COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project may required a full code compliance review (with applicable site fees) depending on the expansion of vehicle use area and on the existence of permits for the existing parsonage, which is not shown on the last approved site plan from records. Provide a calculation of vehicle use area expansion and provide evidence that the parsonage has been permitted. If the parsonage has not been permitted it must be permitted at this time and may not be counted in the existing building square footage but rather must be included in the expansion percentage. Revise and correct calculations to allow a determination whether a full code compliance review is required. More comments may be required after this determination is made.

2. It is unclear if there is a backup spur with a curb along the south end of the paved portion of the parking lot. If so, show how access will be provided to the existing gravel parking lot to the south of the paved lot. Also, if applicable, dimension the backup spur. The backup spur itself must be a minimum of 3 feet deep. And in addition to the required 3-foot back up spur, an additional minimum distance of 3 feet will be provided between the back of the spur and any obstruction over six (6) inches in height, such as the 6' chain link fence along the west property line.

3. Between any building and PAAL, a minimum 5-foot pedestrian refuge area is required. The refuge areas must include a four-foot wide concrete sidewalk that is physically separate from the PAAL. There is no pedestrian refuge area shown along the south and west side of the existing parsonage or along the northeast corner of the proposed building. Please detail and dimension pedestrian sidewalk/refuge areas adjacent to the buildings.

It is unclear how many parking spaces are required/provided overall Show the required h/c spaces on the drawing and provide a parking detail specifying the all dimensions and maximum slopes of the handicap parking aisle and ramps on the h/c detail. Indicate on the detail that for the proposed van accessible h/c spaces the adjacent aisle width is to be 8 feet. Handicap accessibility is required into all buildings. Show accessible pedestrian routes to building entrances, including the entrance into the new addition. Vehicles may not back out into public right-of-way. The parking in front of the building is non-conforming and does not appear on the approved site plan. Revise plan or provide written documentation that the parking is legal non-conforming.

SUMMARY: Engineering has received and reviewed the Site Plan and Drainage Statement for site plan review, and recommends approval of the site plan. The Drainage Statement was accepted for review of this project only. The following conditions are applied to the project:

SITE PLAN CONDITIONS:
1) Per Drainage Statement for the Westside Church of God (dated 1-3-5, DEI Job No.040902), water harvesting shall be provided within depressed landscaped feature areas; depressed areas shall be a minimum 6 inches deep.
2) There shall be no disturbance of wash area (FEMA SFHA FIRM Panel 2210K).
3) Provide temporary trash dumpster at site during construction.
4) Offsite disposal location for deleterious materials shall be placed in an approved and permitted site. No dumping in wash.
5) Temporary fencing will be installed around construction areas in order to prevent encroachment into the natural areas.
6) For any work performed within the right-of-way, contact the City of Tucson Department of Transportation Permits and Codes at (520) 791-4249.
7) Any revision to the Site Plan may require a re-submittal of the revised site plan for review. Contact DSD Engineering at 791-5550 to discuss changes in site plan design.
