COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. According to the Assessor's records, the subject property is made up of two parcels, 141-03-0280 and 141-03-0290, which must be combined into one. The lot line between the two parcels lies parallel and 75 feet north of the south boundary of the project site. Provide lot combination documents including Assessor's lot combo docs and notarized/recorded covenant.

2. The proposed (secondary) retail use is not allowed in the Approach-Departure Corridor-2 (ADC-2) of the Airport Environs Zone. Remove the note referencing any proposed retail sales use.

3. Revise the location of the loading zone so that it does not block access to the trash pick-up area. The dimensions of the loading zone must be clearly delineated on the plan drawing.

Clearly indicate on NPP, landscape, site and grading plans the limits of disturbance for 10' landscape buffer area remove reference on grading plan pertaining to 30" berm and landscape.

2. Show how landscape border will comply with minimum requirements per LUC 3.7.2.4. 4. A 6' screen is required per LUC 3.7.2-I to screen outdoor storage from Littletown Rd. Identify outdoor storage areas on site / grading plan.

5. Non-wood fences, such as chain link must have wooden slat inserts to provide opacity per LUC 3.7.3.7.D

6. The vehicular use area must include post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond unpaved areas on or off site and to prevent vehicles from driving onto unimproved portions of the site. Provide barricades for all the vehicle use areas including access to other portions of the site per DS 3-05.2.3.C.1 Vehicular Use Area. Any area of a site or structure used for the parking, storage, or standing of motor vehicles. The vehicular use area includes access drives, maneuvering areas, refuse collection locations, loading spaces.

7. All vehicular use areas shall be surfaced with one (1) of the following materials per LUC 3.7.3.7
A. Asphaltic concrete.
B. Cement concrete.
C. A penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate.

SUMMARY: The Site Plan and Grading Plan were reviewed by Development Services Department Engineering Division. The Site Plan, Grading Plan and Drainge Report (DR) were not approved at this time.

Drainage Report Comments

1. In previous comments you were asked to revise the retention volume calculation to use the 5-year run-off coefficients. Please include the data used for the retention volume calculations in the Drainage Report. Revise the site and grading plans to provide adequate retention volumes, if necessary.
2. As previously commented, demonstrate that the bleed pipe will be designed so the retention requirements will be met. Provide hydraulic calculations showing that the bleed pipes will discharge less than 1 cfs per Section 2.2 of the Stormwater Detention/Retention Manual.
3. As previously commented, present the calculations used to delineate the floodplain limits. Provide an exhibit showing the location of the cross-sections used for floodplain delineation purposes. (DS) 10-02.2.3.1.4.E)
4. As previously commented, revise the site plan in the drainage report to include all of the required elements from DS 10-02.2.3.1.6. This shall include the following: location, size and type of inflow and outflow structures, with dimensions and elevations; location and size of maintenance access ramps and roadways; and maximum water-surface elevations and the limits of ponding. Any other applicable requirements must also be included.
5. Determine and delineate on each site plan the erosion hazard setback for each of the drainageways.

Site Plan and Grading Plan Comments.

Since this is the fourth submittal, a per hour review fee will be charged for this review and for all subsequent reviews.
6. Clearly show and label the flood-prone areas on the site plan. Show water surface contours at least every 200 feet.
7. The basin routing pages in the drainage report appear to indicate that the basins will have outlet weirs. Provide details, dimensions and elevations for each weir.
8. Provide recordation information or other evidence demonstrating that this project has permission to perform the paving improvements required along the driveway. At the least provide a letter from the pipeline operator indicating that the pipeline is buried deeply enough to handle the heavy trucks that will be accessing this facility. (DS 2-02.2.1.A.11)

SWPPP Comments
9. Revise the inspection schedule in the SWPPP so that the reduced schedule includes an inspection whenever rain is predicted in accordance with Part IV.H.2 of the general permit.
Revise the Site Plan, Grading Plan and the Drainage Report to address all of these comments and resubmit four copies of the site/grading plan and SWPPP and two copies of the Drainage Report. I
