from the entrance to the pedestrian path located along Nogales Highway. If the street does not have a pedestrian pat then the on-site sidewalk shall be provided to the right-of-way line. (D.S. 2-02.2.1.A.12)

16. Label and dimension existing and future right-of-way and curb location for Nogales Highway. (D.S. 2-02.2.1.A.19, and .21)

17. If applicable, all existing and/or proposed easements of record must be graphically shown on the plan together with recording docket and page reference and whether they are public or private. (D.S. 2-02.2.1.A.20)

18. List the percentage of building area expansion and vehicular use area expansion (new parking area). If any of these two calculations are 25% or greater then full code compliance review of the entire site will be required. Expansions are cumulative. (D.S. 2-02.2.2.A.6)

Engineering Division has reviewed the Subject items. Approvals are not recommended at this time. Please provide a revised site plan and a revised Hydrologic and Hydraulic report addressing all of the following comments:
HYDROLOGIC AND HYDRAULIC REPORT:
1. Please specify the name, address and telephone # of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements described in the report. List any other documents where these responsibilities are, or may be documented, in accordance with Section 2.3.1.2 E of the City of Tucson's Standards Manual For Drainage Design and Floodplain Management (Development Standard - DS - 10-02.0).
2. Describe and present hydraulic calculation sheets for the hydraulic system proposed to return flow to it's natural or existing location and magnitude along the downstream property line, such as riprap or other similar dissipation feature(s) with dimensioning and sizing provided (DS 10-02.0, Sec. 2.3.1.5 F).
3. Please include on the site plan or watershed boundary map in the report, the location and size of any maintenance access ramps, inflow structures to be employed, maximum water surface elevation, limits of ponding (DS 10-02.0 Sec. 2.3.1.6 A 4).
4. Provide a detailed detention basin maintenance checklist and schedule in the report, in accordance with Section 2.3.1.6 A (5).
5. As part of the basin maintenance checklist, state that the annual inspection report shall contain the following summaries: (provide language verbatim, as written in Section 2.3.1.6 C 2 a & b).
6. Please refer to Sections 3.5.1.1 - 3.5.1.4 of the Stormwater Detention/Retention Manual (DS 10-01.0) for additional retention/detention design guidelines that may be incorporated into the design of this project.

SITE PLAN:
Please note that revisions to the drainage report may result in necessary revisions or additions to the site and grading plans. Please assure all new construction related items and revisions are depicted on the grading plan.
1. Provide a basis of bearing (DS 2-02.2.1 A 5).
2. Depict and label future sight visibility triangles based upon future curb location for Nogales Highway, in accordance with the City's Major Streets and Routes (MS&R) Plan configuration for a 120' future right of way (DS 2-02.2.1 A 10 & DS 3-01.5.B 2).
3. Provide estimated cut/fill quantities (DS 2-02.2.1 A 17).
4. Dimension the ½ right of way for Nogales Highway - existing and proposed (DS 2-02.2.1 A 19).
5. Indicate whether the refuse provision is existing or proposed. Depict maneuverability/access to the dumpsters, assuring 36' and 50' inside and outside turning radii are provided. The refuse provision must be in accordance with DS 6-01.0 (DS 2-02.2.1 A 32)
6. Provide a typical dumpster enclosure detail and specify a minimum 5" thick concrete slab, with bollards to be placed on the rear and side walls of the enclosure, if required. Assure a minimum of 20 feet between sidewall bollards is dimensioned (DS 6-01.4.0).
7. Provide a note on the plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities" (DS 10-02.0, Section 14.3.2).

GRADING PLAN:
The grading plan must indicate all revisions that occur as a result of drainage report and site plan comments provided for this project. Please refer to Development Standard 11-01.0 for Excavation and Grading requirements, complete and include a grading permit application with a resubmittal package, and include a revised site plan, and a revised hydrologic and hydraulic report addressing all comments provided above. Please ensure the site and grading plans are consistent with one another prior to resubmittal.
Resubmittal will require a revised hydrologic and hydraulic report, a revised site plan, a completed grading permit application and a grading plan depicting all existing and proposed elevations, grading limits, and all site construction details, fully labeled and dimensioned, at a minimum. Subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans.
