Street landscape borders shall be a minimum of ten (10) feet wide as measured from the street property or MS&R lines, and located entirely on site per LUC 3.7.2.4. Street landscape border is a landscape area running the full length of the street property line bounding the site except for points of ingress-egress. 2. Fifty (50) percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. LUC 3.7.2.4.A.4 3. 20% of shrubs in landscape border are required to be 5 gallon size DS 2-06.3.5.F 4. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4 5. Provide a 30" continuous screen along Stone Ave. per LUC Table 3.7.2-1 6. Screens may be located in the landscape border if the criteria indicated in LUC3.7.3.2 are met. Vegetative screens shall not extend more than three (3) feet into the street landscape border. 7. Show on site plan existing and future sight visibility triangles DS 2-02.2.2.1.A.10 8. Any screen higher than thirty (30) inches must be located outside of the sight visibility triangle per LUC 3.7.3.4. Criteria for turf areas are as follows: Except as provided by Sec. 3.7.2.2.C.4, turf areas are allowed only within the oasis area. Turf areas will be located to mitigate glare and reduce heat near buildings and their openings, including windows and patios, or to serve as an active play area, and if turf is grouped in separately programmed irrigation areas. Including the water harvesting system or storm water runoff design on the site is integrated with the turf area. The allowable oasis area is calculated by multiplying the net site area by 2.5%. 11. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g 12. Landscape plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes per LUC 3.7.4.3.B 13. Landscaping along parking lots where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B. 14. Landscape plan shall include irrigation specification design and layout per DS 2-07.5.4.A & DS 2-07.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 15. (CODE SECTION/ DEVELOPMENT STANDARD) 1. The following comments are based on a change of use requiring a full code compliance review of the entire site. 2. Easement providing access to rear parking lot must meet street standards as described in Development Standards 3-01.2. 3. Add a general note, which states the number of proposed rental units. 4. A minimum 24-foot wide two-way drive (PAAL) is required to provide access from Stone Avenue to the garage. The vehicular use area shall provide a barrier to prevent vehicles from encroaching onto unimproved portions of the site. In addition, it may be necessary to provide a back up spur. Fully dimension back-up spurs on plan. (LUC Table 3.3.7-I) (D.S. 3-05.2.3.C.1) (D.S. 3-05.2.2.D) (D.S. 2-02.2.1.A.11) 5. Dimension the width of the standard parking spaces. (LUC 3.3.7.2.A) 6. The site plan was not approved. Please address the following comments. Site Plan Comments: 1) Stone Avenue is a Major Streets and Routes (MS&R) arterial route. Label and dimension the existing and future right-of-way limits. (DS 2-02.2.1.A.19) 2) Show the sight visibiltiy triangles for the driveway (PAAL) into Stone Avenue. (DS 2-02.2.1.A.10) 3) The minimum width for two-way traffic aisles is 24 feet. The existing driveway must be revised to meet this standard. (DS 3-05.2.1.C.1) 4) The proposed access to the new parking area does not have enough width to provide paved travel lanes and pedestrian use areas. Show how the access requirements will be met all the way to 17th Street or provide another access location to the proposed parking area. Provide recordation information for the access easement across the adjacent property. 5) Show drainage patterns including roof drainage and show finish grades throughout the site..
