1. This project is being reviewed as a new use. Full code compliance is required.

2. Wheelstop curbing is required in all vehicle parking spaces where vehicles may overhang landscaped areas, or strike fences or walls. Show the wheelstops in the parking spaces to the sout of the proposed building as there is a fence shown immediately in front of these spaces. Dimension the whhelstop curbs from the front of parking spaces per DS 2-05.2.3.C.2. Wheelstops are to be located two-and-one-half (2 ½) feet from the front of parking spaces.

3. Revise the proposed building height to be no more than 39 feet per annexation condition 5. Place a general note on the site plan which reads: "This project is subject to ordinance No. 7090 which established zoning in the Country Club/ Valencia Annexation District." Engineering Division has reviewed the Subject items. Approvals are not recommended at this time. The report should specify whether a master drainage report has been previously prepared and approved for this subdivision, and should discuss how the proposed drainage improvements in the current submittal comply with said report, if so. Include a copy of (or applicable excerpts) the master report if referenced/utilized for resubmittal. Please provide a revised site plan and a revised Hydrologic and Hydraulic report, and a response letter addressing all of the following comments:
HYDROLOGIC AND HYDRAULIC REPORT:
1. Specify the name, address, and telephone numbers of the persons, firms, agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of drainage improvements, drainageways, retention/detention basins and common areas onsite. List other documents where these responsibilities are documented (Development Standard -DS -10-02.0, Sec. 2.3.1.2 E).
2. Provide Erosion Hazard Setback calculations in the report. Assure the proposed toe-down (Detail A) meets the minimum scour depth calculated, and revise if necessary (DS 10-02.0, Sec. 2.3.1.4 F).
3. Depict and label a minimum 15' wide maintenance access ramp (maximum slope of 15%) on Figure 2 - Grading Plan (DS 10-02.0, Sections 2.3.1.6 A 4 b & 14.3.4).
4. Provide a very detailed Detention/Retention Basin Maintenance Checklist and Schedule in the report (DS 10-02.0, Sec. 2.3.1.6 C 1).
5. As part of the basin maintenance checklist, state that the annual inspection report shall contain the following summaries: (provide language verbatim, as written in DS 10-02 Sec. 2.3.1.6 C 2 a & b).
6. Address/discuss and provide appropriate design for detention/retention basin embankment/emergency spillway requirements in the report (DS 10-01 Section 3.3.4).
7. A soils report is required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks (from basins and drainageways), whether or not hydro-collapsing soils are present, and contain the results of a minimum 30 foot deep soil boring (Pima County/City of Tucson Stormwater Detention/Retention Manual - DS 10-01.0, Section 3.5.1.5).
8. Provide retention basin percolation test results in the revised drainage report. Include discussion/analysis of the test results to assure the maximum allowed time of disposal would not be exceeded for the basin (DS 10-01.0, Sec. 3.5.1).
9. Please refer to Sections 3.5.1.1 - 3.5.1.4 of the Stormwater Detention/Retention Manual (DS 10-01.0) for additional retention/detention design guidelines, maximum disposal times, etc.
10. The City of Tucson/Pima County Stormwater Detention/Retention Manual states that the goal of all detention/retention basins is to be multi-use, regardless of size (Section IV, paragraph 1). Please discuss/demonstrate how the basin will incorporate multiple uses, such as providing an area for passive recreation onsite, maximizing water harvesting, etc. (DS 10-01.0, Section 4.2.3).
11. Correct the statement in the Introduction that this site lies within a Balanced Basin. Tucson Department of Transportation (TDOT) maps providing hydrologic information indicates the site is in a Critical Basin (Rodeo Wash watershed). 12. Correct the statement that outflow from the basin will be through a 26 foot weir (page 3, 5th para.). Calculations and supporting details indicate a proposed 6' weir.
SITE PLAN:
Please note that revisions to the drainage report may result in necessary revisions or additions to the site and grading plans. Please assure all new construction related items and revisions are depicted on the grading plan.
1. Provide a note labeling the regulatory floodplain, and include dedication information in one of the ways provided in the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (DS 10-02.0, Section 2.3.1.4 C 7 & DS 2-02.2.1.15). The applicant may wish to refer to the recorded Final Plat for existing dedication information.
2. Provide a note on the plan that a floodplain use permit is required for the drainage improvements in the adjacent drainageway; and that the 100-year floodplain limits will be entirely contained within the drainageway, upon completion of erosion protection as proposed with this development (DS 10-02.0, Sec. 5.2.6).
3. Depict and label sight visibility triangles at the western ingress/egress (DS 2-02.2.1.10 & DS 3-01.5.B 2).
4. Depict maneuverability/access for the loading spaces (DS 2-02.2.1 A 14).
5. Depict and label minimum 18' curb returns (or a standard driveway apron - COT SD 206) at the ingress/egress locations (DS 3-01.10, Figure 6).
6. Provide a note on the plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities" (DS 10-02.0, Section 14.3.2).
7. Dimension and label the Global Loop right of way or half right of way (DS 2-02.2.1 A 19).
8. Depict, label and dimension all easements of record with recording information provided on the plan. Assure the 50' drainage easement is included (DS 2-02.2.1 A 20).
9. Depict roof drainage direction(s), downspouts and associated sidewalk scuppers if applicable, for conveyance of 10-year flows under sidewalk areas, at a minimum (DS 2-08.4.1 and 2-08.5.1 E)
10. Depict, label and fully dimension a basin maintenance access ramps on the site plan (ref. drainage report comment # 3).
11. Identify and label new 5' sidewalk, 2' from back of curb along Global Loop frontage (DS 3-01.3.3 A).

Resubmittal will require a revised Hydrologic and Hydraulic report and a revised site plan. Subsequent comments may be necessary upon resubmittal. Grading and SWPPP comments will be provided by December 7, 2004 under the grading permit activity number.
